JULY 1, 1964.
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Banker, Councilmen Norgard,
Buxton, and Scotto present. Councilman Smalley was absent.
APPROVAL OF MINUTES
On a motion by Councilman Buxton, seconded by Councilman Norgard,
it was unanimously carried the minutes of June 24, 1964 be approved
as submitted by the Clerk.
APPROVAL OF SPECIAL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman
I~uxton, i twas unanimously carried special warrants in the
amount of $6,004.02 be approved and ordered paid.
COUNCILMAN SMALLEY ARRIVED AT THIS POINT IN THE MEETING - 8:02 P.M.
The City Manger pointed out that two special warrants had
been separated from the others. These two involved payment of
a total of $650.00 to Sterling Norgard and involved contracts
which the City had entered into with Mr. Norgard prior to the
time he became a member of the City Council.
At this point, Councilman Norgard then disqualified himself
from participation in the discussion and action upon the
following motion.
On a motion by Councilman Smalley, seconded by Councilman ScotlD,
it was carried by the following roll call vote that special
warrants payable to Sterling Norgard be approved in the amount
of $650,00 and ordered paid.
AYES: Councilman Buxton, Scotto, Smalley and Mayor Banker.
NOES: None.
ABSENT: None.
APPROVAL OF CONTRACT AGREEMENT WITH
CHAMBER OF COMMERCE FOR 1964-65 FISCAL YEAR
On a motion by Councilman Scotto, seconded by Councilman Buxton,
it was unanimously carried the "Agreement Retaining Chamber of
Commerce For Promotional and Advertising Activities For The
City of Ukiah (1964-65)'l be approved and the Mayor and Clerk
be authorized to sign same.
RESOLUTION NO. 65-1 DECLARING WEEDS AND
RUBBLE ON PRIVATE PROPERTY PUBLIC NUISANCE
AND ORDERING ABATEMENT OF SAME
On a motion by Councilman Smalley, seconded by Councilman Norgard,
it was unanimously carried Resolution No. 65-1 be approved and
the Mayor and Clerk be authorized to sign same 'lResoltuion
Declaring Weeds and Rubble Upon Private Property To Be Public
Nuisance and Ordering Abatement of Same.I' and that a public hearing
on the matter be held July 22, 1964 at 8:00 P.M., or as soon
thereafter as the same may be heard.
POSTPONEMENT OF APPOINTMENTS TO
PLANNING AND AIRPORT COMMISSIONS
The City Attorney informed the Council that resolutions had been
prepared for appointments to fill existing vacancies on the
Planning and Airport Commissions. However, due to the fact that
Ordinance No. 559 would not become effective until July 2, 1964,
the Council concurred with his recommendation to defer the
appointments until the meeting of July 8th, 196~+ so that the
terms of all future appointments would be uniform.

REVIEW OF GREYHOUND LINES, INC.
APPLICATION FOR RATE INCREASE
The City Attorney reviewed an application by Greyhound Lines, Inc.
before the Public Utilities Commission for an order authorizing
a statewide increase in certain intrastate express charges.
COUNCIL AUTHORIZES PREPARATION OF
WEEKLY LIST OF NEW UTILITY CUSTOMERS
Discussion was continued from the previous meeting regarding the
request of the Welcome Wagon representative for continued use of
new utility customer applications for the purpose of contacting
new residents in the City.
Councilman Smalley again disqualified himself from participation
in this matter due to his membership in the Welcome Wagon.
it was determined that the applications for utility service contain
certain confidential information which should not be available to
the public. However, due to the limited number of applications
received each week, it was felt that a minor amount of work would
be involved in preparing a list of names and addresses only for
use by anyone wishing this information.
On a motion by Councilman Norgard, seconded by Councilman Buxton,
it was unanimously carried the Council authorize the preparation
of a list of the names and addresses only of new utility subscribers
for weekly posting on the City Hall bulletin board.
In further discussion, it was agreed that there should be no duplica-
tion of the list for distribution, and only the current week's
list should remain posted to avoid any accumulation of names which
could constitute a mailing list. ~ ......
TENTATIVE MAP - WESTWOOD ACRES
SUBDIVISION (FRANK CRANE)
The Tentative Map of Westwood Acres Subdivision was presented fo-
consideration by the Council. Minutes of the Planning Commission
meeting dated June 18, 1964 and the City Engineer's memorandum of
transmittal to the Commission of the s~ame date were read in full.
The Planning Commission recommended approval of the map subject
to the recommendations of the City Engineer.
As pointed out in the City Engineer's recommendations, it was noted
that lots 5 and 6 of the subdivision do not have the 60 foot fron-
tage which the new Zoning Ordinance required. The Council discussed
the conflict between the Subdivision Ordinance, which required
only a 50 foot frontage, and the 60 feet required under the new
Zoning Ordinance.
The City Attorney advised the Council that approval of the map should
be deferred until it is redrawn to comply with the Zoning Ordinance.
Mr. Frank Crane, the subdivider, asked if a correction could be made
immediately and was informed that it could be done if it would show
a definite compliance with the Zoning Ordinance. Mr. Crane retired
and returned a short time later with a map with the corrections
shown in red thereon. , ....
On a motion by Councilman Buxton, seconded by Councilman Norgard,
it was unanimously carried the Tentative Map of Westwood Acres
Subdivision be approved as submitted with the corrections as noted
in red pencil.
DISCUSSION REGARDING NORTHWEST
SOUTHWEST ELECTRICAL INTERTIE
The City Manager explained the Northwest Southwest Electrical Inter-
tie System and gave a general summary of the contents of the construc-
tion program prepared and presented by the Secretary of the Interior.
It was pointed out that the entire state of California would
receive major benefits from the lines proposed to be built,
and the major point of discussion was regarding who should do
the actual construction work the Federal Government,

or private industry. The Secretary's recommendation is for
private industry to do the bulk of the construction work with
Federal Government participating to the extent of $280,000,000
out of a total project cost of$697,000,000. It was explained
the
to the Council that since the City of Ukiah is not in the approved
Wheeling Territory thatit is not eligible to apply for surplus
Federal power and subsequently gain the rate advantages which
would result. Inasmuch as the Wheeling Territory would possibly
be frozen for an additional 40 years if the Secretary's plans
are approved, it was recommended that the Council authorize the
City Manager to support the program presented by the Secretary of
the interior provided the City of Ukiah is included at the pres-
ent time in the Wheeling Territory.
On a motion by Councilman Smalley, seconded by Councilman Buxton,
it was unanimously carried the City Manager be instructed to
contact the Secretary of Interior and the Chairman of the Appro-
priations Committee by wire to state the position of the City
as opposed to the Northwest Southwest Intertie program unless
Ukiah is included in the Wheeling Territory.
1964-65 BUDGET TO BE PRESENTED
AT MEETING OF JULY 8th.
The City Manager advised the Council that the Budget for the
1964-65 fiscal year will be ready for presentation to the Council
at the next meeting.
ADJOURNMENT
As there was no further regular business, Mayor Banker declared
the meeting adjourned at 9:15 P.M.
