NO. 66-g2 OPPOSING CURBSIDE DELIVERY OF MAIL BY U.S. POST OFFICE The City Attorney reviewed a bulletin from'the League of California Cities pointing out that curbside delivery of mail is now required in all new subdivisions by the Post Office, and recommending concerted effort on the part of all cities to have this regulation rescinded. l~n a motion by Councilman Harlowe, seconded by Councilman Henderson, it ,Nas unanimously carried Reso]ution No. 66-52 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Of The City Counci] Of The City Of Ukiah Opposing Curbside Delivery of Hail By the United States Post Office." CITY ATTORNEY REVIEWS OUTDOOR RECREATION LOCAL GRANT PROGRAM __ The City Attorney summarized and reviewed the Outdoor Recreation Local Grant program (Land and Water Conservation Fund P.L. 8~q-578) and after discussion the Council informally approved the preparation of an application for funds For development of a regional park in cooperation with the County of Mendocino. MAYORS' AND COUNCILMEN'S INSTITUTE - MAY 22-25 The Council was reminded of the Mayors' and Co~.~nci 1men's Institute to be held in Monterey from Hay 22nd through 25th and asked that reservations be requested as early as possible. Mayor Norgard indicated that he would definitely attend the conference. RES. NO. 66-53 AFFIRMING PLANNING COMMI SSI ON DENI AL OF USE PERMIT APPLICATION NO. 66-20 (LANDIS MORGAN) On a motion by Counci 1man Henderson, seconded by Councilman Harlowe, it was carried by the following ro11 call vote Resolution No. 66-53 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Affirming Planninq Commission Denial Of Use Permit Application No. 66-20 (Landis Morgan) ." MAYOR'S PROCLAMATION OF REALTOR WEEK The Mayor's Proclamation of Realtor Week, May 22nd through 28th, 1966 was read by the Clerk and signed by Mayor Norgard. VARIANCE APPLICATION NO. 66-23 RALPH L. RAINS Application for Variance No. 66-23 by Ralph L. Variance Application No. 66-27 by TBS Builders Supply to permit use of leased parcel adjacent to and West of the present loca- tion at 181 Wabash Avenue for storage of buildin9 supplies, plot plan, and Plannin9 Commission Resolution No. 66-26 recommendin9 the 9ranting of the variance were reviewed by the City Manager. Donald A. Starks was present on behalf of the application and there were no written or verbal protests to 9ranting the pro- posed variance. On a motion by Councilman Crook, seconded by Councilman Hender- son, it was unanimously carried the City Attorney be directed to prepare a resolution 9ranting Variance No. 66-27 to TBS Builders Supply as recommended by the Plannin9 Commission, and subject to the additional condition the area in question be oiled. REQUE FOR B OR CA ST AND AUTHORIZATION TO CALL IDS - 6" and 8" CEHENT ASBESTOS ST IRON PIPE On a motion by Councilman Crook, seconded by Councilman Hariowe, it was unanimously carried theClerk be authorized to call for bids for 3400 feet of 6" and 2000 feet of 8" cement asbestos or cast iron pipe, AWWA Class 150, bids to be opened at 2:00 P.M., May 3l, 1966. AMBULANCE SERVICE - ZIMMERMAN MORTUARY __RE_QUEST FOR TRANSFER OF AGREEMENT The City Manager read a letter from Rodney L. Zimmerman request- ins assignment and transfer of the agreement with Zimmerman ,Ambulance Service to Leonard W. Winter. A signed statement by Mr. Winter requesting the transfer and agreeing to the terms and conditions set forth in the agreement was also read. The Council was informed that Mr. Winter has been employed by Zim- merman Mortuary for several years. NO. 66-54APPROVING CORRECTED BUDGET FOR GAS TAX FUNDS The City Manager reviewed a revised budget for expenditure of Gas Tax funds allocated to cities under Section 2107 of the Streets and Highways Code which had been reduced by $800 from the amount originally budgeted. UKIAH VALLEY ASSOCIATION FOR RETARDED CHILDREN REQUEST FOR CONTINUED USE OF BUILDING AT SMITH & MASON STS. A Letter was read from the Ukiah Valley Assn. for Retarded Children requestin9 continued use of the buildin9 at Smith and Mason Streets beyond the expiration of the lease on June 30, 1966 for warehousin9 of products now bein9 produced in their workshop at the State Hospital and awaitin9 shipment. It was the recommendation of the City Mana9er that the buildin9 is too dilapidated for continued use even for ware- hou si n9 · On a motion by Councilman Crook, seconded by Councilman Harlowe, it was unanimously carried the request of the Ukiah V~lley Rehabilitation Workshop be denied and that occupancy of the building at Smith and Mason Streets be terminated June 30th, 1966 in accordance with the lease. JR. CHAMBER OF COMMERCE PARADE The Council was reminded of invitations extended by the Junior Chamber of Commerce to ride in the parade they are sponsoring on Saturday, May 21st in connection with Merchant Fiesta and Western Week. JR. CHAMBER OF COMMERCE GRANTED PERMISSION TO USE SEMI NARY AVE. DEPARTMENT OF THE AIR FORCE LETTER OF APPRECIATION A letter was read from W. R. Nevi tt, Commander of McClellan Air Force Base expressin9 appreciation for the assistance rendered Major Marvin L. Reynolds and his crew when their EC-121D landed at the Ukiah airport on the mornin9 of April 29th. CONGRESSMAN CLAUSEN - CORRESPONDENCE RE. FEDERAL ALLOCATION OF HIGHWAY FUNDS The Council was informed that a letter had been received from Congressman Clausen in clarification of the many com- plications involved wi th allocation of Federal funds for construction of highways in California. On the same subject, it was al so reported that a bulletin had been received from the League of California Cities urging that action be taken requesting our Congressmen to restore funds to California previously allocated for freeway construction in San Fran- cisco. It was noted that the City of Ukiah had al ready complied in its adoption of a resolution urging inclusion of Highway lO1 in the Federal System of Interstate Highways. .'2, 58 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 1~1,_1966 - PAGE 5~ FRED PETERSON Fred Peterson, reporter for Station KUKI, commented that several employees in the vicinity of Smith and State Streets had re- quested him to point out the need for some type of warnin9 li9ht at that intersection for protection of pedestrians crossing State Street following the fatal accident which occurred this afternoon. COUNCILMAN CROOK Councilman Crook enquired whether the operators of private parking lots are required to pay business licenses, and was informed that they are unless they are provided in connection wi th another business. COUNCILMAN HENDERSON Councilman Henderson requested information pertai ni ng to the time schedule for resurfacing of Standley Street and was in- formed that following relocation of power lines on the south side of the street curb and gutter will be constructed with paving expected to be completed sometime in July.
