HomeMy WebLinkAboutMin 05-18-65MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 19., 1~65 The City Council convened in regular session in the Council Chambers at 8:02 P.M. with Mayor Buxton, Councilmen Norgard, Crook, Scotto, and Harlowe present. APPROVAL OF MINUTES On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the minutes of May ]2, 1965 be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Counci 1man Scotto, seconded by Counci 1man Norgard, it was unanimously carried payroll warrants for the period of May 1st through ]Sth, 1965 be approved in the amount of $31,O16.50. GENERAL WARRANTS On a motion by Councilman Norgard, seconded by Counciln~an Scotto, it was unanimously carried genera] warrants in the amount of $67,/~41.88 be approved and ordered paid. RES. RES. NO. 65-57 APPOINTING MEMBER TO PLANNING COMMISSION (JACK SIMPSON) On a moti on Harlowe, it adopted and "Resol uti on by Counci 1man (:rook, seconded by Counci 1man was unanimously carried Resolution No. 65-57 be the Mayor and Clerk be authorized to sign same, Appointing Member to Planning Commission." RES. NO. 65-58 APPOINIING MEMBERS TO RECREATION COMMISSION, (NEWELL and MRS. LEE SANDELIN) RAWLES On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried Resolution No. 65-58 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Appointing Members to Recreation Commission." RES. NO. 65-59 APPOINTING MEMBERS TO LIBRARY BOARD OF TRUSTEES (JOtiN E. NELSON and HR. W. A. CHESSALL) On a motion by Councilman Crook, seconded by Councilman Nor- gard, it was unanimously carried Resolution No. 65-59 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Appointing Members to Library Board of Trustees." ORDINANCE NO. 569 ADOPTED REZONING ANNEXATION NO. 614- (COOPER ANNEXATION) FROM N-A TO R-1 ZONE On a motion by Councilman Crook, seconded by Councilman Scotto, it was carried by the following roll ca1] vote Ordinance No. 569 be adopted and the Mayor and Clerk be authorized to sign same, "Amending Chapter 2 of Division ? Of The Ukiah City Code As Amended By Ordinance No. 560 By Rezoning Territory Known As 'Annexation No. 6/~--1' (Cooper Annexation) From N-A To R-] Zone.'~ AYES: Councilmen Norgard, Crook, Scotto, NOES: None. ABSENT: None. Harlowe and Mayor Buxton. RES. NO. 65-61 REQUESTING COUNTY ASSISTANCE IN ENLARGEMENT OF UKIAH MUNICIPAL GOLF COURSE 95 The City Attorney summarized the work of the Council's Golf Course Committee up to this point and read a proposed lease which he had prepared in conjunction wi th the Chairman of that committee. The Counci 1 then discussed the ]ease in general, and noted that it did not commit the City to the construction of an additional 9 holes, but provided that in the event con- struction is not started within F years and completed with 7 years, the County would have the right to termination. The City Attorney pointed out that under the particular statutory authority, i t would be necessary for the Council, by a l~/.5 vote, to approve a resolution requesting County aid for the golf course expansion. On a motion by Councilman Crook, seconded by Councilman Harlowe, it was carried by the following ro11 call vote Resolu- tion No. 65-61 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Requesting County Assistance In The Enlargement Of The Llkiah Municipal Golf Course By Leasing A Portion Of County-Owne. d Realty For Such Purpose." STATE FARM INSURANCE CO. CLAIM FOR DAMAGES DENIED The City Attorney reviewed a c]aim filed by State Farm Mutual Auto Insurance Co. for damages in the amount of $72F.12 as the result of an a]]eged col]~sion between two vehicles insured by its company at the intersection of Oak and Gobbi Streets on February 26, 1965. The City Attorney recommended denial of the claim. On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried the c]aim of State Farm Mutual Auto Insurance Company in the amount of $725.]2 be den i ed. COUNCIL OPPOSES A.B. 2317 PERTAINING TO FIREMEN The City Attorney reviewed the League of California Cities Legislative Bulletin relative to A.B. 2317 which, if passed, would require that on and after July l, 1970 City firemen sha]] not be requi red to work more than an average of 56 hours per week except in certain emergencies, and would require that hours of work of such employees shall be reduced by at least 5 percent each year until 1970. The City Manager recommended that the Council take action in opposition to the measure on the basis that it is a matter for local rather than State determi na ti on. On a motion by Councilman Harlowe, seconded by Counci]man Scotto, it was unanimously carried the City Manager be in- structed to write to the appropriate legislative representatives stating the City's opposition to A.B. 23]7 on the basis that the number of hours employees shall work is a matter for deter- mination by the local agency and not the State Legis]ature. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 19, 1965- PAGE 3 NOKOMIS AC.RES -SUBDIVISION, UNIT #3 - APPROVAL OF FI NAL MAP The Final Map of Nokomis Acres Subdivision, Unit //3 was presented for approval by the Council and a proposed Agreement For Subdivision Improvements reviewed as executed by the subdividers. The City Manager also reviewed the Plannin9 Commission minutes dated May 6, 1965 and the City Engineer's memorandum dated April 30, 1965 recommending approval of the map in accordance with the subdivider's request for exception to the frontage requirements on lots 50, 51, 52 and 53. RES. NO. 65-60 APPROVING FINAL MAP OF NOKOMIS ACRES SUBDIVISION, UNIT.#3, etc. On a motion by Councilman Norgard, seconded by Councilman Scotto, it was carried by the following.roll call vote the Final Map of Nokomis Acres Subdivision, ,Unit //3 be approved containing all of the exceptions recommended by the Planning Commission and that Resolution No. 65-60 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Approving Final Map of Nokomis Acres Subdivision Unit No. 3 and Accepting Dedicat'ions Therein Offered On Condition That Subdivider Enter Into And Perform Agreement For Subdivision." ' AYES: Councilmen Norgard, Crook, Scotto, Harlowe, NOES: None. ABSENT: None. and Mayor Buxton. REFUND OF INSURANCE PREMIUM FOR MUNICIPAL GAS SYSTEM The City Manager reported that as a last i tme of business in connection with the sale of the Municipal Gas System, the City received a refund of premium of approximately $2,700 on the liability policy purchased in July 1964 covering the system. RODEO PARADE SCHEDULE The City Manager called attention to the schedule provided each member of the Council of the time and posi ti on for the Council in the Rodeo Parade to be held Saturday, May 22nd. 12th DISTRICT AGRICULTURAL ASSN. LETTER RE. DEVELOPMENT OF ADDITIONAL BASEBALL DIAMOND A letter was read from the 12th District Agricultural Assn. offering a portion of property at the Fairgrounds for develop- ment of an additional baseball diamond at the southeast corner of the parking area. It was specifically pointed out that the cost of construction and maintenance could not be borne by the Fair District, and explained the offer was made in response to a request received from interested junior base- ball players. After discussion by the Council, it was generally agreed the City Manager be authorized to write a letter to the Fair District expressing appreciation for its consideration with an explanation that it is not the policy of the City to become involved in construction or maintenance projects on any property other than that owned by the City. POLICE CHIEF DONN SAULSBURY GRADUATION FROM F.B.I. ACADEMY /~n invitation to the graduation ceremonies of Police Chief Donn Saulsbury from the F.B.I. Academy on May 26, 1965 in Washington, D.C. was read. It was agreed that a congratulatory wire should be sent to Chief Saulsbury, and the City Manager ~was also instructed to contact Congressman Clausen to request his assistance in extending a suitable commendation to the Chief. MINUTES OF THE MEETING OF TI-IE COUNCIL OF THE CITY OF UKIAH MAY 19, 196.5 - PAGE 4 COUNCILMAN HARLOWE Councilman Harlowe reported that there are over 130 entries for the Rodeo Parade on Saturday, and expressed the opinion the Jr. Chamber of Commerce has done an excel lent job in planning this event.
