AUGUST 12, 1964
The City Council convened in regular session in the Council
Chambers at 8:00 P.M with Mayor Banker, Councilmen Nor ard,
Buxton and Scotto present. Councilman Smalley was absengt

APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Buxton,
it was unanimously carried minutes of the meeting of August 5,
1964 be approved as submitted by the Clerk.
PRESENTATION TO JOSEPH GIBOLI,
RET I RING PARK EMPLOYEE
Joseph Giboli, retiring Park employee, was presented with a
plaque by Mayor Banker with the best wishes of the Council.
Mr. Giboli also received a certificate of life membership in
the City Employees' Association from Don Richardson, President,
and on behalf of the Parks and Recreation a gift presented by
Dave Strong.
LICENSING OF CARNIVAL FOR
12th DISTRICT FAIR
The City Manager reviewed a problem which had developed in the
scheduling of the Krafts 20 Big Shows Inc. during the 12th Dis-
trick Fair and reported that after notification by the Fair
Manager, the carnival had applied for a business license by
phone, giving all information required to comply with the
applicable code section. All required information has been
submitted to the Police Department for the necessary checking
of background. The carnival representative was advised by
the City Manager that it would be necessary that they pay the
license fee in the amount of $100 per day prior to any prepara-
tion for opening.
On a motion by Councilman Buxton, seconded by Councilman
Scotto, it was unanimously carried that upon receipt of Police
clearance and payment of a business license fee in the amount
of $400, that the City Manager be authorized to permit
unloading.of the~Krafts 20 Big Shows, Inc. at the 12th District
Fairgrounds, with the business license to be issued by the
City Council at their meeting of August 19, 1964.
POLICE SERVICE AT 12TH
DISTRICT FAIR
On a motion by Councilman Smalley, seconded by Councilman
Buxton, it was unanimously carried the City Manager be authorized
to negotiate a contract with the 12th District Fair Board
to provide police service during the coming fair.
1964 EQUALIZED ASSESSMENT ROLl.
The City Manager reviewed the certified statement of the
County Auditor which showed a total net assessment within the
City of Ukiah of $14,955,490.
CITY OWNED PROPERTY
The City Manager distributed a summary of the location and
acreage of all property owned by the City of Ukiah for the
general information of the Council.

CORRESPONDENCE - NORTHWESTERN
PACIFIC RAILROAD COMPANY
A letter was read from the Northwestern Pacific Railroad
Co. stating that the City will be notified as soon as they
have determined their position on the City's request for
construction of a crossing at the alley north of Clara Avenue.
CORRESPONDENCE - LOW GAP RD.
IMPROVEMENT ASSOCIATION
Mayor Banker read a letter received from the Low Gap Road
Improvement Association endorsing the view of Councilman
Norgard concerning the development of Low Gap Road as a
direct route to the coast.
PURCHASE NEGOTIATIONS APPROVED
FOR MC CARTY BROS. PROPERTY
ON E. PERKINS ST.
The City Manager explained the relationship of the appraised
value of the property to the amount arrived at by negotiation
with the owners, and recommended entry into escrow in the
amount of $5,250 for purchase of the McCarty ~Sros. property
at 224 E. Perkins Street.
On a motion by Councilman Norgard, seconded by Councilman
Buxton, i"t"~as unanimously carried the City Manager be auth-
orized to place in escrow $5,250 for the purchase of the
McCarty Bros. property at 224 E. Perkins St., and to enter
into an appropriate right-of-way contract defining the rights
and duties of the City and owner.
ADJOURNMENT
As there was no further regular business, Mayor Banker declared
the meeting adjourned at 8:27 P.M.
