JUNE ] 5, 1966
The City Council convened in regular'session .in the Council
Chambers at 8:04 P.M. with Mayor Norgard, Councilmen Scotto,
Crook, Henderson and Harlowe present.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman Henderson,
it was unanimously carried the minutes of June 8, 1966 be approved
as corrected.
GENERAL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Crook,
it was unanimously carried general warrants in the amount o'F
$68,808.70 be approved and ordered paid.
PET IT ION FOR REHEARING FROM DENIAL
OF USE PERMIT NO. 66-20 - LANDIS MORGAN
A Petition For Rehearing Of Appeal From Decision of Planning
Commission Denying Application For Use Permit No. 66-20, and
a letter from James P. Cooper, Attorney for the petitioner, were
read by the City Attorney. Petitioner requests that a temporary
permit be 9ranted for a period of one year for use of the property
located at the southwest corner of Mason and Norton Streets
for truck and trailer parl<in9, and states that durin9 this time
arrangements would be made for relocation of the entire trucking
operation to another site. Mr. Cooper addressed the Council to
state that it is the opinion of his client this proposal is the
only permanent solution possible to the problems which have developed
'from operation in this neighborhood. Mr. Cooper also stated that
it was their intent to request the permit be 9ranted for one
year commencing on the date such permit may be granted. .-~ .....
Hr. Fidel Royval and Hr. Leo Foster were present in the audience
and emphatically and forcibly expressed objection to any further
consideration of the matter, regardless of Mr. Morgan's offer
toterminate his operation entirely within one year.
When questioned by the Council regarding the original use permit
granted to him to conduct a trucking business, Mr. Morgan stated
that he would be willing to relinqish that permit if he is
granted the temporary permit under consideration.
On a motion by Council Crook, seconded by Councilman Scotto,
it was unanimously carried the City Attorney be instructed to
prepare a resolution rescinding Resolution 66-53 and fixing the
time for rehearing the appeal of Landis Morgan from denial of
Use Permit Ho. 66-20 on July 6, 1966 at 8:00 P.M., or as soon
thereafter as the same may be heard.
BRUCE D. BAJEMA - CLAIM FOR
DAMAGES DENIED
The City Attorney reviewed a claim filed by Bruce D. and ,Annette
Bajema in the amount of $L~5.00 for damages allegedly resulting
from a broken sewer line. It was recommended the claim be denied.
On a motion by Councilman Scotto, seconded by Councilman Henderson,
it was unanimously carried the claim of Bruce D. and Annette
Bajema be denied.

The City Attorney reported that an escrow had been opened in
connection with the purchase of the Poulos property at Perkins
and Hain Streets, and arrangements are being made with the bani<

A letter requesting abandonment of a portion of the cul-de-sac
at the West end of Hill Street and indicating agreement as to
how the abandoned property would be divided signed by Ruel 5tickney,
Lee 'White and Larry Baldwin was read by the City Attorney.
On a motion by Councilman Harlowe, seconded by Councilman

WATER SHORTAGE
A summary report was made by the City Manager on all factors
pertaining to the water shortage of Hcnday and Tuesday including
suggestions for scheduling water use by major consumers in order
to. gain some control over the peak demand periods.

REPORT RE. POLICE PURSUIT
DRIVER TRAINING
The City Manager reviewed a report submitted by Police Chief
Saulsbury relative to the Police Pursuit Driver training recently
attended by the first group which will receive this training under
the direction of the Los Angeles County Sheriffls department.

BUILDING DEPARTMENT REPORT
The City Manager reviewed a report from the Building Department
for the month of May indicating permits have been issued for
construction valued at $1,867,822.00 during the current Fiscal
year to date.

Councilman Scotto agreed to continue as the Council's representative
to the Redwood Empire Division of the League of California Cities,

Manager reported obtaining four informal bids for replace-

The variation from previous procedures was questioned and it was
determined the City Attorney would check existing ordinances
relative to the informal bid procedure.

CHAMBER OF COMMERCE REPORT
Representatives of the Chamber of Commerce gave a brief report on
the progress of various Chamber projects and invited members of
the Council to attend a/meeting of the Board of Directors on
Friday, June 17th luncheon
COUNCILMAN SCOTTO
Councilman Scotto asked if furtheF

and was informed that it had not.
COUNCILMAN CROOK
Councilman Crook enquired into the reasons for sendin9 members of
the Police Department to Los Angeles for trainin9 and was informed
that the Los Angeles County Sheriff's Department is the only agency
in California which provides the pursuit driver trainin9. The City
Hanager also reviewed the Police Officers Trainin9 Program available
to all new officers within the first 18 months of employment. This
program is sponsored by the State which also assumes half the
cost of the program.

COUHC I LMAN HENDERSON
Councilman Henderson asked how often meetings of the Traffic
Committee are held and was informed that meetings are held
on a monthly basis, and although not open to the public, anyone
with business to bring before the Committee is welcome to attend.
COUNCILMAN HARLOWE
Councilman Harlowe asked whether or not follow-up procedures
have been used since the streets were cleaned of rubbish
and was informed there have been a few contacts made by the
Police Department; however, there has been very little difficulty
with continued dumpin9 of material in the street since enforcement
policies were publicized.
