HomeMy WebLinkAboutMin 01-05-66MINUTES JANUARY OF THE MEET lNG OF THE COUNCIL 5, 1966 OF THE CITY OF UKIAH The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Buxton, Councilmen Norgard, Crook, Scotto and Harlowe present. PAYROLL WARRANTS On a motion by Councilman Norgard, seconded by Councilman Scotto, it was unanimously carried payroll warrants for the period of December 16th through 31, 1965 be approved in the amount of $33,150.36. SPEC IAL WARRANTS On a motion by Councilman Harlowe, seconded by Councilman CROON, it was unanimously carried special warrants in the amount of $12,190.13 be approw!~d and ordered paid. APPROVAL OF MIN'JTES On a motion by Councilman Scotto, seconded by it was unanimously carricC the minutes of the of December 22, 1965 be approved as submitted Councilman Crook, special meeting by the Clerk. TALMAGE RD. - DISCUSSION RE. BUILDING SET-BACK LINES The City Attorney reported that no communication had been received from the State Highway Commission relative to its action on the protest filed by the City~ the proposed relinquishment of Talmage Rd. and State St. within the City Limits. It was explained that the low bid for regular gas submitted by Tidewater Oil Co. was based upon the bidder being awarded the contract to furnish all petroleum products, and the low bid of Richfield Oil Co. for diesel fuel was based upon quantity deliveries for which the City cannot provide sufficient storage. It ~.~as also pointed that the Gulf Oil Co. submitted the only bid complying with the specifications for motor oil. AWARD OF BID FOR PURCHASE OF POLICE CARS - COX MOTORS A tabulation of bids for three replacement police cars was reviewed by the City Manager as follows: Cox Motors Dodge Coronet Model $7,833.1. O W.K. 41 Police Pursuit (Rear window defroster deleted) Ukiah Motors Sales Plymouth Fury Pursuit 8,230.62 Dunning Motors Ford 8,/+12.67 It was the opinion of tht~, City l¥1anager that deletion of the rear window defroster by the low bidder, Cox Motors, was not a critical item and that the units bid comply with the specifications in all other respects. On a motion by Councilman Crook, seconded by Councilman Norgard, it was carried by majority voice vote the bid for purchase of three replacement police cars be awarded to Cox Motors in the amount of $7,833.10, without trade-in. O0 $7,103.00 plus: Office and Christmas utility Miscellaneous Christmas decoration expense costs Total 480.OO 200 .OO 75O.OO 5 3 J' O O The Chamber requested that they be authorized to expend the $1,OO0 currently being held in the-savings account, leaving a new budget request for the 1965-66 fiscal year of $7,533.00. After discussion, it was agreed that the decision on the request be postponed for one week and the Chamber was requested to provide a copy of the entire budget for the current fiscal year for the MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JANUARY 5, 1966 - PAGE 3 CHAMBER OF COMMERCE REQUEST FOR REVISED BUDGET ALLOCATION (,Cont.) Council's study in the meantime. Mr. Spagnola stated that he would present this material early next week. UKIAH SANITARY DISPOSAL SERVICE REQUEST REDUCTION OF PERFORMANCE BOND REQUIREMENT On behalf of Mr. Reuben Hohnstein and Mr. Marvin Bowen, Mr. Tim O'Brien addressed the Council to request a reduction of the per- formance bond requirement under the new contract with Ukiah Sanitary Disposal Service. Mr. Bob Jardine also spoke on the difficulty which had been encountered in trying to obtain a bond in the amount of $25,000 as required by the contract. The con- tractors advised the Council that they would be willing to post a $5,000 cash security in addition to the present $5,000 bond maintained by the firm. On a motion by Co~mcilman Norgard, seconded by Councilman Scotto, it was unanimously carried the City Council approve an amendment to the Contract with Ukiah Sanitary Disposal Service to require a performance bond in the amount of $5,000, and in addition, that a cash deposit in the amount of $5,000 be placed in a savings account pledged to the City. POSTPONE BID CALL FOR DEMOLITION OF HOUSES ON PROPOSED PARKING LOTS The City Manager requested postponement of the call for bids for demolition of thre~ houses on 'the proposed par!;:ing lots. REQUEST TO CALL FOR BIDS - CEMENT MORTAR LINING OF WATER PIPE The City Manager reviewed specifications for the cement mortar lining of steel water pipe in the following amounts: 2,980 Lineal feet of 16" pipe 1 , 190 " ,, ii 12" pipe 1,875 " " " 8" pipe and requested that a bid call be authorized for the work. On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was unanimously carried the Clerk be authorized to call for bids for the cement mortar lining of steel water pipe according to the specifications presented, bids to be opened January 25, 1966 at 2:00 P.M. LEAGUE OF CALIF. CITIES - NO. BAY DIV. QUARTERLY MEETING A notice was read that the next quarterly meeting of the No. Bay Division of the League of California Cities will be held in Lakeport, January 29th, 1966. Additional details regarding the meeting are expected to be received in .th.e near future. COUNCILMAN NORGARD Councilman Norgard called attention to the article in the January issue of Western Cities Magazine concerning the successful bond issue election recently conducted in Santa Rosa and expressed the hope that the city's projects would be reactivated as soon as possible. Mr. Cash stated that the Hanauer report will be rcc~ived some time this month and reported briefly on the causes for delay in completing the report. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JANUARY 5, 1966 - PAGE 4 COUNCILMAN CROOK Councilman Crook asked if the funds collected from parking meters on the streets and existing parking lot is now being deposited in the Parking District fund and was informed that until the bonds are sold such funds will continue to be deposited in the General Fund. In response to questions by Councilman Crook concerning the project to develop additional water supplies, it was reported that neectia- tions for acquisition of the property for the new well site a~e nearly complete, after which the City will be ready to enter into a contract for construction of the system. Approximately four months will be required for construction and it is anticipated the system will be ready for production sometime in August. Councilman Crook enquired whether the Hanauer Report will include a recommendation concerning parks and was informed that it would. Councilman Crook enquired whether the Council would be kept advised at any time budget expenditures were reaching a maximum and was informed that the monthly report prepared by the Director of Finance provides this information. COUNCILMAN HARLOWE In response to a question by Councilman Harlowe, the City Manager said that although he had no factual information, he understood that the County officials were investigating the possibility of joint efforts to establish a County park with State and Federal funds. ADJOURNMENT As there was no further regular business, Mayor Buxton declared the meeting adjourned at 10:17 P.M., after which the Council reconvened in closed personnel session. ATTEST: CITY CLERK
