The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Buxton, Councilmen Norgard, Crook, Scotto and Harlowe present. APPROVAL OF MINUTES On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was unanimouslycarried the minutes of February 3, 1965 be approved as corrected. On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was unanimously carried the minutes of the adjourned meeting of February 9, 1965 be approved as sub- mitted by the Clerk. SPECIAL WARRANTS On a motion by Councilman Crook, seconded by Councilman Norgard, i't was unanimously carried special warrants in the amount of $2,074.3/+ be approved and ordered paid. PAYROLL WARRANTS - ELECTION OFFICIALS On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried payroll warrants for the special election of February 2, 1965 be approved in the amount of $750.00 ADOPTION OF ORDINANCE NO. 567 TRANSIENT HOTEL-MOTEL ROOM OCCUPANCY TAX On a motion by Councilman Harlowe, seconded by Councilman Scotto, it was unanimously carried the reading of Ordinance No. 567 be waived, "Ordinance Imposing a Tax Upon The Privilege Of Transient Occupancy, Providing For The Collection Thereof, And Providing Penalties For Violations Thereof." On a motion by Councilman Crook, seconded by Councilman Norgard, it was carried by the following roll call vote Ordinance No. 567 be adopted and the Mayor and Clerk be authorized to sign same, "Ordinance Imposing a Tax Upon The Privilege Of Transient Occupancy, Providing For The Collection Thereof, And Providing Penalties For Violations Thereof." AYES: Councilmen Norgard, Crook, Scotto, Harlowe and Mayor Buxton. NOES: None. ABSENT: None. VARIANCE APPLICATION NO. 65-11 JAMES L. CAGLE - LUMBER YARD MAIN & MILL STREETS Variance Application No. 65-11 by James L. and Dorothy M. Cagle, plot plan and minutes of the Planning Commission meeting of February 4, 1965 were reviewed by the City Manager. Applicants request a permit to operate a lumber yard and cut-off saw opera- tion in a C-2 district at the intersection of Mill and Main Streets. It was recommended by the Planning Commission the variance be granted subject to certain conditions. Mr. and Mrs. Cagle were present on behalf of the application and there were no written or verbal protests to the proposed variance. On a motion by Councilman Scotto, seconded by Councilman Harlowe, ~t was unanimously carried the City Attorney be instructed to prepare a resolution granting Variance No. 65-11 to James Lo and Dorothy M. Cagle as recommended by the Planning Commission. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH FEBRUARY lO, 1965 - PAGE 2 VARIANCE APPLICATION NO. 65-10 UKIAH GENERAL HOSPITAL Variance Application No. 65-10 by Ukiah General Hospital to permit construction of a storeroom to the North and West property lines at 564 S. Dora St., plot plan and minutes of the Planning Commission meeting dated February 4, 1965 were reviewed by the City Manager. It was recommended by the Planning Commission the variance be granted. Hr. Charles R. Bell was present on behalf of the application, and there were no written or verbal protests to the proposed variance. On a motion by Councilman Crook, seconded by Councilman Norgard, i't wa's' unanimously carried the City Attorney be instructed to prepare a resolution granting Variance #65-10 to the Ukiah General Hospital was recommended by the Planning Commission. APPLICATION FOR FLOOD AND STORM DAMAGE RELIEF The City Manager reported that an application had been filed with the California Disaster Office for federal funds as the result of flood and storm damage under Public Law 81-875. A total of $55,000 is estimated to be eligible for Federal part ici pat ion. UKIAH MEN'S GOLF CLUB REQUEST FOR SPECIAL GREEN FEES The City Mana.ger reviewed a request by the Ukiah Hen's Golf Club for special green fees of $2.50 for both days during the Annual Amateur Tournament Mayl6 th and 17th. On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried the special green fees requested for the Annual Amateur Golf Tournament to be held May 16 and 17, 1965 be approved. CORRESPONDENCE - SENATOR THOMAS H. KUCHEL A letter was read from Senator Thomas H. Kuchel acknowledging receipt of a copy of Resolution 65-31 urging the inclusion of Highway lO1 in the Federal Interstate Highway System, and stating that a bill has been introduced to increase the mileage of the System which may make this possible. WALTER GEORGE - RESIGNATION FROM PLANNING COMMISSION The City Manager read a letter from Walter George informingme Council of his resignation from the Planning Commission. The City Manager was instructed to write a letter of appreciation to Mr. George for his services on the Commission. · PERKINS STREET WIDENING PROJECT The City Manager reported that in connection with negotiations for acquisition of right of way for the Perkins Street widenin9 project four property owners have verbally agreed, four have expressed general agreement, and the balance are totally un- decided. It was stressed that in order to maintain the schedule to complete the reconstruction by the time the free- way is completed it was necessary to begin engineerin9 immediately for construction no later than July. It was recommended that condemnation be filed on all parcels on which immediate agreement could not be reached in order to maintain the established construction schedule. MINUT FEBRU ES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH ARY 10, 1965 - PAGE 3 On a motion by Councilman Scotto, seconded by Councilman Crook, i"t was unanimously carried the City Attorney be instructed to proceed with preparation of the necessary documents to institute condemnation proceedings on E. Perkins Street. REQUEST TO CALL FOR BIDS FOR SUBSTATION STRUCTURE AND AUTOMATIC OIL CIRCUIT RECLOSER On a motion by Councilman Crook, seconded by Councilman Norgard, it was unanimously carried the City Clerk be authorized to call for bids for 1 outdoor 12 KV Substation Structure and 1 Oil Circuit Recloser as per specifications, bids to be opened at 2:00 P.M., March 2, 1965. COUNCILMAN NORGARD Councilman Norgard asked whether all suits mentioned in the current year's budget as pending had been cleared up, and was informed by the City Attorney of those which are still pending. CLOSED PERSONNEL SESSION Mayor Buxton announced that a closed personnel session will be tentatively scheduled to follow the next regular meeting for the purpose of considering appointments to fill existing vacancies on various Commissions and Boards. COLLECTION OF SANDBAGS Mayor Buxton asked whether the City was engaged in picking up sandbags distributed during the recent storms and was informed by the City Manager that they had been furnished by the City during the emergency, but it was felt the individual property owner's responsibility to dispose of them when no longer needed. YRRI HIRATA INTRODUCED Mr. Yrri Mirata, a foreign exchange student from Japan, was introduced by Mayor Buxton.
