JUNE 24, 1964
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Banker, Councilman Norgard,
Scotto, and Smalley present. Councilman Buxton was absent.
APPROVAL OF MINUTES
On a motion by Councilman Smalley, seconded by Councilman
Scotto, it was unanimously carried the minutes of June 17,
1964 be approved as corrected.
APPROVAL OF SPECIAL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman
Smalley', it was unanimously carried special warrants in the
amount of $2,061.72 be approved and ordered paid.
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:07 P.M.
RES. NO. 64-57 GRANTING
VARIANCE TO ROBERT A. GARZINI
On a motion by Councilman Smalley, seconded by Councilman
Scotto, it was unanimously carried Resolution No. 64-57 be
approved and the Mayor and Clerk be authorized to sign same,
"Resolution Granting Variance to Robert A. Garzini."
APPLICATION NO. 64-I FOR AMENDMENT
OF ZONING ORDINANCE NO. 552 - JOSEPH
L. AND STELLA L. FOUTZ
A memorandum from the Planning Commission dated June 17, 1964
was read by the City Attorney which sets forth the findings and
recommendations of the Commission relative to the petition of
Joseph L. and Stella L. Foutz for amendment to Zoning Ordinance
No. 552. The petition requests rezoning of a portion of Spurlock
Subdivision from R-1 to an R-2 zone.
On a motion by Councilman Scotto, seconded by Councilman Smalley
it was unanimously carried a public hearing be held on Petition No.
64-1 of Joseph L. and Stella L. Foutz for amendment to Ordinance
No. 552 on July 8, 1964 at 8:00 P.M., or as soon thereafter as
the same may be heard, and the Clerk be authorized to publish
the required legal notice.
ORDINANCE NO. 560 - URGENCY MEASURE
ADOPTING INTERIM ZONING "N-A" ZONE IN
AREA DESCRIBED AS "ANNEXATION NO. 64-1"
The City Attorney informed the Council that he had noticed the
area contained in the Annexation No. 64-1 was shown to be zoned
as N-A, and that no adopting ordinance setting forth that zone
had been enacted. He informed the Council that in order to
have any zone effective in the area it would be necessary
for the Council to adopt an ordinance for that purpose. He
suggested that the N-A zone be used, since it would provide
a temporary zone for not over one year incorporating all the
requirements of an R-1 zone, and in the interim period the
Commission could study and recommend some permanent zoning for
the area. He further stated that this can be done under the
law by an urgency ordinance which can be introduced and adopted
at the same meeting, and will become effective immediately upon
adopt i on.

man Buxton.

On a motion by Councilman Smalley, seconded by Councilman Scotto,
it was carried by the following roll call vote that Ordinance
No. 560 be adopted and the Mayor and Clerk be authorized to sign
same "Urgency Measure Adopting Inter Zoning 'N-A'Zone in
Area Described as 'Annexation No. 64-1.'"

VARIANCE APPLICATION NO. 64-17 BY
ROBERT DONALD LEVY-6' FENCE
502 WALNUT AVE.
Application for Variance No. 64-17 by Robert Donald Levy, plot
plan and the minutes of the Planning Commission meeting held
June 18, 1964 were reviewed by the City Attorney. The applicant
requests a variance to permit construction of a 6 foot high
redwood fence between the woodshed and garage 12 feet from the
curb along Bush Street on property located at 502 Walnut Ave.
It was recommended by the Planning Commission that the Variance
be granted according to the plot plan submitted with the applica-
tion.
The City Attorney also read proposed Resolution No. 64-58 Granting
Variance to Robert Donald Levy, and explained that the new form
of resolution prepared for use in granting zone variances con-
tained the standard conditions to which all variances are subject.

it was unanimously carried Resolution No. 64-58 be approved

AGREEMENT WITH CHAMBER OF
COMMERCE FOR 1964-65 FISCAL YEAR
A proposed Agreement Retaining Chamber of Commerce For Promotional
And Advertising Activities For the City of Ukiah (1964-65) was
read in full by the City Attorney. The Council was informed
the Agreement incorporates the action taken at the meeting of
June 17th, and will be presented to the Chamber for execution.
FEEDLOT ROAD SEWER CONSTRUCTION
BID AWARDED TO LIN W. FORD - ~;.12,661.75
The City Manager reported that Lin W. Ford submit ted the only bid for
construction of the Feedlot Road Sewer in the amount of $12'661.75.
based on revised specifications for the work. Mr. Cash stated that
two members of the Ukiah Valley Sanitation District Board of
Directors had been contacted and it was their recommendation
that the bid be accepted.
On a motion by Councilman Smalley, seconded by Councilman Scotto,
it was unanimously carried the bid of Lin W. Ford in the amount
of $12,661.75 be accepted for construction of the Feedlot Road.

DISCUSSION WITH WELCOME WAGON REPRESENTATIVES
RE. USE OF CITY RECORDS FOR NEW CONTACTS
Mrs. Isabel Bateman and Mrs. Gladys Johnson of Welcome Wagon
Internation appeared before the Council to protest the policy
recently established by the Council prohibiting further use of City
utility customers accounts to obtain names and addresses of new
residents in Ukiah. Pastor Kenneth Holoein of the Grace Lutheran
Church also spoke in favor of the activities carried on by Welcome
Wagon in the community.

The matter was discussed at length by the Council, and the
representatives of Welcome Wagon were advised that the policy
had been adopted for the purpose of establishing equitable
treatment of all requests for this type of information without
discriminating against any particular group.

The City Manager advised the Council that there are approximately
75 to 100 new utility customers each month and a list of the names
and addresses only could be prepared periodically at a nominal
cost. Members of the Council felt that this was one method
by which the information could be furnished b~expressed the
opinion that a decision on the question should be delayed at
least one week. The delay was considered to be in order since
no determination of policy had been made as to whether the
information on a utility application should be available to
any one other than City Personnel.

The City Manager advised the Council that only one proposal
received for operation of the Giorno Park concession from
Edwards and Martha Cooper in the amount of7~%~ of the gross
income as payment to the City.

it was unanimously carried the agreement with Marie Edwards and
Martha Cooper be approved for the o;eration of a concession at
Giorno Park for the period of one year from July 1, 1964 to and
including June 30, 1965 and the Mayor and Clerk be authorized
to sign same.

ANNUAL CITY EMPLOYEES BARBECUE
JULY 18th - MUNICIPAL PARK
The Council was advised the annual City Employee's barbecue
will be held at the municipal Park on July 18th, 1964.
COUNCILMAN NORGARD
Councilman Norgard suggested that for the benefit of the City
a study should be made into the possibility of developing a
direct route to the Mendocino Coast from Ukiah via Low Gap Rd.
Mr. Norgard pointed out that Ukiah is completely by passed by
traffic from the valley which uses Highway 20 through Willits,
and from the Bay Area the route through Cloverdale. The City
Manager agreed to investigate the matter to determine the
proper procedure forthis proposed project.
COUNCILMAN SMALLEY
Councilman Smalley commented on the increase in sales tax
revenues over those received for the same period last year, and
enquired of the City Manager his opinion of -the reason. Mr.
Cash stated that it appeared to be the result of a minor increase
in population, a greater number of retail outlets, better mer-
chandising by the merchants and some effect from the increased cost
of living and inflation.
ADJOURNMENT
As there was no further regular business, Mayor Banker declared
the meeting adjourned at 9:46 P.M., after which the Council
reconvened in closed personnel session.
