MARCH 17, 1965
The City Council convened in regular session in the Council
Chambers with Vice Mayor Norgard, Councilmen Crook, Scotto
and Harlowe present. Mayor Buxton was absent.
APPROVAL OF MINUTES
On a motion by Councilman Harlowe, seconded by Councilman
c"r"ook," it Was unanimously carried the minutes of March 10, 1965
be approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Crook, seconded by Councilman Scotto,
i't was u'nanimously carried payroll warrants for the period
of March 1st through 15th be approved in the amount of
$31,224.24.
PERKINS STREET WIDENING -
APPROVE RIGHT OF WAY CONTRACT;
MARY H. H ILDRETH
The City Attorney reported that a deed has been signed
in connection with the widening of Perkins Street by Mary M.
Hildreth, and recommended the approval of the standard Contract
Agreement which proposes to pay Mrs. Hildreth $200 for the
additional right of way granted, and provides for reconstruction
of existing curbs, gutters and sidewalks to conform with the
new street line at the City's expense.
On a motion by Councilman Scotto, seconded by Councilman
Harlowe, it was unanimously carried the Right of Way Contract
with Mary M. Hi ldreth for Parcel #12 for the widening of Perkins
Street be approved.
GENERAL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Crook,
it was unanimously carried General Warrants in the amount of
$81,279.60 be approved and ordered paid.
VARIANCE APPLICATION NO. 65-12
BY ROBT. F. GERBER FOR SHOPPING
CENTER AT 737 S. STATE ST.
The City Attorney reviewed proposed Resolution No. 65-48 Granting
a Variance to Robert F. Gerber. Vice Mayor Norgard noted the
absence of Mayor Buxton and suggested continuing the matter
until a full Council was present; however, Councilman Scotto,
felt that action should be taken now, and made the following
motion.
On a motion by Councilman Scotto, seconded by Councilman Harlowe,
i'"t waS hi'OVid that Resolution No. 65-48 be adopted. By the follow-
ing roll call vote the motion was not carried:
AYES: Councilmen Scotto, and Harlowe.
NOES: Councilmen Crook and Norgard.
ABSENT: Mayor Buxton.
The City Attorney stated that the action was not a final
rejection of the variance and that the matter could be brought
up at any future Council meeting.
GENERAL SUMMARY OF 1965 LEGISLATION
AFFECTING CITIES
The City Attorney reported receiving the League of California
Cities Digest of 1965 legislation affecting cities and stated
that copies are available should any member of the Council

desire to look them over. For more detailed study, complete
copies of each bill are available from Sacramento.
AMENDED AGREEMENT WITH UKIAH
VALLEY FIRE PROTECTION DISTRICT
The City Manager reported meeting with the Board of Directors
of the Ukiah Valley Fire Protection District to discuss the
agreement for the 1965-66 fiscal year between the City and
the District. An amendment to the agreement was approved by
the Board for payment to the City of a total of $29,239.00
for services to the District, which includes an increase
of approximately $1,450.OO over the present year.
On a motion by Councilman Crook, seconded by Councilman Scotto,
it was unanimously carried the First Amendment to Ukiah Valley
Fire Protection District-City of Ukiah Agreement be approved
and the Mayor and Clerk be authorized to sign same.
LIONS CLUB REQUEST FOR USE OF
MUNICIPAL GOLF COURSE FOR ANNUAL
EASTER EGG HUNT
A letter from the Ukiah Lions Club was read requesting use of
the Municipal Golf Course for the annual Easter Egg Hunt on
the same basis this facility has been used in past years.
On a motion by Councilman Crook, seconded by Councilman Scotto,
Ft was una'riimously carried the request of the Ukiah Lions
Club be granted.
REQUEST TO CALL FOR BIDS FOR
DUMP TRUCKS
On a motion by Councilman Harlowe, seconded by Councilman
Crook, it was unanimously carried the Clerk be authorized
to call for separate bids for furnishing the following:
1 - 1965 Model Flat Bed Truck with Dump Hoist,
1 - 1965 Model Dump Truck,
bids to be opened at 2:00 P.M., April 6, 1965.
COUNCILMAN SCOTTO
In further discussion regarding Application for Variance #'65-12
by Robert F. Gerber, Councilman Scotto questioned whether
Section 9165 of the Zoning Ordinance did not require parking
even where a variance has been granted. The City Attorney
stated that it was his opinion that this section should apply
but pointed out that becuase of the prior discussion regarding
elimination of parking restrictions and the absence of a
definite plot plan showing parking area size and location,
it would be argued that the section does not apply. He suggested
that if the Council desired to have a parking minimum requirement
that such minimum be specified in the Resolution so as to remove
any possible doubt.
Councilman Scotto also reported that it was his understanding
letters of protest are being written to the Post Office Department
regarding the parking meters recently installed in front of
the Post Office on Oak Street. The City Manager pointed out
that the meters have accomplished their purpose in keeping
the traffic turning over in this location.

COUNCILMAN HARLOWE
Councilman Harlowe reported receiving a letter from the
Mendocino County Chamber of Commerce relative to a meeting to
be called by Mr. Myran Elkins of the State Department of
Finance, together with 13 other representatives from Sacramento,
to determine what this area requires to bolster its economy.
Some of the subjects under discussion will be water, highways,
parks, recreation, transportation, etc. The meeting will be
held Friday, March 26, 9:00 A.M. to 12 noon, at the House of
Garner. The matter was discussed briefly and it was determined
that more information was required by the City prior to partici-
pation in the meeting.
ADJOURNMENT
As there was no further regular business, Vice Mayor Norgard
declared the meeting adjourned at 8:52 P.M.
