RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UKIAH
APPROVING THE PROJECT FEASIBILITY STUDY
FOR THE UKIAH NORTHWESTERN PACIFIC RAIL TRAIL
WHEREAS, the City Council adopted the Ukiah Bicycle and Pedestrian Master Plan that
included a rail trail facility as one of the high-priority bicycle and pedestrian projects; and
WHEREAS, the City Planning Department has prepared a Project Feasibility Study for the
Ukiah Northwestern Pacific (NWP) Rail Trail, in which it was determined that the development of this
trail is structurally possible and economically feasible with the use of grant funding sources; and
WHEREAS, the City Council finds that the proposed NWP Rail Trail is consistent with the Ukiah
General Plan, including the rail trail project adopted as part of the Ukiah Bicycle and Pedestrian Master
Plan; and
WHEREAS, the City Council finds that the proposed NWP Rail Trail would provide a valuable
and needed recreation and commuting facility for pedestrians and bicycle riders and a link between
existing east-west bicycle/pedestrian facilities; and
WHEREAS, the City Council finds that the proposed NWP Rail Trail is consistent with abutting
land use zoning and the compatibility criteria of the Ukiah Municipal Airport Master Plan, and
WHEREAS, the project is limited to a feasibility study for a possible future action and is,
therefore, exempt from the provisions of the California Environmental Quality Act, in accordance with
Statutory Exemption 15262.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Ukiah hereby adopts
the Project Feasibility Study for the Ukiah NWP Rail Trail, attached as Exhibit "A".

AYES: Councilmembers Andersen, Smith, Baldwin, and Mayor Larson
NOES: None
ABSTAIN: None
ABSENT: Councilmember Rodin
