HomeMy WebLinkAboutMin 12-01-65 1_78 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH DECEMBER 1, 1965 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Buxton, Councilmen Norgard, Crook, Scotto and Harlowe present. APPROVAL OF MINUTES On a motion by Councilman Harlowe, seconded by Councilman Crook, it was unanimously carried the minutes of November 27, 1965 be approved as submitted by the Clerk. SPECIAL WARRANTS On a motion by Councilman Scotto, seconded by. Councilman Norgard, it was unanimously carried special warrants in the amount of $473.74 be approved and ordered paid. PROPOSED PARKING DISTRICT The City Attorney reported that an opinion has been received from the Bond Counsel that only the principal advanced by the City for purchase of the parking lots may be reimbursed by the Parking District, and that interest on the money so advanced may not be reimbursed. After discussion, the Council gave general approval to the City Attorney proceeding with preparation of the necessary documents to advance the funds required for exerciSe of the options on the properties involved for consideration at next week's meeting. CITY vs. FONES HEARING GRANTED BY SUPREME COURT The City Attorney reported that a hearing has been granted by the Supreme Court to Mr. Fones in the case of the City vs. Fones, the date for which has not yet been set. PROPOSED PARKING DISTRICT BOND COUNSEL IDENTIFIED Councilman Scotto enquired as to the name of the Bond Counsel involved in the Parking District project and was informed that it is the firm of Orrick, Dahlquist, Herrington and Sutcliffe of San Francisco. REPORT ON RESULTS OF BID CALL FOR THREE REPLACEMENT POLICE CARS The City Manager reported that no bids were receiveH for the police cars, and that in checking with the local dealers who received the specifications determined that the most consistent reason given for failure to bid was based upon the problems involved in acceptance of the trade-ins. It was recommended the Council consider authorizing negotiation for the best purchase arrangement available, and that the models to be re- placed be disposed of by public auction, or by obtaining whole- sale bids .... On a motion by Councilman Nor~ard, seconded by Councilman Harlowe, it was carried by majority voice vote the City Manager be auth- orized to negotiate for the purchase of 3 replacement police cars and report back to the Council as soon as possible. William Moores as spokesman, several members of the eautification Committee addressed the Council for the of ommending close supervision of the tree trimming program the City which they felt was performed without due care, 2) To request Council consideration of the dedication of the triangular shaped section of land lying northwest o= the Hunicipal Park for a permanent memorial park 'For which a development plan, shrubs, plants and ornamental objects would be provided by the Committee after initial landscaping by the City. It was explained that funds -for the project would be obtained by means of establishing and publicizing a Memorial Fund to which anyone interested may donate. It was stressed that the Committee did not wish to 'proceed with the project unless assurance could be given by the Council that the mrea would be preserved i-F planted. The matter was discussed at length, and at the request of the Council, the Beauti'Fication Committee agreed to outline their proposal in writing in more specific detail and return for further discussion in two wee!<s. FURTHER DISCUSS ION OF REFUSE CCLLECTION A~D DISPOSAL PROGRAM The City Manager reviewed two proposals presented December 1, 1965 by the Ul<iah Sanitary Disposal Service as the result o'F negotiations for a contract to provide refuse collection and disposal service within the City, After discussion of questions regarding the details of each proposal, it was determined that Proposal A wi th specified modifi- cations would be considered as the basis for a new contract a3reement and the City Attorney was authorized to prepare the required contract form. RECESS - A brief recess was called at 11:24 P.M., after which the Council reconvened at 11:29 P.M. E. GOBBi ST. REPAVING APPROVED The City Manager reviewed an engineering estimate for the repaving of E. Gobbi Street between the freeway and State Street in the total amount of $5,000 including grading of the shoulders, and plant mix surfacing the entire area to provide a 2z~ foot travelled way. it was explained that at the time it is widened, complete reconstruction of the street would be required, but that the work currently proposed will provide an adequate surface and eliminate considerable maintenance expense for a period of several years. It was also explained that due to problems which have delayed construction of the Standley Street water line improvements West of Dora Street, financing of the project can be arranged through diversion of these funds and rebudgeting the water line work during the 1966-67 fiscal year. On a motion by Cou it was unanimously between State Stre nc ilman Crook, seconded by Councilman Horgard, carried the resurfacing of E. Gobbi Street et and the freeway be approved as recommended. NO. 66-26 DIRECTING FILING PROTEST TO REQUESTED RELINQUISHMENT OF THE DIVISION OF HIGHWAYS NO. 7O2 The City Manager read in full a prepared statement of objections to the proposed relinquishment of portions of State Street and Talmage Road by the Division of Highways and recommended their use as the basis for filing a protest with the California Highway Commission to such relinquishment. it was reported that the State has offered a total of $5,500 for correction of deficiencies on the West side of State St. between Freitas and Luce Avenues. The City Engineer is investigating this offer in view of other improvement plans which may be desirable on Freitas Ave. and will report to the Council at a future meeting regarding his recommendations. On a motion by Councilman Crook, seconded by Councilman Harlowe, it was carried by the following roll call vote Resolution No. 66-26 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Directing Filing With The California Highway Commission Protest To Requested Relinquishment No. 702 Of The Division Of Highways." AYES: Councilmen Norgard, Mayor Buxton. NOES: None. ABSENT: None. Crook, Scotto, Harlowe and CHRISTMAS TREE LIGHTING CEREMONY The Council was reminded of the Christmas Tree Lighting Ceremony to be held on Seminary Lane at 7:00 P.M., December 2nd. COUNCILMAN CROOK Councilman Crook asked whether any communication had been received from the Chamber of Commerce and was informed that nothing had been heard from the organization as yet.
