HomeMy WebLinkAboutMin 07-22-64MINUTES OF THE MEETING JULY 22, 1964 OF THE COUNCIL OF THE CITY OF UKIAH The City Council convened in regular session in the Council Chambers at 8:02 P.M. with Mayor Banker, Councilmen Norgard, Scotto and Smalley present. Councilman Buxton was absent. APPROVAL OF MINUTES On a motion by Councilman Smalley, Scotto, it was unanimously carried 1964 be approved as corrected. PAYROLL WARRANTS On a motion by Councilman Norgard, Scotto, it was unanimously carried period of July 1 through 15, 1964 of $35,424.02. seconded by Councilman the minutes of July 15, seconded by Councilman payroll warrants for the be approved in the amount SPECIAL WARRANT On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried special warrant in the amount of $17.61 for Petty Cash be approved and ordered paid. PUBLIC HEARING REGARDING WEED ABATEMENT Public hearing on weed and rubbish abatement was declared open by Mayor Banker at 8:07 P.M. in accordance wi th Resolution No. 65-1 adopted July l, 1964. The City Attorney filed with the Clerk a description of properties as certified to by the Assessor of Mendocino County showing the names and addresses of owners, and the Affidavit of Mai ling by the City Clerk. Affidavit of Posting by the Director of Public Works, and the Certificate of the Director of Public Works withdrawing those properties which have been satisfactorily cleared of weeds and rubbish were also filed wi th the Clerk. There were no persons present requesting to be heard in objection to the abatement of weeds and rubbish, and public hearing on the matter was declared closed at 8:08 P.M. RES. PUBLI OF WE NO. 65-6 ORDERING DIRECTOR OF C WORKS TO PROCEED WITH ABATEMENT EDS AND RUBBLE On a motion by Councilman Scotto, seconded by Councilman Smalley, it was unanimously carried Resolution No. 65-6 be adopted and the Mayor and Clerk be authorized to sign same, "Resolu- tion Ordering Director of Public Works to Proceed With the Abatement of Weeds and Rubble." ADOPTION OF ORDINANCE NO. 561 AMENDING AND CODIFYING SUBDIVISION ORDINANCE Proposed Ordinance No. 561 amending and codifying the subdivision, curb, gutter and sidewalk ordinances was full by the City Attorney. read i n On a motion by Councilman Scotto, seconded by Councilman Smalley, it was carried by the following roll call vote Ordinance No. 561 be adopted and the Mayor and Clerk be authorized to sign same, "An Ordinance Codifying and Adopting By Reference A Portion Of Division 9 Of The Ukiah City Code, Consisting Of Ordinance No. 533, As Amended Herein, And~Ordinance No. 401." On a motion by Councilman Norgard, seconded by Councilman Smalley, it was carried by the following roll call vote Ordinance No. 562 be adopted and the. Mayor and Clerk be authorized to sign same, "An Ordinance Amending Chapter 2 Of Division 9 Of The Ukiah City Code By Rezoning A Portion of Annexation 62-1 From R-1 To R-2 Zone." NO. 65-7 APPOINTING CITY CLERK EX OFFICIO PERSONNEL CLERK On a motion by Councilman Smalley, seconded by Councilman Norgard, it was unanimously carried Resolution No. 65-7 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Appointing City Clerk As Ex Officio Personnel Clerk." REPORT ON APPLICATION OF P.G. & E. CO. TO PUBLIC UTILITIES COMMISSION For the informat that an applicat Co. wi th the Sta order approving by the City to P ion of the Council, theCity Attorney reported ion has been filed by Pacific Gas & Electric te Public Utilities Commission requesting an their right to exercise the franchise granted .G. & E. under Ordinance No. 558. MAYOR BANKER DECLARED A FIVE MINUTES RECESS, AFTER WHICH THE COUNCIL RECONVENED AT 8:49 P.M. RES. NO. 65-11 ADJUSTING COMPENSATION TO BE PAID TO CITY MANAGER On a motion by Councilman Smalley, seconded by Councilman Norgard, it was unanimously carried Resolution No. 65-11 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Adjusting Compensation To Be Paid To City Manager." RES. NO. 65-8 ADOPTING OFFICIAL BUDGET FOR YEAR 1964.t65 .... BECK DENIED - UKIAH COMMUNITY FOURSgUARE CHURCH On a motion by Councilman Scotto, seconded by Councilman Nor.gard, it was carried by the following roll call vote the Council deny a use permit to the Ukiah Community Foursquare Church at 1164 Helen Avenue as presented in the appeal filed on June 10, 1964 by Mrs. Dorothy E. LIBRARY BOARD OF TRUSTEES VACANCY Mayor Banker reminded the Council of the existing vacancy on the Library Board of Trustees and stated that a personnel meeting should be held in the near future to consider appointment of a replacement member.
