HomeMy WebLinkAboutMin 10-21-64HINUTES OF THE HEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 21, 1964 The City Council convened in regular session in the Council Chambers at 8:O1 P.M. wi th Mayor Banker, Councilmen NOrgard, Buxton, Scotto and Smalley present. APPROVAL CF MI NUTES On a motion by Councilman Smalley, Norgard, it was unanimously carried 7, 1964 be approved as submitted by PAYROLL WARRANTS seconded by the minutes the Clerk. Councilman of October On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried payroll warrants for the period of October 1st through 15th, 1964 be approved in the amount of $33,556.57. GENERAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Norgard, it was unanimously carried general warrants in amount of $41,124.21 be approved and ordered paid. the PRESENTATION OF A.A.A. TRAFFIC SAFETY AWARD Presentation of the 1964 American Automobile Association Traffic Safety Award was made by Mr. William Fernandez and accepted on behalf of the City by Mayor Banker. PUBLIC HEARING AND ADOPTION OF ORDINANCE NO. 563 Public Hearing was declared open at 8:05 P.M. on the proposed adoption of Ordinance No. 563 "Codifying And Adopting By Reference Portions of Ordinances Nos. 209 (Excavations in Streets), 313 (Gutter Bridges), 395'2' (Junk Dealers); Retit- ling Sections 9500 Through 9508 Inclusive As 'Article 1 - Construction' Of Chapter 3, Division 9, Ukiah City Code; Amending Section 421 City Code By Adoption By Reference of Section 4 Of Ordinance No. 346; Repealing Portions of Ordinances Nos. 209. 313, 346 and 392½ Which Are Not Incorporated By Reference As Parts Of The Ukiah City Code.'l The City Attorney reviewed noted that it had been read September 23, 1964. the contents of the ordinance and in full at the meeting of As there were no persons present requesting to be heard, public hearing was declared closed at 8:10 P.M. On a motion by Councilman Buxton, seconded by Councilman Scotto, i t was carried by the following roll call vote that Ordinance No. 563 be adopted and the Mayor and Clerk be authorized to sign same. Buxton, Scotto, Smalley and Mayor MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 21~ ]964 - PAGE 2 DISCUSSION OF POSSIBLE ORDINANCE REVISION TO ALLOW FREE PARKING The City Manager informed the Council that requests are received periodically that delegates and participants in conventions and meetings of various types be 9ranted free parking privileges. Such requests have been denied since there is no provision wi thin the ordinance allowin9 free parking, and the Counci 1 was requested to consider whether this policy should be changed. COUNCILMAN BUXTON EXCUSED AT THIS POINT IN THE MEETING - 9:15 P.M. REPORT ON MEETING WITH CHAMBE OF COMMERCE RE. OFF- STREET PARKING PROJECT Mayor Banker reported that he and the City Manager and City Attorney had met wi th the Di rectors of the Chamber of Commerce and the Parking Committee of that organization to give them a general outline of the procedures to be followed in establishing a parking district for the development of additional off- street parking. Action of the Chamber Board of Directors established tentative boundaries of a proposed district which will be the basis for determining the appraised value of properties included in the tax rate required for the project. It was pointed out that the next steps undertaken in connection wi th the project wi Il be the responsibi li ty of the Commi tree of the Chamber of Commerce. PLANNING COMMISSION - MEMO. RE. TRAFFIC CONSULTANT A memorandum from the Planning Commission relative to the hi ring of a traffic consultant was read to the Council. The Commission offered their services in the planning of any fac- ilities that might be 'developed and urged that the Parking segment of the general traffic study be completed as soon as possible and before a final site selection is made. The matter was discussed by the Council and it was determined that any assistance which might be offered by the Commission was both appreciated and needed, but that any consul ting work in either the field of traffic or parking be delayed until some future date yet to be determined. OCTOBER 3i, 1964 PROCLAIMED 'IUNI CEF DAY" Mayor Banker read a document proclaiming Saturday, October 31st, 1964 as UNICEF Day in Ukiah urging every citizen to participate in Trick or Treat for UNICEF on the specified day.
