MEET lNG OF THE COUNCIL
OF THE
CITY OF UKIAH
.The City Council convened in regular session in the Council
Chambers at 8:01 P.M. with Mayor Buxton, Councilmen Norgard,
Crook and Scotto present. Councilman Harlowe was absent.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman
it was unanimously carried the minutes of March 16, 1966
approved as submitted by the Clerk.

PAYROLL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Norgard,
it was unanimously carried payroll warrants for the period of
March 1st, through 15th, 1966 be approved in the amount of
$31,816.79.
CITY ATTORNEY REPORTS RE.
POSSIBLE SOIL TEST ORDINANCE AND
ADOPT ION OF UNIFORM BUILDING CODES
The City Attorney reported that in conferring with the Building
inspector regarding a soil test ordinance and adoption of the
1964 Uniform Buildin~ Code, he had learned there are several
other uniform codes Including Housing, Plumbing and Heating,
and the Electrical Code which the Building Inspector feels should
be adopted or updated. Copies of the various codes have been
ordered and an overall recommendation will be made to the Council
at a later meeting.
DELORES A. RUTTER CLAIM FOR
DAMAGES DENIED
The City Attorney reviewed a claim filed March 22, 1966 by
Delores A. Rutter in the amount of $99.24 for damages to a
washing machine motor and a television set which claimant alleges
resulted from defective wiring to her residence at 315 W. Church
Street. It was recommended the claim be denied.
On a motion by Councilman Scotto, seconded by Councilman
it was unanimously carried the claim of Delores A. Rutter
the amount of $99.24 be denied.

CITY ATTORNEY REPORTS RE.
PROPOSED 1966 LEGISLATION
The City Attorney reported on the following proposed
legislation which may be considered during the 1966 Special
Session of the legislature:
l) Preemption. As of March 10th this subject had not come
before the Legislature.
2)
State Aid to Libraries. Proposes expansion in the State aid
program for public libraries on an equalization formula
based on assessed valuation per capita. Higher qualifying
standard for book acquisition, over those required by the
1963 Libraries Act, are included in the proposed amendment.
The League of California has pointed out that only the four
largest municipal libraries in the state would be eligible
aid without joing a 'llibrary system" as approved by the
State Librarian, md has urged opposition to the bill.

Mrs. Freida Winter, City Librarian, gave a detailed review
of her understanding of the proposed legislation and explained
the many services available to the City Library through its
membership in the North Bay Cooperative Library System.

The standards of library service can be raised more economically
through membership in such systems, and Mrs. Winter recom-
mended the Council support AB 814 considering the City's present
pos i t i on.
On a motion by Councilman Norgard, seconded by Councilman
Scotto, it was unanimously carried the City Attorney be
authorized to inform the State Senators and Assemblyman Belotti
of the Council's support of AB 8lb,.
Under the question, Councilman Crook requested the City Manager
to explain to the Library Board of Trustees the Council's action
could not be postponed due to the fact that time is of the
essence in conveying the City's position prior to consideration
of the bill by the Legislature.

mentioned that he had b'e"en'' informed'"t'hat a bill authorizing
the inclusion of undergrounding of electric facilities in the
1911 Improvement Act Assessment proceedings had been drafted
and will be presented to the Legislature at this Special
Session. He has written for a copy of the bill and will report
back to the Council after he has reviewed it.
VARIANCE APPLICATION NO. 66-18

The City Attorney reviewed Application for Variance No. 66-18
by Vargas & Lord to permit construction of four four-plex
units on parcel zoned R-1 located in rear of property located
at 1028 through 1042 W. Standley Street, plot plan and minutes
of various Planning Commission meeting at which the application
was considered. The recommendations of the City Engineer con-
tained in memoranda dated February 17th and 28'. 1966 to the
Planning Commission were also reviewed. It was recommended
the variance be granted subject to special conditions contained
in Planning Commission Resolution No. 66-19 as follows:

There was no one present on behalf of the application, and
there were no written or verbal protests to the proposed
variance.
On a motion by Councilman Crook, seconded by Councilman
Scotto, it was unanimously carried the City Attorney be
directed to prepare a resolution granting Variance No. 66-18
to Don A. Lord, dba Vargas and Lord subject to the conditions
set forth in Planning Commission Resolution No. 66-19.

SCHEDULE FOR TRANSFER OF
PARKING DISTRICT #1 BONDS
The City Attorney reported that various documents have been
received from the Bond Counsel which are necessary for the
transfer of the Parking District #1 bonds, and that the bonds
should be received from the printer early next week for
actual transfer on Friday, April 1st.
UKIAH VALLEY FIRE PROTECTION
DISTRICT - APPROVAL OF
AMENDED AGREEMENT
The City Manager reviewed a proposed Second Amendment to the
agreement with the Ukiah Vel ley Fire Protection District for the
period of July 1, 1966 through June 30, 1967 and reported that
it had been approved by the District Board of Directors on
March 21, 1966.
On a motion by Councilman Norgard, seconded by Councilman Scotto,
it was unanimously carried the Second Amendment to Ukiah Valley
Fire Protection District-City of Ukiah Agreement be approved and
the Mayor and Clerk be authorized to sign same.
DISCUSSION REGARDING ALEX
THOMAS GRAZING LEASE AND PtlRCHASE
OF PROPERTY FOR RANNEY WATER
COLLECTION SITE
The City Manager reviewed a proposed agreement for renewal of
the Alex Thomas grazing lease at Wells #1 and #2 and explained
that Mr. Thomas has requested the renewal be based upon the
same terms as the original lease which expires July 1, 1966
as a condition to the City's purchase of property for the Ranney
Water Collector site.
After lengthy discussion, during which individual members of the
Council indicated disapproval of having one arrangement dependent
on another, the matter was referred back to the City Manager
for accumulation of additional information and a report at the
next meeting.
SALES TAX REPORT
The City Manager reviewed a report of sales tax receipts indicating
that $228,803.54 has been received through the third quarter of
the current fiscal year as compared with $211,709.33 fcrr the same
period of 1964-65. It is estimated that $67,000.00 will be
received during the fourth quarter for a total of $295.803.54
in 1965-66 as compared with $275,420.61 for 1964-65.
PUBLIC LAW 875 - FINAL AUDIT
OF FLOOD DAMAGE REPAIRS
The City Manager reported receiving the State Controller's
final audit of expenditures for flood damage repairs in con-
nection with the City's application for reimbursement under
Public Law 875. As the result of minor adjustments in the
amount of $137.69 it has been determined the City is eligible
for Federal reimbursement in the amount of $38.814.79.
INVITATION TO CHAMBER OF COMMERCE-
19TH DISTRICT FAIR BOARD DINNER
The City Manager read an invitation to members of the Council and
their wives to attend a dinner hosted by the Merchants Division
of the Chamber of Commerce and the 12th District Fair Board on
Monday, March 28th at the Fair Grounds.

COUNCILMAN NORGARD
Councilman Norgard commented that the Pacific Telephone and
Telegraph Co. should be complimented for their current
voter registration drive.
Councilman Norgard reported receiving several calls regarding
the number of dogs running loose. The City Manager pointed out
that it appeared many people turned their dogs out during hours
which they believe the Poundmaster is not on duty, and stated
that although the Poundmaster's Report received today indicated
an increase in the number of dogs picked up, he would investigate
to determine if better enforcement can be achieved.
COUNCILMAN CROOK
Councilman Crook enquired whether the house recently reconstructed
at the corner of Dora and Walnut Streets following a fire had
maintained a permissible setback. It was explained that in an
established neighborhood, the average of the setbacks in the
block is applied to new construction.
ADJOURNMENT
As there was no further regular business, Mayor Buxton declared
the meeting adjourned at 10:30 P.M.
