MEETING OF THE COUNCIL OF THE CITY OF UKIAH
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Buxton, Councilmen Norgard,
Crook, Scotto and Harlowe present.
APPROVAL OF MI NUTES
On a motion by Councilman Scotto, seconded by Councilman Harlowe,
it was unanimously carried the minutes of April 28, 1965 be approved
as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman
Scotto, it was unanimously carried Payroll Warrants for the
period of April 16th through 3Oth, 1965 be approved in the
amount of $30,/,26.19.
SPECIAL WARRANTS
On a moti on by Councilman Ha rl owe, seconded
Norgard, it was unanimously carried special
amount of $5,775.42 be approved and ordered

PENDING LEGISLATION

The City Attorney reviewed pending legislation as follows:
AB 295, AB 793 and AB 94.6. Amendments to Brown Act, all of
which would extend restrictiveness of the Act. League of
California Cities recommends opposition to all three bills.
On a motion by Counci 1man Scotto, seconded by Councilman
Harlowe, it was unanimously carried the City Manager be
instructed to direct a letter to the appropriate legislative
representatives in opposition to AB 295, AB 793 and AB 946.
AB 7..~4- Compensation to Councilmen. This bill has been
approved by the Senate and after concurrence in Senate amend-
ments by the Assembly will 9o to the Governor for signature.
AB 1218 - Revenue producing facilities; purchase by local
agencies. This Bill was further explained to the Counci I .
AB l15L~ - Minimum wage law. Would increase minimum wage to
$2.O0/hour regardless of age or sex, and would include ci ties.
AB 1644- Amends Buy American Act to provide mandatory 5%
preference for California made materials.

AB 2270- Petris-Unruh Revenue and Taxation Act. Local
governments probably would gain approximately $4 million
jointly.
AB 592 - District Reorganization Act. I t was recommended the

Counci 1 take action in opposi ti on to this Bill .
On a motion by Councilman Norgard, seconded by Councilman
Harlowe, it was unanimously carried the City Manager be
instructed to direct a letter to the appropriate legislative
representatives in opposition to AB 592.
STATE COMPENSATION INSURANCE
FUND REFUND
The City Manager read a letter received from the State Compensa-
ti on Insurance Fund advising the City of a refund in i ts
insurance costs for the year ending July l, 1964 in the
amount of $6,125.32, or 35% of the premium paid for the year.

PROGRESS REPORT ON PROPOSED
PARKING DISTRICT
The City Manager reported that the City Attorney has
contacted a fi rm of bond attorneys and will meet wi th
them to discuss progress to this point in connection wi th
the proposed downtown parking district. I t was al so reported
that appraisals have been obtained on the property being
considered from three separate firms, and a tentative boundary
established for the proposed district.
COUNCILMAN CROOK
Councilman Crook enquired whether an automatic signal device
is being scheduled for installation at the Perkins St.
railroad crossing in connection with the widening of this
street, and was informed by Mr. Cash that it has been
determined by the Railroad the accident record for this
crossing did not warrant a signal at this location. It
was observed, however, that an increased use of Perkins St.
following widening could change the conditions so as to
warrant installation of a signal.
MAYOR BUXTON
Mayor Buxton expressed his appreciation to each
Council for their help at the recent League of
Cities Dinner, but commented that there should
better representation from the other ci ties.

RODEO WEEK
A letter was read from the President of the Jr. Chamber of
Commerce and the Manager of the I2th District Fair relative
to the 7th Annual Ukiah Valley Rodeo and Street Parade on
May 22nd and 23rd, following which Mayor Buxton read a
Proclamation declaring the week of May ]7th, ]965 Rodeo
Week in Ukiah.
ADJOURNMENT
As there was no further regular business, Mayor Buxton
declared the meetin9 adjourned at 9:00 P.M.
