HomeMy WebLinkAboutMin 06-10-64 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE lO, 1964 The City Council convened in regular session in the Council Chambers at 8:06 P,M. wi th Mayor Banker, Councilman Scotto and Smalley present. Councilman Norgard and Buxton were absent. City Manager, Lyell Cash and City Clerk, Paloma Williams were also absent. Dir. of Public Works, Alfred Kruth acted as City Manager pro tempore in the absence of Mr. Cash. DEPUTY CITY CLERK APPOINTED Mayor Banker announced the appointment of Hattie Ti llotson as Deputy City Clerk to serve at Council meetings in the absence of the City Clerk. APPROVAL OF MINUTES On a motion by Councilman Smalley, seconded by Councilman Scotto, it was unanimously carried the minutes of June 3, 1964, be approved as submitted by the Clerk. NOTICE OF APPEAL FI LED BY MRS. DOROTHY E. BECK FOR USE OF RESIDENCE AT 1164 HELEN AVENUE FOR CONDUCTING CHURCH SERVICES The City Attorney reported that notice of appeal from the denial of Use Permit #64-7 by the'Planning Commission had been received from Mrs. Doroth~, E~. Beck The application requested use of residence at Ilv~ ,~len f~)r church services of the Ukiah Community Church. I On a motion by Councilman Smalley, seconded by Councilman Scotto, it was unanimously carried this appeal be deferred until the June 17, 1964, Council meeting, when there will be a full Council. VARIANCE APPLICATION NO. 64-16 MR. & MRS. D. R. BRAGG - DUPLEX AT 649 MARSHALL AVENUE Variance Application No. 64-16 by Mr. & Mrs. D. R. Bragg, plot plan and minutes of the Planning Commission meeting held May 28, 1964, were reviewed by the City Manager protem. The variance is requested to permit construction of a duplex at 649 Marshall Avenue, which is in C-2 zoning. Residence use is not permitted in this zone. It was recommended by the Planning Commission that the variance be granted. Mr. D. R. Bragg was present representing the application and there were no written or verbal protests to the proposed variance. On a motion by Councilman Smalley, seconded by Councilman Scotto, it was unanimously carried the City Attorney be instructed to prepare a resolution granting Variance No. 64-16 to Mr. & Mrs. D. R. Bragg as recommended by the Planning Commission subject to REQUEST TO RECALL BIDS FOR CONSTRUCTION Ol~ SEWER L'INE ON FEEDLOT ROAD The City Manager pro tempore reported on the bids received for the construction of the Feedlot Road Sewer for the Ukiah Valley Sanitation District. Only one bid was received in the amount of $26,576 from Lin Ford. The Engineer's estimate for this work was $13,000. The Sanitation district board reviewed this matter with interested parties at their meeting June, 5, 1964, and recommends to the City that the one bid be rejected and new bids called on revised plans and specifications. The engineer reported substantial savings may be realized by adjust- ing the depth of the line and modifying the backfilling require- 'ments. On a motion by Councilman Scotto, seconded by Councilman Smalley, it was unanimously carried the bid received from Lin Ford be rejected. On a motion by Councilman Smalley, seconded by Councilman Scotto, it was unanimously carried the Clerk be authorized to call for bids for construction of sewer line on Feedlot Road on Tuesday, June 23, 1964, at 2:00 P.M. on the revised speci ficat ions. VARIANCE APPLICATION #63-15 - ROBERT GARZINI FURTHER DISCUSSION RE. PROPOSED IMPROVEMENT OF BEACON LANE The City Manager pro tempore reported that Mr. Cash had attended the County Supervisors meeting June 9, 1964, to receive their decision on the proposed Beacon Lane Improve- ment. The county road committee had not prepared its re- commendation so no action was taken. A new committee was appointed to report to the supervisors at their June 17 meeting. Further consideration of variance application #63-15 was deferred to the next Council meeting. PERSONNEL MATTERS Mayor Banker reported the personnel matters pending would be deferred until the next Council meeting, June 17, 1964. ADJOURNMENT As there was no further regular business, Mayor Banker declared the meeting adjourned at 8:36 P.M. ATTEST: CITY CLERK -
