NOVEMBER 18, 1964
The City Council convened in regular session in the Council
Chambers at 8:01 P.M. with Mayor Banker, Councilmen Norgard,
Buxton and Scotto present. Councilman Smalley was absent.
APPROVAL OF MINUTES
On a motion by Councilman

PAYROLL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman
Buxton, it''was unanimously carried that Payroll Warrants for
the period from November 1st through 15th, 1964 be approved
in the amount of $33,407.96.
GENERAL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman
Buxton, itwas unanimously carried general warrants in the
amount of $80,927. 16 be approved and ordered paid.
PAULINE STEIERT McALLISTER
vs. CITY OF UKIAH
The City Attorney reported that a Summons and Complaint for
Declaratory Relief have been served upon the City in action
brought by Pauline Steiert McAllister involving the Steiert
waterright.
CONSIDERATION OF MENDOCINO COUNTY
ART ASSN., INC. REQUEST FOR LEASE
OF AIRPORT PROPERTY
A letter from Mrs. Rita Jensen, Chairman of the Building
Committee of the Mendocino County Art Association, Inc. was
read which requested consideration of a proposal to lease
a portion of Airport property fronting the highway for con-
struction of a building for use as an art gallery, assembly
room and workshop. It was pointed out the proposed building
would be available to other organizations for a meeting place.
The City Manager informed the Council that the matter has not
yet been considered by the Airport Commission.
On a motion by Councilman Norgard, seconded by Councilman
Scotto, it was unanimously carried the letter from the
Mendocino County Art Assn., Inc. be referred to the Airport
Commission for consideration and recommendation to the City
Counc i 1 .
REPORT ON MEET. lNG WITH P.G. & E. CO.
REGARDING NATURAL GAS
The City Manager reported on the meeting held Monday with
representatives of Pacific Gas & Electric Co. and reviewed
briefly the points of difference found between the City and
P. G. & E. appraisals of the City's gas system. Engineers
for both parties concerned are to meet early next week for
further study of the appraisals and a complete report will
be submitted to the Council at the earliest possible date.

REPORT RE. PROPOSED PROJECT TO
CONSTRUCT CURB, GUTTER AND SIDEWALK
ALONG E. PERKINS AND E. GOBBI STS.
It was reported that representatives of the State Division of
Highways, City and County had met to discuss possible construc-
tion of curb, gutter and sidewalks along Perkins and Gobbi
Streets for the convenience of students attending Oak Manor
School. The State appeared agreeable to providing walks
and curb and gutter from the freeway structures to Orchard
Avenue and it was pointed out that these improvements are already
provided on one side of each overcrossing structure. However,
our request for construction of the improvements east of the
freeway to Oak Manor Drive was to be taken back to Eureka
for consideration by the District office and they will be
communicating further with us.
COUNCILMAN SCOTTO
Councilman Scotto enquired as to the status of the negotiations
for an option on the Hermanson property. The City Manager
stated that he had given all related information to Mr. Hermanson's
attorney, and that the City Attorney had been in contact with
representatives of a financial institution regarding possible
financing of the project. However, a definite program cannot
be recommended until all information is accumulated.
Councilman Scotto also asked when delivery of the four police
cars could be expected and was informed that two were delivered
today and the remaining two will be delivered Friday of this
week.
