at 8:00 P.M. with Mayor Banker, Councilmen Norgard,
nd Scotto present. Councilman Smalley was absent.

RES. NO. 65-14 CERTIFYING REPORT
OF EXPENDITURES OF GAS TAX F.UNDS
Copies of a report prepared in conformance wi th the requirements
of the Col lier-Unruh Local Transportation Development Act
showing expenditures during the 1963-64 fi scal year for street
improvements were distributed for the Council's review.
On a motion by Councilman Smalley, seconded by Councilman
Buxton, it was unanimously carried Resolution No. 65-14 be
adopted, and the Mayor and Clerk be authorized to sign same.
RAYMOND A. JEAN REQUEST FOR
WATER SERVICE OUTSIDE CITY LIMITS
Mr. Raymond A. Jean appeared before the Council to request
consideration of the City supplying water to his property
adjacent to the City limits at 1374 Helen Avenue due to the
fact that existing wells on his property are going dry.
Mr. Jean also stated that he has tentative plans to construct
four four-plex units on his property in the near future.
It was explained to Mr. Jean that it is not the City's policy
to allow extension of water service outside the City limits
unless the area served is annexed to the City. Mr. Jean
indicated he would be agreeable to annexation, and to installa-
tion of the water service at his expense and to provide any
future requi red water main extension at his expense.

Mr. Jean was a Iso informed that the Planning Commission
would be asked to review the proposed annexation of his
property and that no commitment concerning zoning can be
made at this time.
On a motion by Councilman Smalley, seconded by Councilman
Norgard, it was unanimously carried the City Attorney be
authorized to prepare an agreement wi th Mr. Raymond A. Jean
to provide water service to his property at 1374 Helen Avenue
contingent upon Mr. Jean requesting the annexation of this
property to the City of Ukiah.
ADJOURNMENT
As there was no further regular business, Mayor Banker
declared the meeting adjourned at 8:29 P.M.
