HomeMy WebLinkAboutMin 04-08-64HI NUTE$ OF THE HEETING OF APRIL 8, 1964 THE COUNCIL OF THE CITY OF UKIAH The City Council convened in regular session in the Council Chambers at 8:01 P.M. wi th Mayor Runkel, Councilmen Wagner, Banker and Smalley present. Councilman Buxton was absent. APPROVAL OF MINUTES On a motion by Councilman Wagner, seconded by Councilman Banker, it was unanimously carried the minutes of April 1, 1964 be approved as submitted by the Clerk. APPROVAL OF PAYROLL WARRANTS On a motion by Smalley, it wa peri od March 1 of $30,260.95. Councilman Wagner, seconded by Councilman s unanimously carried payroll warrants for the 6th through 31, 1964 be approved in the amount APPROVAL OF SPECIAL WARRANTS On a motion by Councilman Wagner, seconded by Councilman Banker, it was unanimously carried special warrants in the amount of $5,163.68 be approved and ordered paid. CLAIM FOR DAMAGES DENIED: PATRICIA PURCELL The City Attorney advised the filed by Patricia Purcell as between her automobile and a February 18, 1964. Mr. Irish stated that this opinion be rea dy very soon. RESULT OF MEETING WI TH P.G. & E. OFFICIALS REGARDING NATURAL GAS The City Manager advised the Council that a meeting wi th officials of Pacific Gas & Electric Company on April 3rd resulted in a proposal by P.G. & E. to bring natural gas to Ukiah at rates approximately 40% below those now paid by householders. Mr. Cash expalined that P.G. & E.'s application to theCalifornia Public Utilities Commission for approval of this project would be contingent upon the following three cond i t ions .- l) Satisfactory arrangements for P.G.&F.'s acquisition and operation of the City's gas distribution system. 2) A favorable indication from industrial plants in the Ukiah area and southward toward Healdsburg that they will use natural gas. 3) An agreement for P.G.& E. acquisition of owned Prol~ane-air distribution system in which also would be converted to natural the privately Cloverdal e gas operation. The City Manager pointed out that before the project can be discussed i n more detail and formal proposal considered, additional information must be accumulated and requested that 430 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH APRIL 8~ 1964 - PAGE 2 he be authorized by the Council to proceed with the investigation. On a motion by Councilman Wagner, seconded by Councilman Smalley, it was unanimously carried the City Manager be instructed to diligently pursue negotiations with Pacific Gas & Electric Company relative to development of natural gas in the Ukiah area. SPURLOCK SUBDIVISION, UNIT #1 APPROVAL OF FINAL MAP RESOLUTION NO. 64-44 The Final Map of Spurlock Subdivision, Unit #1 was presented to the Council for approval. The City Engineer reported that most of the improvements had been installed and that the bond adequately covered the remainder. On a motion by Councilman Smalley, seconded by Councilman Banker, it was unanimously carried Resolution No. 64-44 be approved and the Mayor and Clerk be authorized to sign same, "Resolution Approving Final Map of Spurlock Subdivision." APPROVAL OF SUBDIVISION AGREEMENT; SPURLOCK SUBDIVISION A proposed agreement with the subdividers of Spurlock Subdivision was read in full by the City Attorney. On a motion by Councilman Wagner, seconded by Councilman Banker, it was unanimously carried the Subdivision Agreement with Joe L. Foutz and Stella L. Foutz, subdividers of Spurlock Subdivision be approved and the Mayor and Clerk be authorized to sign same. STREET DEFICIENCY REPORT - 1964 The Director of Public Works distributed to the Council copies of the 1964 Street Deficiency Report required under Section 2156 of the Street and Highways Code and explained the detail required to arrive at the conclusions shown on the Summary page. Mr. Kruth pointed out specifically that the report in- dicates that definite progress has been made since the last report submitted in 1960, however, at the rate of present progress there remains some question that the City will ever succeed in meeting the State's requiremgnts to overcome all deficiencies. Mr. Kruth observed that this report has no doubt been an important factor in improving gas tax alloca- tions to cities. RESOLUTION NO. 64-45 APPROVING STREET DEFICIENCY STUDY On a motion by Councilman Wagner, seconded by Councilman Smalley, it was unanimously carried Resolution No. 64-45 be approved and the Mayor and Clerk be authorized to sign same, "Resolution Approving City Street Deficiency Study and Direc- ting Transmittal to Division of Highways." PAVING OF S. OAK ST., MILL TO GOBBI SCHEDULED The Council was informed that the paving of S. Oak Street from Mill to Gobbi has been scheduled for next week. Councilman Banker enquired as to whether Oak Street from Clay to Henry is being widened on both sides of the street and was informed that the curb will be set back 4 feet on both si des wi thin the existing right of way. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH APRIL 8~ 1~)64 - PAGE 3 COUNCILMAN BANKER SPEED OF TRAFFIC ENTERING CITY FROM FREEWAY NORTH Councilman Banker expressed concern regarding the speed of traffic moving into the City from the freeway north and felt that there appears to be inadequate signing to prepare the driver for the reduced speed limits at the end of the freeway. It was pointed out that some distance is travelled after leaving the freeway which is not within the City limits and under the jurisdiction of the City Police Department. However, the Director of Public Works agreed to contact the State Traffic Engineer in regard to conducting a speed study to determine whether an-ex- cessive speed problem exists at this point.
