MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
AUGUST 18, 1965
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Buxton, Councilmen Norgard,
Crook and Scotto present. Councilman Harlowe was absent.
APPROVAL OF GENERAL WARRANTS
On a motion by Councilman Crook, seconded by Councilman Norgard,
it was unanimously carried general warrants in the amount of
$76,053.43 be approved and ordered paid.
PAYROLL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman Scotto
it was unanimously carried payroll warrants for the period of
August 1st through 15th, 1965 be approved in the amount o'F
$3Q, 143.16.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman Norgard,
it was unanimously carried the minutes of August 11, 1965 be
approved as submitted by the Clerk.
ORDINANCE NO. 570 ANNEXATION NO. 65-2
(WAUGH LANE)
The City Attorney advised the Council that subsequent to intro-
duction of Ordinance No. 570 one or two minor errors had been
discovered in the legal description of the area to be annexed,
and it was recommended the ordinance be adopted as corrected.
On a motion by Councilman Crook, seconded by Councilman Norgard,
it was unanimously carried Ordinance No. 570 be adopted and the
Mayor and Clerk be authorized to sign same, "An Ordinance Approving

COUNCILMAN HARLOWE ARRIVED AT THIS POINT IN THE MEETING - 8:11 P.M.
CITY-POLICE RESERVE ASSOCIATION
CONTRACT FOR POLICE SERVICES
APPROVED
Tne City Attorney reviewed and recommended approval of a contract
with the Police Reserve Association to provide for payment to
the Association on accasions when its members are required to
perform police services at special events for which the City
receives reimbursement from the persons staging the event. It
was explained that entering into the contract, as recommended,
would eliminate the possibility of the Reserve officers beiHg
considered as employees of the City.
Councilman Crook enquired whether the Reserve Officers are covered
by Compensation Insurance and was informed that they are covered
under the City's insurance program when they are working for the
City.
On a motion by Councilman Norgard, seconded by Councilman Scotto,
it was unanimously carried the "City-Police Reserve Association
Contract For Police Ser'vicesI' be approved and the Mayor and
Clerk be authorized to sign same.
ORDINANCE NO. 570 - ROLL CALL VOTE
Mayor Buxton noted at this point that a roll call vote had not
been taken in adoption of Ordinance No. 570 and called for the
following vote:
AYES: Councilmen Norgard, Crook, Scotto, Harlowe and Mayor Buxton.
NOES: None.
ABSENT: None.

REQUEST FOR ABANDONMENT OF PUBLIC
UTILITY EASEMENT - WALNUT COURT

The City Attorney reviewed a request from the owners of Lots l,
2 and 3 of Walnut Court Subdivision for abandonment of a public
utility easement which is not now in use and has not been in use
in the past. A letter from Pacific Telephone & Telegraph Co.
approving the requested abandonment was also read.

COURSE ADD IT ION
The City Attorney reported that at its meeting of August 17th,
the County Board of Supervisors unanimously approved the proposed
lease to the City of 55 acres of County property for expansion of
the Municipal Golf Course.
REDWOOD EMPIRE FAIR
AGREEMENT TO PROVIDE POLICE
SERVICES APPROVED.
On a motion by Councilman Norgard, seconded by Councilman Scotto,
it was unanimously carried the agreement between the 12th District
Agricultural Association and the City to provide police services
during the 1965 Redwood Empire Fair be approved and the Mayor and
Clerk be authorized to sign same.

DOOLIN ACRES SUBDIVISION
TENTATIVE MAP AP?ROVED
The Tentative Map of Doolin Acres Subdivision was reviewed by
the City Manager with the minutes of the Planning Commission
meeting held August 5, 1965 in which it was recommended the
map be approved subject to dedication of a drainage easement
alon9 the westerly and northerly boundaries of the property
as recommended by the City Engineer.
On a motion by Councilman Crook, seconded by Councilman Scotto,
it was unanimously carried the Tentative Map of Doolin Acres
Subdivision be approved subject to dedication of a drainage
easement as recommended by the City Engineer.
MENDOCINO COUNTY REALTY BOARD
INVITATION TO BARBECUE
An invitation to the Council to attend the Hendocino County
Realty Board annual barbecue on Saturday, August 21st at the
Municipal Park was read by the City Manager.

ELECTRICAL WORK DELAYED IN
CITY BLDG. AT SMITH & MASON STS.
The City Manager reported that the electrical work in the
building occupied by the Ukiah Valley Association for Retarded
Children at Smith and Mason Streets has been delayed, since
it is possible the tenants have found a more suitable location.
Their plans should be known definitely within approximately
two weeks.
CHIEF SAULSBURY'S FATHER PASSES
The City Manager reported that Chief Saulsbury is in Southern
California For the funeral of his father who passed away early
this week. The Chief is expected to return before the end of
the week.

1965-66 BUDGET
The City Manager distributed copies of a revised budget for the
1965-66 'Fiscal year with a memorandum to.the Council dated
August 18th and other material pertaining to the budget which
was reviewed in detail. Discussion followed.

COUNC I LKAN HARLOWE
Councilman Harlowe requested and was granted permission by the
Council to be absent from the country from September 5th to
18th, 1965.
COUNCILMAN NORGARD
Councilman Norgard asked i-F the City still had a contract for
providin~ the garbage cans located on the street, and whether
the number of cans could be increased in certain problem areas.
The City Manager stated that since the widow o-F the contractor
has requested to be relieved of the contract, the City would
have to install additional cans at iris own expense, and agreed
to obtain information as Lo the cost and types o? receptacles
available.

As there was no further regular business, Mayor Buxton declared
the meeting adjourned at 11:11 P.M.
