REPORT ON BID RECEIVED TO
PROVIDE REFUSE COLLECTION
AND DISPOSAL SERVICE
The City Manager reported that a single bid was received to
provide refuse collection and disposal service, and reviewed
the bid of Ukiah Sanitary Disposal Service requiring an additional
annual payment of $9,750 by the City for the level of service
specified, and selecting the bid alternate permitting the
collector to retain all salvage materials deposited at the City
Dump.
After discussion, the Council agreed to defer action on the bid
fo r one week.
REPORT REGARDING MEETING TO DISCUSS

The City Manager reported that a meeting had been held today
of representatives of the Federal housing .^.dministration, City
of Ukiah, County of Mendocino, Mendocino County Realty Board
and Congressman Don H. Clausen to discuss mortgage problems
related to flood control in the Ukiah area. A news release per-
taining to the meeting was read which stated in part, "FHA will
continue to process applications outside the flood plain area on
the basis of individual merit. Applications within the flood
plain area will be considered on their individual merits
supported by sufficient engineering documentation." It was also
reported that FHA had agreed to furnish a map which delineates the
flood plain proper, generally bordering the Russian River, and
the flood plain area based on factual engineering information.
Mr. Cash stated that the City would, never-the-less, proceed with
accumulation of all engineering information available as previous-' .....
ly instructed by the Council.
GARDEN CLUB PROPOSAL FOR
LANDSCAPING AT MUNICIPAL PARK
The City Manager reviewed a proposal submitted to the Park and
Recreation Commission by the Memorial Committee of the Ukiah
Garden Club to furnish shrubs and initial landscaping for the
triangular shaped section of land lying northwest of the present
Municipal Park. The minutes of the Commission recommending
acceptance of the proposal were also read. It was pointed out
that planting and maintenance of the area would be the responsi-
bility of the City.
Members of the Council indicated they were favorable to the pro-
posal, but requested the City Manager to contact the Garden Club
to determine its opinion of the City reserving the right to use
the area for some other purpose should the need develop in the
future.
REQUEST AND AUTHORIZATION TO
CALL FOR BIDS FOR 3 REPLACEMENT
POLICE CARS
The City Manager reported that due to mechanical difficulties
with existing police cars, it had become necessary to call for
bids for three replacement units as approved by the current
year's budget.
On a motion by Councilman Scotto, seconded by Councilman Harlowe,
i't~ W'a~" unanimously carried the City Clerk be authorized to call
for bids for three replacement police cars according to specifica-
tions reviewed by the City Manager, bids to be received by
2:OO P.M., November 30, 1965.

NORTHWESTERN PACIFIC RAILROAD CO.
The City Manager reported that hearings have been scheduled on
the proposed abandonment of passenger service between Willits
and Eureka by Northwestern Pacific Railroad Co. on December 2nd
in San Francisco, and December 9th in Willits. More information
concerning the number of passengers using the service has been
received from the Railroad Co. which will be tabulated and
reported to the Council at a later meeting.
ANNUAL CHRISTMAS TREE LIGHTING CEREMONY
A letter from the Ukiah Ministerial Association was read pertai~ning
to the annual Christmas Tree Lighting Ceremony scheduled this year
for December 2nd at 7:00 P.M.
REPORT OF HOTEL-MOTEL ROOM
OCCUPANCY TAX RECEIPTS
The City Manager reported for the first quarter of this fiscal
year $8,05 7.29 has been received from the Hotel-Motel Room
Occupancy Tax, and compared it to the current year's budget
estimate of $15,OOO.
COUNCILMAN SCOTTO
Councilman Scotto suggested that a card of sympathy be sent to
the family of Ewert Mitchell, and the City Manager reported that
a floral arrangement had been ordered on behalf of the Council.
Councilman Scotto noted from the minutes of the Parks and
Recreation Commission that attendance at baseball events had
increased during the past year by 38% and commented that"[iends
support to what the City is doing to improve the facilities.
MAYOR BUXTON
Mayor Buxton expressed appreciation for the recent improvements
in Live Oak Avenue.

As there was no further regular business, Mayor Buxton declared
the meeting adjourned at 9:59 P.M., after which the Council
reconved in closed personnel session.
