The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Runkel, Councilmen Wagner,
Buxton, Banker, and Smalley present.
APPROVAL OF MINUTES
On a motion by Councilman Smalley, seconded b.y Councilman Wagner,
it was unanimously carried the minutes of February 19, 1964 be
approved'as submitted by the Clerk.
FURTHER PUBLIC HEARING ON
PROPOSED NEW ZONING ORDINANCE
(ORDINANCE NO. 552)
Public hearing was declared open by Mayor Runkel at 8:01 P.M.
on the proposed new zoning ordinance, Ordinance No. 552.
Planning Commission Resolution No. 64-1, "Resolution Ratifying
Action Taken Regarding Ordinance No. 552 (Proposed Zoning Ordinance)"
and Planning Commission~ Resolution,No. 64-2, "Resolution Approving
Report of Findings, Summary of Hearings and Recommendations and
Transmitting Proposed Zoning Ordinance" were read in full by the
City Manager. Also read were the Pl~anning Commission "Further
Report of Findings, Summary of Hearings, and Recommendations for
Adoption of Ordinance No. 552 (Proposed New Zoning 0rdinance),"
and a memorandum addressed to the City Council from the Planning
Commission regarding the proposed ordinance.
Mayor Runkel called for comments from the audience concerning the
ordinance and there being none declared the public hearing closed
at 8:15 P.M.
On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried the City Attorney be instructed to
redraw'Proposed Zoning Ordinance No. 552 in a form in accordance
with the recommendations of the Planning Commission.
ADOPTION OF ORDINANCE NO. 558 GRANTING
PACIFIC GAS & ELECTRIC CO. ELECTRIC
TRANSMISSION FRANCHI SE
Ordinance No. 558, an ordinance granting Pacific Gas & Electric Co.
an electric transmission franchise, was presented again for the
Council's cons'ideration, and the City Attorney pointed out that
since the ordinance h~d been read in full and introduced at the
last meeting the second reading could be waived.
On a motion by Councilman Buxton, seconded by Councilman Smalley,
it was unanimously carried the second reading of Ordinance No. 558
be waived.
On a motion by Councilman Smalley, seconded by Councilman Buxton,
it was carried by the following roll call vote that Ordinance
No. 558 be adopted and the M~yor and Clerk be authorized to sign
same, "An Ordinance Granting to Pacific Gas and Electric Company,
Its Successors and Assigns, the Franchise to Construct, Maintain
and Use Poles, Wires, Conduits, and Appurtenances, Including
Communication Circuits, Necessary Or Proper For Transmitting Elec-
tricity Through the City of Ukiah In, Along, Across, Upon, Under
And Over Certain of the Public Streets and Places Within the City
of Ukiah."

APPROVAL OF AGREEMENT WITH PACIFIC GAS
AND ELECTRIC CO. RE. CITY CONTACTS
ON P.G. & E. THROUGH LINES
In connection with the adoption of Ordinance No. 558, the City
Attorney read in full a proposed agreement between the City and
Pacific Gas & Electric Co. covering the respective rights of
both parties in connection with P.G. & E. lines with the city.
Mr. Irish noted the agreement had been executed by representatives
of P.G. & E. Co.
On a motion by Councilman Banker, seconded by Councilman Wagner,
it was unanimously carried the Agreement with Pacific Gas and
Electric Company be approved and the Mayor and Clerk be authorized
to sign same.
REPORT REGARDING JOINT APPLICATION
TO PUBLIC UTILITIES COMMISSION FOR
P~URCHASE OF P.G. & E FACILITIES
The City Attorney,advised the Council that he had received a
request from Mr. and Mrs. Oliver F. Harmon for reduction of
the term of the lease of the City Disposal Area property from
option for renewal. The Council informally approved the redrafting
of the lease to conform with this request.
FEASIBILITY STUDY FOR
DEVELOPMENT OF NATURAL GAS
The City Manager reported that R. W. Beck and Associates have
advised him that their proposal for conducting an economic
feasibility study for development of natural gas in the area
will be presented prior to next week's meeting. Mr. Cash noted
that to date this is only firm found who does this type of work.
VARIANCE APPLICATION NO~ 64-12

~OTEL, 628 S. STATE ST.
Variance Application No. 64-12 by Wm. S. Drew, pl, et plan and
minutes of the Planning Commission meeting held February 20, 1964
were reviewed by the City Manager. The variance is requested to
permit construction of a firewall to the rear property line for a
distance of 50 feet on property located at 628 S. State Street~.
It was recommended by the Planning Commission that the variance
be granted.
There was no one present representing the application and there
were no written or verbal protests to the proposed variance.
On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried the City Attorney be instructed to
prepare a resolution granting Variance No. 64-12 to Wm. S. Drew
as recommended by the Planning Commission' subject to all standard
condi tions.

VARIANCE APPLICATION NO. 64-13
WITHDRAWN AT REO, UEST OF APPLICANT
The City Manager advised the Council that he had received a call
from the applicant for Variance No. 64-13, F. Zenaide Hall,
requesting withdrawal of the application without further considera-
tion.
DISCUSSION RE. POSSIBLE
REPLACEMENT OF GRADER
The Council was advised that due to the increased cost of
maintaining the City grader contact has been made with a supplier
who has a used grader available at a net cost to the City of
$4,400. It was explained that the grader being discussed has
been in use for approximately one week on a demonstration basis and
that it appears to be capable of doing the volume of work required.
The City Manager pointed out that this is the first time that the
purchase of second hand equipment has been recommended to the Council,
but it appears to be practical in this case due to the relatively
limited amount of use by the City. The matter was discussed and
no determination was made pending a legal opinion on the required
purchasing procedure for this type of equipment.
REQUEST FOR WAIVER OF
CARNIVAL LICENSE FEE -
VOLUNTEER FIREMENS' ASSOCIATION
On behalf of the Volunteer Fi remens' Association, Mr. Ralph Rains reques-
ted that the business license fee be waived for the presentation
of a carnival by the Association June 24th through 28, 1964. Mr.
Rains explained that the amount of the fee is the only guarantee
of profit which the Association is given by the operators of the
carnival, and that the proceeds are used to sponsor attendance at
conferences for Volunteer Firemen, equipment and replacement of
clothing damaged while fire fighting.
During the ensuing discussion several members of the Council
expressed the opinion that very possibly the cost of attendance
at the firemens conferences by Volunteer Firemen should be borne
by the City on the basis that it consists of training programs and
that inclusion of some amount to cover this cost should be contained
in next yea r"s budget for the Fi re Department. It was decided' that
a review of the minutes by the Council would be required in order
to bring all members up to date on the action which had been taken
in the past regarding carnival license fees.
COUNCILMAN WAGNER
Councilman Wagner enquired as to the status of the analysis being
prepared of the gas system operation and was informed that it is
expected to be complete within two weeks.
COUNCILMAN BUXTON
Councilman Buxton expressed the desire to again go on record as
commending the Planning Commission for their work on the proposed
Zoning Ordinance.
COUNCILMAN BANKER
Councilman Banker brought up the fact that there is a need for addi-
tional publicity of public hearings held by the Planning Commission,
particularly when zone variance applications are being considered.
Mr. Banker pointed out that these hearings are frequently held with-
out protest or objection to the Planning Commission, but advance
publicity that the City Council is to consider such applications
often results in protests being made at this level. Members of the

Council concurred with Mr. Banker's suggestion that'the Planning
Commission consider some means of publicizing their public hearings
in addition to the notices required by law, such as providing the'
Press with the agenda in advance of all meetings.
MAYOR RUNKEL
Mayor Runkel reported receiving numerous complaints regarding, dogs
running loose, particularly in the Burlington Drive area of Empire
Gardens. The City Manager stated that all such calls should be
referred to the Police Department immediately since a new man is
now on duty for the purpose of taking care of such problems.
Mayor Runkel commented that in the light of today's accident in
which a small girl was hit by a truck on S. State Street that he
felt there has been considerable speeding along State Street,
particularly by trucks. Mr. Cash pointed out that the street
is policed regularly and that citations are also regularly
issued to those violating the speed limits.
