HomeMy WebLinkAboutMin 12-23-64MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH DECEMBER 23, 1964 The City Council convened in regular session in the Council Chambers at 8:02 P.M. with Mayor Banker, Councilmen Buxton, Scotto and Harlowe present. Councilman Norgard was absent. APPROVAL OF MINUTES On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was unanimously carried the minutes of December 16, 1964 be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Scotto, seconded it was unanimously carried Payroll Warrants December 1st through 15th, 1964 be approved $31,664.33. by Councilman Buxton, for the period of in the amount of SPECIAL WARRANTS On a motion by Councilman Buxton, it was unanimously carried special $1,799.38 be approved and ordered seconded by Councilman Scotto, warrants in the amount of paid. RES. NO. 65-30 PURSUANT TO SECTION OF THE PUBLIC UTILITIES CODE. (RES. OF INTENTION TO SELE CITY'S PROPANE GAS SYSTEM) 1OO52 On a motion by Councilman Scotto, seconded by Councilman Buxton, it was carried by the following roll call vote Resolution No. 65-30 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Pursuant To Section 10052 of the Public Utilities Code." AYES: Councilmen Buxton, Scotto, NOES: None. ABSENT: Councilman Norgard. Harlowe and Mayor Banker. The City Manager read a letter from Pacific Gas & Electric Co. which clarified several questions discussed at the last meeting of the Council, and stating that the cos ts involved in connection with holding the special election required in connection with the sale of the gas system would be paid by P.G. & E. provided such election occurs prior to February 9, 1965. ORDINANCE NO. 565 INTRODUCED CALLING SPECIAL ELECTION RE. PROPOSED SALE OF CITY'S GAS SYSTEM Proposed Ordinance No. 565, "An Ordinance Of The City Of Ukiah, California, Calling And Providing For And Giving Notice Of A Special Election To Be Held In The City Of Ukiah, California, On The 2d Day of February, 1965, For The Purpose Of Submitting To The Qualified Voters Of Said City A Proposition Whether Or Not A Public Utility Of The City Of Ukiah, To-Wit: The Municipal Propane Gas System, Should Be Sold; Said Ordinance To Be Effective Immediately Upon Adoption" was read in full by the City Attorney and introduced by Councilman Buxton. The City Attorney advised the Council that an adjourned meeting could be held as early as December 29, 1964 for the purpose of considering adoption of the Ordinance, and it was agreed that such a meeting be held at 9:00 A.M. of that date. NO. 64-10 FOR COMPLETION OF CONSTRUCTION (NOYO THEATERS) The Council was advised of the request of Noyo Theaters, Inc. for an extension of one year to January 29, 1966 for completion of construction under Variance No. 64-10 of an apartment building at 124 Observatory Avenue. On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was unanimously carried the City Attorney be instructed to prepare a resolution extending the time for completion of const- ruction under Variance No. 64-10 for a period of one year as requested by Noyo Theaters, Inc. INCLUSION OF HIGHWAY lO1 IN FEDERAL INTERSTATE HIGHWAY SYSTEM The City Manager read a letter from Congressman Don Clausen requesting appropriate statements from the City Council supporting inclusion of Highway 101 in the Federal Interstate Highway System and pointing out the various benefits which would be realized from such inclusion. On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was unanimously carried the City Attorney be authorized to prepare a resolution approving the proposal to include Highway 101 in the Federal Interstate Highway System for presentation to the Council at the meeting of December 29, 1964. AT HIS REQUEST COUNCILMAN BUXTON WAS EXCUSED AT THIS POINT IN THE MEETING - ~:45 P.M. SUNRISE TERRACE SUBDIVISION - SUBDIVIDER REQUESTS WITHDRAWAL OF FINAL MAP The City Manager read a letter from Mr. Clay Duncan and Mr. Les Ryan, subdividers of Sunrise Terrace Subdivision, requesting withdrawal of the Final Map of the subdivision due to problems encountered in the dedication of land shown upon the map to be dedicated. It was explained that the map has not yet been recorded. The City Manager pointed out that one other property owner is involved in the subdivision and recommended a public hearing be held on this request. On a motion by Councilman Scotto, seconded by Councilman Harlowe i'[ was unanimously carried a public hearing be held on the request of the subdividers of Sunrise Terrace Subdivision for withdrawal of the Final Map of said subdivision on January 6, 1965 at 8:00 P.M., or as soon thereafter as the same may be heard. The Clerk is directed to publish a legal notice of the hearing and notify the other property owner involved. GLEN ER ICKSON - REPORT ON COLT LEAGUE Mr. Glen Erickson informed the Council that Ukiah had been successful in winning the bid to hold the Colt League Western Division Championships from August 10th to 15th, 1965 and would be host to at least four teams for this event. ADJOURNMENT As there was no further regular business, Mayor Banker declared the meeting adjourned until Tuesday, December 29, 1964 at 9:00 A.M. ATTEST:
