OCTOBER 7, 1964
The City Council convened in regular session in the Council
Chambers at 8:00 P.H. with Mayor Banker, Councilmen Norgard,
Buxton, and Scotto present. Councilman Smalley was absent.
APPROVAL OF MINUTES
On a motion by Councilman Norgard, seconded by Councilman
Scotto, it was unanimously carried the minutes of September
30, 1964 be approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman
Buxton, it was unanimously carried payroll warrants for
the period of September 16th through 30, 1964 be approved
in the amount of $31,272.69.
SPECIAL WARRANTS
On a motion by Councilman Buxton, seconded by Councilman
Norgard, it was unanimously carried special warrants in
the amount of $5,811.91 be approved and ordered paid.
GEORGE FONES CASE -
CITY ATTORNEY REPORTS
The City Attorney reported receiving the opening brief on
behalf of George Fones, former Library janitor, and stated
the reply brief is due wi thin 30 days.
P.G. & E. CO. TRANSFER OF
ELECTRIC DISTRIBUTION FACILITIES
The City Attorney reported that he has been advised by
representatives of Pacific Gas & Electric Co. that there
are still several papers to be delivered regarding the
transfer of their facilities to the City's system, and those
requiring Council approval will be presented when received.
ACCEPTANCE OF WORK AND NOTICE OF
COMPLETION - FEEDLOT RD. SEWER
UKIAH VALLEY SANITATION DISTRICT
The City Manager reported that construction of the Feedlot
Road Sewer was not complete and recommended acceptance of
the work by the Council on behalf of the Ukiah Valley
Sanitation District. It was also recommended that a formal
extension of time for completion of the work be granted the
contractor for delays which were not the fault of the
contractor.
On a motion by Councilman Norgard, seconded by Councilman
Buxton, it was unanimously carried an extention of time be
granted to Lin Ford for construction of the sewer in
Feedlot Road from August 31, 1964 to October 7th, 1964.
On a motion by Councilman Scotto, seconded by Councilman
Buxton, it was unanimously carried the contract with Lin Ford
for construction of the Feedlot Road Sewer be accepted as
complete on behalf of the Ukiah Valley Sanitation District,
and the City Clerk be instructed to file the required
Notice of Completion.

1964 ANNUAL AUDIT REPORT
Copies of the 1964 Annual Audit Report were distributed to
the Council and briefly reviewed by the City Manager. Mr.
Cash stated individual points would be discussed in more
detail after the Council has had an opportunity to review the
report, and requested the Council study in particular the
section of the report pertaining to the Sewer Service Revenue
Fund.
ACCEPTANCE OF WORK AND NOTICE OF
COMPLETION - OAK STREET CONCRETE WORK
The City Manager reported that construction of the concrete
work in connection with the Oak Street widening project was
complete and recommended acceptance of the work. It was
also requested that formal extension of time for completion
of the work from September 3rd to September 24th be granted
to cover the extra work which was assigned the contractor,
Cloverdale Readymix.
On a motion by Councilman Buxton, seconded by Council-
man Norgard, it was unanimously carried Cloverdale
Readymix be 9ranted an extension of t.ime for completion
of the concrete work on Oak Street, between Clay and
Henry Streets.
On a motion by Councilman Norgard, seconded by Councilman
Buxton, it was unanimously carried the Council accept
the contract of Cloverdale Readymix Co. as complete
in construction of concrete work on Oak Street, between
Clay Street and Henry Street, and the City Clerk be
instructed to fi le the required Notice of Completion.

The City Manager reported the agreement between the
City and J.B. Hanauer & Co. had been returned signed
by its Executive Vice President and recommended approval
of the agreement by the Council at this time.
On a motion by Councilman Norgard, seconded by Council-
man Buxton, it was unanimously carried the agreement
wi th J. B. Hanauer & Co. be approved and the Mayor and
Clerk be authorized to sign same.

The City Manager reported that a recent inspection of
City Jail indicated this facility meets all County and
State requirements in all respects.

Councilman Norgard inquired into the reason for retaining
an out of town firm of Certified Public Accountants for
the City's annual audit and was advised that each time the
contract was renewed the interest of any qualified local
firm was determined. In each instance the local firm has
taken the position that their volume of work would not
permit the assumption of any additional work load unless the
City was dissatisfied wi th the firm being used.
