DISCUSSION RE. CLOSING OLD SEWEi'i
FARM TO PUBLIC ACCESS
Discussion was held regarding the procedures outlined in a memo-
randum from the City Attorney by which access to public property
may be prolnibited as a means o? correcting the problem of dumpinL~
at the old Sewer F~r~n. Following this discussion the City
Attorney was instructed to prepare a resolution prohibitin5
public access ~o the area of the old Sewage Treatment Farrn.
TAXICAB RATE SCHEDULE DISCUSSED
The City btanager read to the Council a proposed revision of the
schedule of taxi rates and charges which he had previously discussed
with Hr. Pacini. Pit. Cash stated that Hr. Pacini was not using
a taxi meter on a trial basis and had generally agreed that he was
in 'favor of the use of taxi meters. In reading the schedule Fir.
Cash noted that the chan~e from Zone rates to meter rates would
constitute an estimated a - 10% increase in fares within the City.
Mr. Pacini stated that the trial meter had been set to register
a 10¢ charge for each 1/5 mile instead of each 1/~-mile as Hr.
Cash had read in the proposed schedule. With this revision Hr.
Pacini was in general agreement with the schedule read subject
to conferring further with the City Manager to clarify some of
the matters therein contained.

The Council informally directed Mr. Cash to proceed with the
preparation of the schedule in final form after conference with
Mr. Pacini and present it to the Council for its 'Formal action.
REQUEST FOR APPROVAL OF AIRCRAFT
HANGAR SPECIFICATIONS POSTPONED
The C. ity Manager reported that the specifications fcr the
new hangars at the Airport have not been completed and would
be presented for approval at next week's meeting.
The City Hanager also informed the Council that a report and
tentative time schedule for development of water system improve-
ments wi]i be presented at next weel4s meeting.
COUNCILMAN SCOTTO
Councilman Scotto requested an explanation of an item in the
local newspaper concerning the selection of sites for a new
library, and was informed by the City Manager that it resulted
· From his request to the Librarian that an opinion be obtained
of the Library Board of Trustees concerning sites proposed
by the McCarthy Report to the County regarding library development.
MAYOR BUXTON
Mayor Buxton noted that an interesting article appeared in
tonight's paper relative to the water shortage in New York and
urged each member of the Council to read this article.
Mayor Buxton requested the Council's consideration during the
coming week of the possible acceptance of the steam engine
donated to the City at Caspar, and reported that it had been
determined an expenditure up to $2,900 would be involved in
moving the engine .to Ukiah.
ADJOURNMENT
As there was no further regular business, Mayor Buxton declared
the meeting adjourned at 9:30 P.M.
