MAY 13, 1964.
The City Council convened in regular session in the
Council Chambers at 8:02 P.M. wi th Mayor Banker, Councilmen
Norgard, Scotto and Smalley present. Councilman Buxton
was absent.
APPROVAL OF MINUTES
On a motion by Councilman Norgard, seconded by Councilman
Smalley, it was unanimously carried the minutes of May 6,
1964 be approved as corrected. The correction approved
involved changing the reference to Variance Application No.
64-17 to No. 64-14 by A. P. Ma thews.
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:03 P.M.
RESOLUTION NO. 64-51 GRANTING
VARIANCE TO A. P. MATHEWS
On a motion by Councilman Smalley, seconded by Councilman
Scotto, it was unanimously carried Resolution No. 64-51 be
approved and the Mayor and Clerk be authorized to sign same,
"Resolution Granting Variance to A. P. Mathews."

MAYOR BANKER EXCUSED - 8:35 P.M.
Mayor Banker excused himself at this point in the meeting,
at which time Vice Mayor Buxton assumed the duties of Mayor
for the remainder of the meeting.
On a motion by Councilman Norgard, seconded by Councilman
Smalley, it was unanimously carried the City Council ratify
the action of the Library Boa rd of Trustees in approving
the North Bay Cooperative Library System Supplementary
Agreement and authcrize the Mayor and Clerk to sign same.

On a motion by Councilman Smalley, seconded by Councilman
Scotto, it was unanimously carried the City Clerk be auth-
orized to call for bi ds for construction of a sewer line
on Feedlot Road, bids to be received before 2:00 P.M.,
June 2, 1964. The bid call is to be based on the plans
and specifications as recommended with the inclusion of
30 days for the completion of the work.

Due to the fact that June 2nd wi 11 be Election Day and therefore
a legal holiday, i t was moved by Councilman Smalley, seconded by
Councilman Scotto and unanimously carried the above motion be
amended to change the date for bid call to June 3, 1964 at
2:00 P.M.
POLICY ESTABLISHED PROHIBITING
USE OF CUSTOMER UTILITY ACCOUNTS
BY PRIVATE ORGANIZATIONS
The City Manager reported that it had been determined the cost
to the City for preparing a list from the utility customer
accounts for use by various private organizations would be
$25.00 per list, with the cost reduced accordingly if additional
sets are run simultaneously. However, in checking wi th other
uti lity companies he found that it was not their practice to
make this information available to the public, and recommended
no further use of customer records be permitted except in the
conduct of City business.
On a motion by Councilman Norgard, seconded by Councilman
Scotto, it was unanimously carried that it be the policy of the
City that the use of customer records for any private operation
not be permitted.
APPROVAL OF OUTDOOR LIGHTING
SCHEDULE - 1608-1,2~3
The City Manager distributed copies of a proposed Outdoor
Lighting Schedule for consideration by the Council and explained
the new rates would provide a basis by which the City could
provide lighting on private property under certain conditions.
The proposed rates have been computed to amortize the cost of
construction over a period of ten years and provide a 6% yield
on the investment. Poles would be set on private property and
connected to the City's secondary system.
On a motion by Councilman Smalley, seconded by Councilman
Norgard, it was unanimously carried Outdoor Lighting Schedule
No. 1608-1 ,2-3 be approved as presented.

The City Manager reviewed the Opinion and Order of the Public
Utilities Commission dated May 12, 1964 authorizing the sa]e of
Pacific Gas & Electric Co. electric facilities within the City
to the City. The particulars are set forth in Decision No.
67184 Before The Pub1 ic Uti li ties Commission of the State of
California dated at San Francisco, Ca1 ifornia the 12th day of
May, 1964 and effective twenty days thereafter.
COUNCILMAN SMALLEY
Counci 1man Smalley enquired whether progress was being made on
the special census which had been scheduled for this fiscal year,
and was informed by the City Manager that it had been delayed
in his office but would be revitalized in the immediate future.

on a divided highway and attempt to pass against on-coming
traffic. He stated that his wife had narrowly avoided an
accident similar to the one which recently claimed the lives
of several persons and felt that the situation should be
called to the attention of the State Highway Patrol and
Division of Highways. Although in discussion it was recog-
nized that the area involved is not within the jurisdiction
of the City, the City Manager agreed to contact the various
State offices which would be concerned with the problem.
ADJOURNMENT
As there was no further regular business, Vice Mayor Buxton
declared the meeting adjourned at 9:22 P.M.
