HomeMy WebLinkAboutMin 11-24-65MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH NOVEMBER 24, 1965 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Buxton, Councilmen Norgard, Crook, Scotto and Harlowe present. APPROVAL OF MINUTES On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the minutes of November 17, 1965 be approved as submitted by the Clerk. GENERAL WARRANTS On a motion by Councilman Norgard, seconded by Councilman Crook, it was unanimously carried general warrants in the amount of $85,007.66 be approved and ordered paid. ORDINANCE NO. 575 REZONING CORNER W. MILL & S. OAK STS. FROM R-2 TO C-1 (BUSCH~ et al) ....... On a motion by Councilman Scotto, seconded by Councilman Crook, it was carried by the following roll call vote Ordinance No. 575 be adopted and the Mayor and Clerk be authorized to sign same, "Amending Chapter 2, Of Division 9 Of The Ukiah City Code By Rezoning Property At The Corner Of West Mill and South Oak Streets From R-2 To C-1 Zone (Busch-Sanchez-Jeffers)." AYES: Councilmen Norgard, Crook, Scotto, Harlowe and Mayor Buxton. NOES: None. ABSENT: None. ~ORDINANCE NO. 576 REZONING POMEROY-NIPPER PROPERTY EAST OF FREEWAY FROM R-1 TO R-2 and C-1 On a motion by Councilman Crook, seconded by Councilman Norgard, it was carried by the following roll call vote Ordinance No. 576 be adopted and the Mayor and Clerk be authorized to sign same, "Amending Chapter 2, Of Division 9 Of The Ukiah City Code By Rezoning A Portion Of R-1 Zone To R-2 And C-1 Zones (Pomeroy- Nipper)." AYES: Councilmen Norgard, Crook, Scotto, Harlowe and Mayor Buxton. NOES: None. ABSENT: None. UDEL MILLER - CLAIM FOR DAMAGES DENIED The City Attorney reviewed a claim filed by Udel Miller in the amount of $46.16 for damages alleged to have occurred to his car when passing a fire hydrant at State St. and Talmage Rd. just as it was turned on. It was recommended the claim be denied. On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was unanimously carried the claim of Udell Miller in the amount of $46.16 be denied. RES. NO. 66-25 APPOINTING MEMBER TO RECREATION COMMISSION (Carl Daubeneck) On a motion by Councilman Norgard, seconded by Councilman Harlowe, it was unanimously carried Resolution No. 66-25 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Appointing Member to Recreation Commission." MINUTES OF THE MEETING OF THE NOVEMBER 24, 1965 - PA';E 2 COUNCIL OF THE CiTY OF UKIAH TALMAGE ROAD - FURTHER DISCUSSION RE. IMPROVEMENT COSTS AFTER STATE RELINQIIllSHMENT ,,, i,, The City Manager reviewed estimates of cost totaling $102,750 for the improvement of Talmage Road to four lanes from State St. to the railroad upon relinquishment of that portion of Talmage Road by the State. It was pointed out that the State has ac- quired sufficient right of way outside the City limits to provide four lanes plus two parking lanes, and recommended that the proposec relinquishment be protested on this basis as well as the deficiencies previously reviewed with the Council. The requirement For covering all refuse daily has been a requirement 'For ten years except that the contractor under the new specifications is not required to cover in wet weather. After a substantial number of comments -From members of the audience and a statement o'S opinion by each member of the Council, it was generally agreed that if it were at all possible, a negotiated contract between the City and the present contractor was preferred at the present time. Councilman Crook proposed a list of 14 points which constituted his opinion of the basis for further negotiations. On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried that efforts be made during the coming week to negotiate a new contract agreement with the present contractor on an acceptable basis and that a report be made regarding the results of such negotiations at the next Council meeting. COUNCILMAN CROOK Councilman Crook suggested, for consideration at a later time, the possible need 'for an ordinance which would require the registration of all door to door salesman. The City Manager agreed to look up the file prepared on this subject at the time Council previously considered such legislation 'for discussion at a subsequent meeting. the MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH NOVEMBER 24, 1-965 - PAGE 3 COUNCILMAN SCOTTO Councilman Scotto made the suggestion that the Subdivision Ordinance be revised to include a requirement that trees be planted a]on9 the parl<in9 area in all new subdivisions. MAYOR'S PROCLAMATION SUPPORTING "OPERATION SHOW YOUR COLORS" A Mayor's Proclamation Supporting "Operation Show Your Colors" was read and signed by Mayor Buxton. ADJOURNMENT As there was no further regular business, Mayor Buxton declared the meetin9 adjourned at 9:30 P.M. ATTEST: CITY CLERK
