HomeMy WebLinkAboutMin 07-08-64HINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JULY 8, 1964. The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Banker, Councilmen Buxton and Scotto present. Councilmen Norgard and Smalley were absent. In the absence of City Manager Lyell Cash, Alfred Kruth, Director of Public Works acted as City Manager pro tempore. APPROVAL OF MINUTES On a motion by Councilman Buxton, seconded by Councilman Scotto, it was unanimously carried minutes of the meeting of July 1, 1964 be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Buxton, seconded by Councilman Scotto, it was unanimously carried payroll warrants for the period of June 16th through 30, 1964 be approved in the amount of $33,871.84. SPECIAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Buxton, it was unanimously carried special warrants in the amount of $5,470.60 be approved and ordered paid. PUBLIC HEARING DELAYED ONE WEEK ON APPEAL OF DOROTHY E. BECK: UKIAH COMMUNITY CHURCH The City Attorney read a letter from the attorney for Mrs. Dorothy Beck and the Ukiah Community Church requesting that the public hearing originally scheduled for this time on the appeal from Planning Commission denial of Use Permit No. 64-7 be delayed one week. On a motion by Councilman Scotto, seconded by Councilman Buxton, it was unanimously carried the public hearing concerning the appeal of Dorothy E. Beck and the Ukiah Community Church be delayed one week until July 15, 1964 as requested by the attorney for the appel lent. PUBLIC HEARING ON APPLICATION NO. 64-1 FOR AMENDMENT OF ZONING ORDINANCE NO. 552 BY JOSEPH AND STELLA FOUTZ Public hearing was declared open by the Mayor at 8:09 P.M. on the application of Joseph L. and Stella L. Foutz for amendment of the Zoning Ordinance No. 552 changing from R-1 to R-2 that portion of Spurlock Subdivision generally described as lying south of Cooper Lane and north of the City limit line, and bounded on the west by the R-3 zone and on the east by a line 1OO feet east of the east line of the proposed extension of Betty Street. Affidavit of publication of the required legal notice of the hearing was placed on file. The City Attorney' read the Planning Commission report to the City Council dated June 23, 1964 in which the Commission recommended approval of the proposed amend- ment. Mr. Foutz was present on behalf of the application, and there were no written or verbal protests to the proposed change in zoning. On a motion by Councilman Buxton, seconded by Councilman Scott, it was unanimously carried the City Attorney be instructed to prepare an ordinance making a zone change in Spurlock Subdivision in accordance with Application No. 64-1 by Joseph L. and Stella L. Foutz and as recommended by the Planning Commission. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JULY 8, 1964 - PAGE 2 RES. NO. 65-2 APPOINTING RICHARD SARBER TO AIRPORT COMMISSION On a motion by Councilman Scotto, seconded by Councilman Buxton, it was unanimously carried Resolution No. 65-2 be approved and the Mayor and Clerk be authorized to sign same, "Resolution Appointing Member to the Airport Commission." RES. N G. WES PLANNI O. 65-3 APPOINTING LEY CALDWELL, JR. TO NG COMMI SS ION On a motion by Councilman Scotto, seconded it was unanimously carried Resolution No. the Mayor and Clerk be authorized to sign Appointing Member to Planning Commission.'l by Councilman Buxton, 65-3 be approved and same, "Resolution AWARD OF BID TO NELS SUNDEEN FOR CONCRETE WORK ON OAK ST., CLAY TO HENRY STS. Tabulation of bids received for work on Oak St. between Clay and the Council as follows: construction of the concrete Henry Streets was reviewed by Whitey Worley, Inc. $11,767.40 John Wagner 12,642.91 Nels Sundeen 11,441.41 Affidavit of publication of the required notice advertising for bids was placed on file. Acting City Manager Kruth recommended the bid be awarded to the low bidder, Nels Sundeen. On a motion by C it was unanimous curbs, gutters, bas ins on Oak St to Nels Sundeen ouncilman Buxton, seconded by Councilman Scotto, ly carried the bid for construction of concrete sidewalks, driveways, curb returns and catch reet, between Clay and Henry Streets be awarded in the amount of $11,441.41. PRESENTATION OF 1964-65 PROPOSED BUDGET Members 1964-65 C i ty Man of the Council were presented with copies of the proposed Budget and the City Manager's Budget Message read by Acting ager Kruth. It was agreed that the Council will begin on Monday, July 13, 1964 at 7:30 P.M. in review of the budget the Council Chambers. ELECTRIC RATES AND SERVICE POLICIES The Council briefly discussed the Electric Rates and Service Policies presented recently for their consideration. Mr. Kruth agreed to prepare a compilation of any changes contained in the schedule for presentation to the Council at the next meeting ERNEST HARRIS REQUEST FOR PERMISSION TO HOLD MONTHLY AUCTIONS Mr. Ernest Harris of Sun TV appeared before consideration of an amendment to Article 2, 2 (Section 2250) of auctions exce operations wi thi that he would li purpose of liqui the Council to request Chapter 2, Division of the City Code which prohibits the conduct pt where a firm is terminating all business n the City. Mr. Harris informed the Council ke to hold monthly auctions, primarily for the dating used furniture and household items.
