The City Council convened in regular session in the Council Chambers at 8:05 P.M. with Mayor Banker, Councilmen Norgard, Scotto, and Smalley present. Councilman Buxton was absent. The City Attorney was absent due to illness. APPROVAL OF MINUTES On a motion by Councilman Smalley, seconded by Councilman it was unanimously carried the minutes of April 15, 1964 approved as submitted by the Clerk. FURTHER DISCUSSION RE. ANTON STADIUM CONCESSION For the benefit of the new members of the Council, the City Manager reviewed the di scussion held at the last meeting re- garding the request of the High School that students be permitted to operate the concession at Anton Stadium during all high school football games. The Council was informed that me present op- erators have indicated that upon expiration of the present contract they wish to continue on the same basis as in the past and are definitely not interested in the balance of the events if the football games are eliminated. Mr. Wi l liam Murphy and Mr. William Tully were present on behalf of the High School and explained their request is based on an effort to support all student activities through the efforts of the students themselves. Although the concession was offered to the school in the past, only this year have the student ac- tivities been arranged to fit this in. They were specific in stating that their interest is confined solely to concession operation during high school football games. The matter was discussed at length by the Council, however, o...n a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried the matter of the concession at Anton Stadium be tabled until all members of the Council and the City Attorney are present. Members of the audience interested in this matter were informed the Counci 1 expects to discuss i t again at the next meeting and a decision wi 11 be made as soon as possible. DISCUSSION RE. FEES FOR USE PERMITS, VARIANCES AND ZONE CHANGES A memorandum from the Chairman of the Planning Commission was read recommending the Counci 1 consider establishing new fees various services of the Planning Commission as follows: for Use Permits $10.OO Va r iances 20.OO Amendments to Zoning 50.00 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH APRIL 22, 1964 - PAGE 2 It was pointed out that the new Zoning Ordinance requires that fees for the above be established by the City Council by resolution, and that the recommendation is based on tke increased costs of adverti sing and posting of the proper- ties involved. The Council was informed that in comparing the above fees wi th those charged in other cities they found them to be comparable in most cases, and considerably less i n othe rs. RESOLUTION NO. 64-47 DECLARING WEEDS AND RUBBLE PUBLIC NUISANCE AND ORDERING ABATEMENT OF SAME On a motion by Councilman Smalley, seconded by Councilman Norgard, it was unanimously carried Resolution No. 64-47 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Declaring Weeds and Rubble Upon Private Property to be Public Nuisance and Ordering Abatement of Same." Under this resolution, Wednesday, May 20, 1964 at 8:00 P.M. was fixed as the time for hearing any property owners having objection to the weed abatement program. APPROVAL OF REQUEST FOR TRAINING OF CITY OF ORLAND POLICE PERSONNEL The City Manager reviewed a letter from the Chief of the City of Orland requesting the Council authorize a program of their police personnel by the Ukiah Police men t and a du mens City Pol i ce of tra i ni ng Depa rt- . BAY DIV., E OF CALIF. CITIES The Council was advised of the necessity to elect a member to the Executive Board of the North Bay Division of the League of California Cities to replace Herman Runkel. On a motion by Councilman Smalley, Norgard, it was unanimously carried to the Executive Board of the North California Cities. seconded by Councilman Councilman Scotto be elected Bay Division, League of DISCUSSION REGARDING APPOINTMENT OF ALTERNATE DIRECTOR OF SANITATION DI STRI CT The Council was informed that a Di rector of the Ukiah Valley alternate should be appointed representation at all meetings the Mayor automatically becomes Sanitation District, but that an by resolution to ensure continuous of the Boa rd. The matter was discussed briefly and it was decided to defer action until all members of the Council are present. MINUTES OF TeE MEETING OF THE COUNCIL OF THE CITY OF UKIAH APRIL 22, 1964 - PAGE ~ UKIAH VALLEY RODEO - MAY 23RD & 24TH A letter from the Junior Chamber of Commerce was read advising the Council that an official car wi 11 be provided for the Council in the Rodio parade May 23rd and requesting a list of the members who will ride in the car. It was decided to consider this request when Councilman Buxton is present. STATE COMPENSATION INSURANCE FUND ADDITIONAL REFUND 1959-60 FISCAL YEAR The City Manager read a letter from the State Compensation Insurance Fund stating that all cases for the fiscal year 1959-60 had finally been settled which resulted in our receiving an additional dividend check in the amount of $689.69 bringing the total premium refund for that particular year to 33%. COUNCILMAN SMALLEY Councilman Smalley enquired whether Spanish Mounting TV Corp. had responded to the City Manager's request for information concerning the quality of the Cable service. Mr. Cash stated that a letter had been received which gave technical detail indicating their service does exceed the requirements of the ordinance. COUNCILMAN BANKER Counci 1man Banker questioned whether progress is being made on the North Freeway speed problem and was told that the State Engineers have been contacted and some preliminary work is being done at this time. MEETING WITH P.G. & E. REGARDING NATURAL GAS The City Manager reported that a meeting wi ll P.G. & E. officials in .San Francisco on April discussion regarding natural gas. be held wi th 3Oth for further TOUR OF CITY FACILITIES FOR COUNCIL MEMBERS The City Manager announced that he would like to arrange a tour of all City facilities for members of the Counci 1, particularly those newly elected.
