MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
APRIL 1 ~ 1964
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. wi th Mayor Runkel, Councilmen Wagner,
Buxton, Banker and Smalley present.
APPROVAL OF MINUTES
On a motion by Councilman Buxton,
Wagner, it was unanimously carried

APPROVAL OF SPECIAL WARRANTS
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried special warrants in the amount of
$518.OO be approved and ordered paid.
MAYOR PROCLAIMS APRIL 15th-21st
ANTI-LITTER WEEK
A proclamation declaring April 15th through 21st Anti-Litter
Week was signed by Mayor Runkel as sub mi tted by the Ukiah
Garden Club, Cosmos Club and other interested local groups.
UNDERGROUND UTILITY INSTALLATION
TO BE DISCUSSED AT MEETING OF
NO. BAY DIV. LEAGUE OF CALIF. CITIES
The Council was advised that the topic chosen for discussion
at the April meeting of the North Bay Division, League of
California Cities will involve whether the League should enter
into a project to bring about legislation requiring underground
installation of electric and telephone utilities in new sub-
divisions. Mr. Cash requested an expression of opinion from
the Council concerning the City's position on the proposed
project. After discussion, it was determined that due to the
added cost of installation and maintenance and the resulting
increase in cost to the consumer, the Council was not in favor
of requi ring underground electric and telephone uti lities.
It was agreed, however, that in ca ses where an individual
subdivider desired to install these utilities underground he
should be allowed to do so.
LEASE- PURCHASE AGREEMENT
FOR GRADER APPROVED
On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried an agreement with Edward R. Bacon
Co. for lease-purchase of a used grader be approved and the
Mayor and Clerk be authorized to execute the agreement on be-
half of the City.
MEETING SCHEDULED WITH P.G. & E.
OFFICIALS TO DISCUSS NATURAL GAS
The City Manager advised the Council that a meeting with officials
of the Pacific Gas & Electric Co. will be held in his office on
Friday, April 3rd to discuss the possibility of bringing natural
gas into the area.
COUNCILMAN BUXTON
Councilman Buxton expressed the opinion that the
March 31 st for all Commission and Board members
