JUNE 17, 1964
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Vice Mayor Buxton, Councilmen
Norgard and Scotto present. Mayor Banker and Councilman
Smalley were absent.
APPROVAL OF PAYROLL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman
Scotto, it was unanimously carried payroll warrants for the
period of June 1st through 15th, 1964 be approved in the
amount of $33,190.92
APPROVAL OF GENERAL WARRANTS
On a motion by Councilman Scotto, seconded b.y Councilman Norgard,
it was unanimously carried general warrants ~n the amount of
$62,127.45 be approved and ordered paid.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman
Norgard, it was unanimously carried the minutes of June 10,
1964 be approved as submitted by the Clerk
PUBLIC HEARING TO BE HELD JULY 8, 1964
ON APPEAL OF DOROTHY E. BECK - UKIAH
COMMUNITY CHURCH
The City Attorney advised the Council that a public hearing
must be held on the appeal of Dorothy E. Beck filed June 10, 1964
on behalf of the Ukiah Community Church from the denial of a
Use Permit by the Planning Commission. The decision of the
Council on the matter must be rendered within 60 days following
the filing of the appeal, or prior to August 9, 1964' The
application is for combined church and residential use of an
existing residence located at 1164 Helen Avenue in an R-1 zone.
COUNCILMAN SMALLEY ARRIVED AT THIS POINT IN THE MEETING - 8:07 P.M.
On a motion by Councilman Scotto, seconded by Councilman
Norgar'd, i't was unanimously carried the appeal of Dorothy E.
Beck from the denial of Use Permit Application No. 64-7 by the
Planning Commission be heard on July 8, 1964 at 8:00 P.M.,
or as soon thereafter as the same may be heard.
In regard to this same matter, the City Attorney called the
Council's attention to the minutes of the Planning Commission
meeting dated June 4, 1964 concerning a report that church
services are continuing to be held without a Use Permit and
recommending clarification be made by the Council as to the
encroachment of permits which have been denied.
On a motion by Councilman Norgard, seconded by Councilman
Scotto, it was unanimously carried the City Attorney be instructed
to investigate the report that church services are continuing
at 1164 Helen Ave. and report to the Council at a later meeting.
RES. NO. 64-56 GRANTING VARIANCE
TO D. R. BRAGG
On a motion by Councilman Smalley, seconded by Councilman
Scotto, i't-was unanimously carried Resolution No. 64-56 be
adopted and the Mayor and Clerk be authorized to sign same,
"Resolution Granting Variance to D. R. Bragg."

REPORT ON DISCUSSION WI TH CO. BOARD
OF SUPERVISORS REGARDING DEVELOPMENT
OF BEACON LANE
The City Manager reported that a committee of the Board of
Supervisors recommended to the Board that the City's request
for joint financing of the improvement of Beacon Lane be denied
based on their opinion that this is not a County road, and that
they did not feel justified in diverting $3,000 from higher
priority projects. The matter was discussed wi th the Board and
it was agreed that before any formal action is taken on the
committee's recommendation that the Road Commissioner with the
assistance of the District Attorney's office make a definite
decision to determine whether in accepting this portion of
Ukiah Village Subdivision the County had accepted a 20 foot
wide County road constituting Beacon Lane.
In consideration of this report, the City Manager recommended
this matter be dropped for the time being, and further considera-
tion be given the variance application of Mr. Robert Garzini.
MAYOR BANKER ARRIVED AT THIS POINT IN THE MEETING - 8:19 P.M.
FURTHER CONSIDERATION OF VARIANCE
APPLICATION #64-15 ROBT. A. GARZINI
Application for Variance #64-15 by Mr. Robert Garzini to permit
R-2 use of existing R-1 property at 330 Beacon Lane for construc-
tion of multiple family units was considered further by the
Council. After detailed discussion of the possible effects of
various types of development, it was determined that action on
the variance should be taken in order to eliminate any further
delay to the developer.
On a motion by Councilman Buxton, seconded by Councilman Scotto,
it was unanimously carried the City Attorney be instructed to
prepare a resolution granting Variance #64-15 to Mr. Robt.
Garzini subject to all standard conditions and to the following
special conditions:
l) That a 40 foot set-back be maintained along the
frontage of Beacon Lane;
2)

That a statement be included clearly indicating that
in no manner obligating itself for future street
and
3) That a revised plot plan be submitted for the approval
of the Council prior to commencing construction.
TABULATION OF BIDS RECEIVED FOR 1964-65
LP GAS WITH INSURANCE ALTERNATE
The Council was informed that five bids were received for the
furnishing of Liquid Propane gas for the 1964-65 fiscal
year, two of which included bids for the insurance alternate.
The City Manager reviewed a tabulation of the bids as follows:

The City Manger's Analysis of Bids for Propane Gas dated June 17,
1964 was read to the Council which included a recommendation the
bid be awarded to the Pioneer Company in compliance with their bid.
The Council was advised that the bid bond submitted by Van Gas,
Inc. was not acceptable.
A letter from the City's present insurance representative dated
June 15, 1964 containing quotations for insurance was read by
Mr. Cas h.
On a motion by Councilman Smalley, seconded by_ Councilman Scotto,
~t was unanimously carried the bid for the 1964-65 liquid propane
requirements including insurance be awarded to Pioneer Company
as recommended by the City Manager.
P. G. & E. REQUEST FOR EXTENSION OF
TIME UNDER SALES AGREEMENT APPROVED
The City Manager read a letter from Pacific Gas & Electric Co.
dated June 10, 1964 requesting approval of revision of Section 15
of the Sales Agreement dated December 23, 1963 to provide an
additional six months in which to complete conveyance of the
facilities covered by the agreement. The Council was informed
that the work is progressing satisfactorily and it is expected
the work will be completed within approximately 90 days.
On a motion by Councilman Buxton, seconded by Councilman Smalley,
it was unanimously carried the Sales Agreement dated December
23, 1964 be amended as per the letter from Pacific Gas & Electric
Co. dated June 10, 1964 and the Mayor and Clerk be authorized to
sign same.
WRITE OFF BAD DEBTS IN
THE AMOUNT OF ~;3,378.15
On a motion by Councilman Norgard, seconded by Councilman Buxton,
it was unanimously carried the Director of Finance be authorized
to write off bad debts in the amount of $3,378.15.
CANCELLATION OF UTILITY
DEPOSIT ACCOUNTS
On a motion by Councilman Smalley, seconded by Councilman Scotto,
it was unanimously carried cancellation of the utility deposit
accounts where no contract can be made be approved in the amount
of $986.20 and the funds be transferred from the Trust Fund to
the General Fund.
KEN F. HULL REQUEST FOR USE OF
SEMINARY AVE. PARK FOR ART SHOW
On a motion by Councilman Buxton, seconded by Councilman Norgard,
it was unanimously carried the request of Ken F. Hull for use of
the Seminary Avenue Park for the display of painting by artist
Evans Bruce on Saturday, June 2Oth from 9:30 A.M. to 3:30 P.M.
be approved.
CHAMBER OF COMMERCE REQUEST FOR INCREASE
IN ANNUAL CITY CONTRACT PAYMENT TO CHAMBER
A group from the Chamber of Commerce, with President Ken Roby
acting as spokesman, appeared before the Council and presented
their request for greater financial participation by the City
to the Chamber to finance their expanded program to "Keep Pace
with Tomorrow." Mr. Roby summarized the planned activities of the
Chamber for the coming year and informed the Council of the added
participation by the merchants. He stressed the fact that, in

t~heir opinion, cOntinbing betterment of the community depended
to a great extent on the actions of the Chamber of Commerce,
and emphasized their need for an increased budget in order to
perform for the benefit of the City. The amount requested was
$3,550 for the 1964-65 fiscal year, in addition to the installa-
tion and dismantling of the Christmas decorations and free
utilities to the Chamber office.
The matter was discussed extensively and the Council expressed
the general opinion that any expenditure of funds for contacts
of potential industrial developers be reported in detail to the
City Manager for the advice of the Council.
On a motion by Councilman Buxton, seconded by Councilman Smalley,
it was carried by the following roll call vote the City Attorney
be instructed to prepare a contract with the Chamber of Commerce
in accordance with their request dated June 17, 1964 with the
provision that in regard to any funds spent for industrial con-
tacts a detailed report be made to the City Manager.

REPLY FROM N.W.P. RAILROAD RE.
CROSS lNG NORTH OF CLARA AVE.
The City Manager read a reply from the Northwestern Pacific
Railroad Co. concerning the crossing at the alley north of Clara
Ave. requesting maps or plans which show the crossing in place.
The Railroad will be referred to their Station Map for Ukiah
from which this information was originally established.
DISTRIBUTION OF ELECTRIC
RATES AND SERVICE POLICIES
For the review of the Council, the City Manager distributed
copies of the Electric Rates and Service Policies and explained
that it is a consolidation of the rates established in the past
in booklet form.
APPROVE RENTAL OF LINE TRUCK
The City Manager informed the Council that there are increasing
maintenance problems with the City's present line l~ruck, and
requested their approval to rent a demonstrator line truck for
approximately three months at $800 per month.
On a motion by Councilman Smalley, seconded by Councilman Norgard,
it was unanimously carried the City Manager be authorized to
proceed with rental of the demonstrator line truck for a period
of three months as recommended.
ADJOURNMENT
As there was no further regular business, Mayor Banker declared
the meeting adjourned at 10:07 P.M.
