:.: DISTRICT
The City Attorney reported that forms o'f petition, certification
and resolution have been received from the bond counsel which are
required in connection with formation of the proposed parking
district. A meeting has been tentatively scheduled for ~:~0
tomorrow morning -for distribution of the petitions to members
of the Chamber of Commerce for circulation within the proposed
district.
It was also reported that due to the time problem involved in
'Formation o'F the district prior to expiration of the options
on the property to be purchased, an attempt will be made to
obtain extensions of the options are required. Thc bone!
counsel is also checking into the legality of advancing general
fund monies For purchase of the properties. If this is not
possible condemnation proceedings will be the only alternative.

The City Attorney reviewed a claim -Filed October 1~, 196~ by,
Roger and Sandra Southwicl< in the amount of $2,~O0 for damages
alleged to have occurred to their property at 390 Orchard
Avenue as the result of work performed by the City in the
channel of Gibson Creek. It was recommended the claim be denied.
On a motion by Councilman Scotto, seconded by Councilman Crook,
i't was unanimously carried the claim of Roger and Sandra South-
wick in the amount of $2,500 filed on October l~, 1 ~

CItY OF LONG BEACH REQUEST
FOR SUPPORT OF LEGISLATION
The City Attorney reviewed a letter from the Mayor of Long
Beach seeking support in requesting the Governor's assistance
in obtaining legislative action makin_.g the possession, use or
throwini~ of the ho~,,e made bomb known as a "Molotov Coc!<tail'~,
or any other incendiary object, a Felony rather than a miscle-
meaner as it is nov,,, classified. The City Atto. rney had no
recommendation on 'the matter, and 'the request was taken under
advisement for one week.

The .~ ~ity ,"anag,~- er reported that as instructed by the fount it
had telephone the S n Francisco office o'? the Federal Housin?
Administration to protest the recent decision concerning mortgage
insurance. He was advised by Hr. McGoni,gle that on October lSth
he would mail to the City a revised map clearly pointing out the
"Flood plain proper" consisting o-F the area near the river which
generally -Floods each year, and the "flood plain area" ffenerallv
as designated on the map previously Furnished to the City by F.H.A.
He 'Further stated that an accompanying letter would state 'that un
receipt of an engineering report on creel,( channel clearance,
adjustments could be made in portions of the area nov,; classified
as "flood plain area". The information has not been received,
and it was suggested that since the matter had been discussed by
Ehe County Board of 'Supervisors, City and County representatives
meet together to coordinate a course of action to be considered.

OF BUILDING FROM PRIVATE OWNER
With reference to a memorandum previously distributed to the
Council, the City Manager requested the Council's decision
concerning the proposal by a private owner 'For sale o? a building
to be remodeled and used as a City Hall.
