APRIL 15~ 1964
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. wi th Mayor Runkel, Councilmen Wagner,
Banker and Smalley present. Councilman Buxton was absent.
APPROVAL OF MINUTES
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried the minutes of April 8, 1964 be approved
as submitted by the Clerk.
APPROVAL OF GENERAL WARRANTS
On a motion by Councilman Banker, seconded by Councilman
Wagner, it was unanimously carried general warrants in the
amount of $82,366.23 be approved and ordered paid.
PURCHASING: LEGALITY OF EXCLUDING
FOREIGN-MADE MATERIALS- CITY ATTORNEY
The City Attorney reviewed an opinion he prepared concerning
the legality of excluding foreign-made materials from bid
purchases and stated that copies of the opinion will be sent
to each member of the Council wi thin a few days.
MC GARVEY PARK: CITY ATTORNEY TO
INVESTIGATE AS POSSIBLE SITE
FOR NEW LIBRARY
The County Attorney reported that he had been requested by Mrs.
Winter, Librarian, to investigate the status of McGarvey Park
as a possible site for a new library. The Council gave general
approval to the City Attorney proceeding wi th the investiga-
tion.
HIGH SCHOOL REQUEST FOR OPERATION
OF ANTON STADIUM CONCESSION
The City Manager reported that the High School has requested
the Council give consideration to permitting the school to
sponsor operation of the concessions at Anton Stadium only
during the football games. It is proposed that proceeds would
be placed in the Student fund for use primarily in the ath-
letic program.
The City Manager pointed out that the present operation hs s
been very satisfactory and that if the football games are
eliminated, it would probably be difficult to interest an
operator in providing the service at the remaining functions.
Discussion pointed out that all members of the Council consi-
dered the concession operation as a public service instead of
a major profit making operation, since the revenue to the City
is in the minor amount of under $300 per year. It was also
informally determined that inasmuch as the present contract
remains in effect until dune 30, 1964, a new Council would be
in office prior to that time, and only individual opinions could
be expressed at the present.

DISCUSSION RE. USE OF UTILITY
ACCOUNTS FOR MAILING LISTS
The City Manager requested the Council to consider establishing
a policy regarding the use of utility accounts for preparation
of mailing lists for advertising purposes and the use by churches
in contacting new members. It was pointed out that requests
for such a list have been denied. However, the Welcome Wagon
has been permitted tocbtain the names and addresses of people
new in the community for distribution of small advertising gifts

in addition to the welcome extended the new comer.
After discussion, individual opinions were expressed indica-
ting that a policy should be established which would pertain
to all users of this information, It was suggested that an
effort be made to determine the approximate cost of preparing
a mailing list and that this information be presented to
the new Council for consideration and possible action.

The City Manager presented ,a, summary of a supplement to the
agreement of 1960 entitled In Re. North Bay Cooperative
Library System" and explained that this agreement had been con-
sidered by the Library Board of Trustees and that even though
it was their opinion the benefits were extensive and should be
continued, due to the general content of the proposed supplement,
the agreement should be executed by the Council or by the Board
with specific authority from the Council. It was pointed out
that the proposed supplement changes the authority of the Coopera-
tive System substantially by setting it up as a separate agency
for the exercise of certain powers. It was recommended that

REQUEST FOR ACCEPTANCE OF
CHERRY COURT REVIEWED
A letter signed by the property owners along Cherry Court
requesting City acceptance of this street was read for the
information of the Council. The City Manager pointed out that
the letter had been received only yesterday, and information
relating to ownerships and street measurements will be ac-
cumulated before it is presented for Council consideration.
LETTER OF THANKS - UKIAH LIONS CLUB
The City Manager read a letter of thanks received from Mr.
Howard Turtle, President of the Ukiah Lions Club for use of
Golf Course for the annual Easter Egg Hunt.

P.G. & E. AND CITY OFFICIALS TO
MEET AGAIN REGARDING NATURAL GAS
The City Manager advised the Council that he had received a
reply from Pacific Gas and Electric Company regarding an early
meeting between the City and P.G. & E. for further discussion
regarding natural gas, and that he will be contacted by Mr.
Karbe tomorrow regarding setting a date for the meeting.
COUNCILMAN BANKER
Councilman Banker enquired whether an investigation into the
speed situation from the north freeway hed been started and
was informed that it had.

MAYOR RUNKEL
Mayor Runke! reported that there were broken guard posts on
Cherry Street adjacent to the creek. The matter wi l! be
checked.
Mayor Runkel also stated that he had heard comments to the
effect that the water in the area near Number 4 Well had
developed a taste.
ADJOURNMENT
As there was no further regular business, Mayor Runkel declared
the meeting adjourned at 8:53 P.M. after which the Council
reconvend in closed personne! session.
