HomeMy WebLinkAboutMin 01-27-65MINUTES OF THE MEETING JANUARY 27, 1965 OF THE COUNCIL OF THE CITY OF UKIAH The City Council convened in regular session in the Council Chambers at 8:01P.M. with Mayor Buxton, Councilman Norgard, Crook, Scotto and Harlowe present. SPECIAL WARRANTS On a motion by Councilman Norgard, seconded by Councilman Harlowe, it was unanimously carried special warrants in the amount of $125.23 be approved and ordered paid. APPROVAL OF MINUTES On a motion by Councilman Scotto, Crook, it Was unanimously carried 1965 be approved as submitted by RES. NO. 65-40 GRANTING VARIANCE TO UKIAH GAS FRANCHISE seconded by the minutes the Clerk. Councilman of January 20, On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was unanimously carried Resolution No. 65-40 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Granting Variance to Ukiah General Hospital ." REVIEW OF PROPOSED ORDINANCE TO GRANT GAS FRANCHISE The City Attorney summarized a proposed ordinance to be con- sidered in connection with the application of Pacific Gas & Electric Co. for a franchise to distribute gas within the City. Mr. Irish outlined several additional conditions which, after discussion, the Council approved for inclusion in the ordinance. FURTHER DISCUSSION OF PROPOSED ROOM OCCUPANCY TAX The Council cont room occupancy t Board of Supervi County. A sampl inued its discussion of a proposed hotel-motel ax which is presently being considered by the sors and the other incorporated cities in the e uniform ordinance provided by the League of California Cities was reviewed by the City Attorney. The exemption of State and Federal employees when on official business of the employer is provided by the ordinance, and it was explained this had been included as a practical device in administering the tax. However, in discussion, it was generally agreed by the Council that such exclusions should not be allowed. Mr. Robert Sandelin of the Palace Hotel stated the opinion that a necessary program should be established and approved prior to any consideration of levying a tax for increasing revenue. He stated that he had no objection to the proposed tax if a specific need were established. Mr. Alex Noshkin addressed the Council as an out-of-town motel owner stating that he had no objection to the levying of the tax and would be willing to absorb the minor additional cost pro- vided the revenue be spent for development of facilities to attract visitors and vacationers. Mr. James Tocher stressed the importance of broadening the tax base as a method of relieving the tax burden on the property owner and establishing greater equity among the participants in the cost of government. ,5! MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JANUARY 27, 1965 - PAGE 2 Each Councilman expressed his opinion concerning the levying of the new tax and its possible effect on future City budgets. It was generally felt that additional lime was necessary prior to any consideration of formal action, and the City Attorney agreed to revise the ordinance in accordance with the Councills views pertaining to exceptions to the tax and present it as a meeting in the near future. LOCAL AGENCY FORMATION COMMISSION - MEETING OF CITY'S SELECTION COMMITTEE The Council was informed that a meeting will be held January 28th of the City's Selection Committee of the Local Agency Formation Commission to select a replacement for former member Ernest Banker. APPOINTMENT OF COMMITTEE FOR EXPANSION OF MUNICIPAL GOLF COURSE The City Manager read a memorandum containing therecommendation of the Recreation and Parks Commission that a committee be appointed to appear before the Mendocino County Board of Super- visors in regard to expansion of the present Municipal Golf Course to an 18 hole course. The names suggested were: Mr. Newel 1 Mr. A1 Ant Mrs. Irene Mr. Len St Mr. Larki n Rawles, Chairman on, Recreation and Parks Rea, Women Is Golf Club rathman, Willits Citizen Younce, County Citizen C omm i s s i o n On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the City Council approve the appoint- ment of the committee as submitted by the Recreation and Parks Commission for investigation of expansion of the existing Muni- cipal Golf Course. REPORT RE. MEETING OF NORTH BAY DIVISION, LEAGUE OF CALIFORNIA CITIES Mayor Buxton reported briefly on the recent meeting in San Rafael of the North Bay Division of the League of Calif. Cities and noted that Ukiah had won the travel award for man-mile attendance. It was also reported that the next meeting will be hosted by Ukiah in April.
