HomeMy WebLinkAboutMin 12-02-64MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH DECEMBER 2, 1964 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Banker, Councilman Norgard and Scotto present. Cour, cilman Buxton and Smalley were absent. APPROVAL OF MINUTES On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried the minutes of November 18, 1964 be approved as submitted by the Clerk. PAYROLL WARRANTS .On a motion by Councilman Scotto, seconded by Councilman Norgard, it was unanimously carried Payroll warrants in the amount of $31,648.11 for the period of November 16th through 3Oth 1964 be approved. ' SPECIAL WARRANTS On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried special warrants in the amount of $5,525.77 be approved and ordered paid. RES. NO. 65-23 INITIATING PROCEEDINGS OF ANNEXATION NO. 65-1 (GOBBI ST. SUBSTATION) On a motion by Councilman Scotto, seconded by Councilman Norgard, it was carried by the following roll call vote Resolution No. 65-23 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Declaring That Proceedings Have Been Initiated By The Council Of The City of Ukiah To Annex To Said City Certain Uninhabited Territory Described Herein And Designated 'Annexation No. 65-l,I And Giving Notice Of The Proposed Annexation." PROGRESS REPORT ON PACIFIC GAS & ELECTRIC CO. PROPOSAL REGARDING NATURAL GAS The City Manager reported that delays had occurred in providing required information to Pacific Gas & Electric Co. in regard to the efforts currently being made to arrive at a mutually acceptable valuation of the City's gas system. A memorandum dated December 2, 1964 from the City Manager was read to the Council in which the need was pointed out for the Council to consider the hiring of an engineering fi'rm to analyze the entire project. It was stressed that in the City Manager's opinion many facts are missing which should be the basis for any decision to either sell or keep the Municipal gas system. It was also stressed that accumulation of the missing facts would require specialized technical assistance. It was recommended that a proposal from R. W. Beck & Associates dated November 30, 1964, which was also read to the Council be considered for approval at the earliest possible time. The matter was discussed briefly and it was determined that copies of the R. W. Beck proposal be reviewed by individual Councilmen and the matter be brought up at the next Council meeting for further consideration. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH DECEMBER 2, 1964 - PAGE 2 BID CALL APPROVED FOR 1965 GASOLINE & OIL REQUIREMENTS Specifications for the 1965 gasoline and oil requirements were reviewed with the Council and it was requested that a call for bids be authorized for December 22, 1964. On a motion by Councilman Scotto, seconded by Councilman Norgard, it was unanimously carried the City Clerk be authorized to call for bids for the 1965 gasoline and oil requirements as outlined, bids to be opened at 2:00 P.M., December 22, 196L~. RESIGNATION OF MAYOR ERNEST BANKER A letter of resignation from Mayor Ernest Banker to become effective January 1, 1965 as the result of his election to the County Board of Supervisors was read by the City Manager. PROGRESS REPORT RE. SPECIAL CENSUS The City Manager reported that a new population figure should be available before January 15, 1965 as the result of the special census being conducted by the State Department of Finance, and noted this will be in time to affect the next apportionment of gas tax funds. MAYOR BANKER Mayor Banker informed the Council that appointment of a replace- ment for him as a member of the Council will have to be made within 30 days from the effective date of his resignation. GLEN ER I CKSON Mr. Erickson informed the Council of the efforts which are currently bein. g made by local officials of the Colt League to have the1965 Tournament held in Ukiah.
