MINUTES OF THE MEETING OF THE COUNCIL .OF THE CITY OF UKIAH
JULY 14, 1965
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Buxton, Councilmen Norgard,
Crook and Scotto present. Councilman Harlowe was absent.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Crook,
it was unanimously carried the minutes of July 7, 1965 be approved
as submitted by the Clerk.
RES. NO. 66-5 COMMENDING A. F. ANTON
ON HIS RESIGNATION FROM THE
RECREATION AND PARKS COMMISSION
On a motion by Councilman Norgard, seconded by Councilman Scotto,
~t was carried by the following roll call vote Resolution No.
66-5 be adopted and the Mayor and Clerk be. authorized to sign
same, "Resolution Commending A. F. Anton Upon His Resignation
From The Recreation And Parks Commission."
AYES: Councilmen Norgard, Crook, Scotto and Mayor Buxton.
NOES: None.
ABSENT: Councilman Harlowe.
PROPOSED 1965-66 BUDGET
COUNCILMAN HARLOWE ARRIVED AT THIS POINT IN THE MEETING - 8:07
Copies of the Proposed Budget for 1965-66 were distributed to the
Council and the City Manager's Budget Message was read in full
by Mr. Cash. It was agreed the Council would meet for review of
the budget on Tuesday, July 20, 1965 at 7:30 P.H. in the office
of the City Manager.
UKIAH REFUSE SERVICE - DISCUSSION
RE. PROPOSED RENI~GOTIATION OF CONTRACT
The City Manager advised the Council that the present contract
with the Ukiah Refuse Service expires on August 31, 1965, and
that the existing Garbage Ordinance requires the calling for
bids to provide the service. It was explained that the present
contractor had requested that the Council be asked if they
would consider revising the section of the Ordinance requiring
bids and negotiating for a new contract under adjusted terms.
It was pointed out that several discussions had been held with
the present contractor and that they intended to formalize a
request for rate adjustments and continuation of the contract.
After discussion it was concluded that the Council desired to
have more information regarding the entire subject of garbage
and refuse collection and disposal in order to determine if the
City should consider operation of the service, or the procedure
to be used for establishing a new contract agreement. The City
Manager was instructed to obtain more general information for
Council consideration at the next meeting.
UNIFIED SCHOOL DISTRICT DECISION
RE. HIGH SCHOOL FOOTBALL GAMES
The City Manager reported that he had been advised by the Super-
intendent of the Ukiah Unified School District that it was the
decision of the Board of Trustees that all future High School
football games will be held during daylight hours.

The City Manager reported that the next meeting of the North
Bay Division of the League of California Cities will be held
in Eureka on July 24th, and that a complete program of events
will be mai led to each member of the Council.
COUNCILMAN CROOK
Councilman Crook brought up the subject of lighting at Anton
Stadium and the Council discussed the desirability of having
the field fully lighted for the playoffs of the Western Division
of the Pony League to be held in August. The City Manager
reported the field had been checked by Chief Bechtol who
reported that although there were some dark areas, the field
is playable. However, the Council was assured that every
effort will be made to replace the burned out lamps, if it
can be determined the poles can be safely climbed.
COUNCILMAN HARLOWE VOTES ON
RESOLUTION NO. 66-5
Mayor Buxton noted that Councilman Harlowe has been absent
when the vote was called on the reading of Resolution No. 66-5.
Wi th the permission of the Council, Councilman Harlowe cast
the following vote on the said resolution:
AYES: Councilman Harlowe.
ADJOURNMENT
As there was no further regular business, Mayor Buxton declared
the meeting adjourned at 8:47 P.M., after which the Council
reconvened in closed personnel session.
