DECEMBER 15, 1965.
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Buxton, Councilmen Norgard,
Crook, Scotto and Harlowe present.
GENERAL WARRANTS
On a motion by Councilman Crook, seconded by Councilman Norgard,
it was unan"imously carried general-warrants in the amount of
$22,514.42 be approved and ordered paid.
APPROVAL OF MINUTES
On a motion by Councilman Norgard, seconded by Councilman Scotto,
it was unanimously carried the minutes of December 8, 1965 be
approved as submitted by the Clerk.
PARKING DISTRICT NO. 1
The City Attorney reported that escrows have been opened for the
properties to be acquired under the newly formed Parking District,
and it is hoped that all ownerships will be ready to be deeded by
the end of the week.
PROPOSED REFUSE COI_LECTION
AND DISPOSAL CONTRACT
The City Manager advised the Council that after a series of
meetings with the contractors and their legal counsel, agreement
had been reached on a proposed contract to provide refuse collec-
tion and disposal within the city, with the exception of certain
points which were discussed and solutions reached as follows:
l) Rates for both commercial and domestic 2-can service will
be double the 1-can rate.
2) The type of container for curb-side service was discussed and
it was determined that the specifications not require, but
encourage the use of disposable containers.
3) The Contractor requested that a 50 foot walking distance
limitation on backyard can location be enforced, but the
present wording regarding location was not changed.
4) The requirement that the Contractor furnish a current list
of customers and charges was modified to require only a customer
list with the contractors books being open for examination
by the City to determine the type of service and rates as
des i red.
5) The reservation by the City to levying a charge for the use
of the disposal area by the contractor operating in the fringe
areas was deleted and it was determined that no charge would
be levied during the term of the contract.
6) Based on the contractor's request that they be specifically
permitted to burn, it was determined that this could be done
based on the effects of inclement weather with specific
written permission of the City Engineer.
7) In regard to the payment of $900 maximum per year to the Con-
tractor, after extensive discussion it was determined that
any further payment to the Contractor for the purpose for
which the $900 has been paid be eliminated from the new
agreement.
RECESS
At this point, ll:O1 P.M., Mayor Buxton declared a brief recess,
after which the Council reconvened at 11:06 P.M.

SIERRA PACIFIC AIRLINES
R_EQUE. ST FOR OPERATING PERMIT
The City Manager read a formal request submitted by Sierra Pacific
Airlines for an operating permit to provide airlines service to
the Ukiah Municipal Airport, and reviewed additional information
presented with the request. Mr. Clinto Moen was present to repre-
sent the Airlines and discussed the general objectives of the firm
with the Council. It is proposed the Airlines occupy space in the
main lounge of the Administration Building for a customer service
counter, and office space as soon as it is made available.
It was reported that the Airport Commission considered the proposal
at a special meeting held last night, and recommended the Council
act favorably on the request.
A proposed draft of an operating agreement previously reviewed with
Mr. Moen was read in full and met with the general approval of the
Counc i 1.
On a motion by Councilman Scotto, seconded by Councilman Harlowe,
it was unanimously carried the City Attorney be instructed to
prepared the operating agreement with Sierra Pacific Airlines in
final form for adoption.
REPORT RE. NEGOTIATIONS FOR PURCHASE
OF POLICE CARS AND AUTHORIZATION TO
CALL FOR BIDS
The City Manager advised the Council that as a result of his
negotiations with various dealers for the purchase of police cars
he would recommend the City call for bids again on a formal basis.
On a motion by Councilman Norgard, seconded by Councilman Scotto,
it was unanimously carried the City Clerk be authorized to call
for bids for three replacement police cars, bids to be received
prior to 2:00 P.M., January 4, 196

A brief discussion followed concerningw, bether the $5 per day
penalty for delayed delivery be deleted from the specifications
for the cars.
On a motion by Councilman Crook, seconded by Councilman Norgard,
it was unanimously carried the $5 per day penalty for delayed
delivery be deleted from the specifications.
On a motion by Councilman Crook, seconded by Councilman Norgard,
'"i't was unanimously carried the provision for trade-in of existing
cars be deleted from the specifications for police cars.
REQUEST TO CALL FOR BIDS FOR
PETROLEUM PRODUCTS REQUIREMENTS
On a motion by Councilman Norgard, seconded by Councilman Scotto,
it wa s unanimously carried the City Clerk be authorized to call
for bids for petroleum products requirement through June, 1967,
bids to be received prior to 2:O0 P.M., January 4, 1965.
DIVISION OF FORESTRY REQUEST FOR
SUPPORT FIRE BREAK DEVELOPMENT
The City Manager requested the Council to support the 'lFire.Safe"
program as it pertained to the construction and maintenance of a
fuel break generally along the westerly City limits of the City
and extending from Boonville Road to Low Gap Road on a permanent
basis. The Council was agreeable to supporting the program and
authorized the City Manager to make the necessary contacts with
Division of Forestry officials.

On a motion by Councilman Crook, seconded by Councilman Scotto,
it Was unanimously carried the City Manager be authorized to
contact the Division of Forestry officials in regard to the fire
break program as outlined.
COUNCILMAN NORGARD
Councilman Norgard requested and was granted the Council's per-
mission to be absent from the State for a short period of time.
SPECIAL MEET lNG
It was informally agreed that due to the approaching Christmas
holiday the next meeting of the Council would be in special
session, Wednesday, December 22nd, 1965 at 2:00 P.M. instead of
the regular meeting at 8:00 P.M. on that date.
ADJOURNMENT
As there was no further regular business, Mayor Buxton declared
the meeting adjourned at 12:07 A.M.
