HomeMy WebLinkAboutMin 06-22-66MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 22, 1966 The City Council convened in regular session in the Council Chambers at 8:02 P.P,. with Mayor Norgard, Councilmen Scotto, Crook, Henderson and Harlowe present. APPROVAL OF MINUTES On a motion by Councilman Henderson, seconded by Councilman Harlowe, it was unanimously carried the minutes of June 15, 1966 be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Henderson, seconded by Councilman gcotto, it was unanimously carried payroll warrants for the period of June 1st through 15th be approved in the amount of $35,2/+8.L~5. SPECIAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was unanimously carried special warrants in the amount of $47,976.94 be approved and ordered paid. CLOSED PERSONNEL MEETING At this point in the meeting, 8:03 P.M., the Council retired to adjoining chambers for a closed personnel meeting and returned to continue in open session at 8:26 P.M. PUBLIC HEARING - WEED AND RUBBISH ABATEMENT PROGRAM Public Hearing was declared open at 8:26 P.H. on the abatement of weeds, rubbish, refuse and dirt 'From private property. The City Attorney noted that notices had been mailed to each property owner involved, but recommended that since postin9 of the properties with a duplicate notice had not been completed within five days of the hearing, the hearin9 be continued to the meetin9 of July 6th. it was also pointed out that all properties cleaned prior to that date will be withdrawn from the list subject to abatement There were no persons present in the audience requesting to be heard on the matter of weed abatement. On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the public hearing on weed, rubbish, refuse and dirt from private property be continued to the meeting of July 6, 1966 at 8:00 P.H. WM. HOWARD HUDSPETH - CLAIM FOR DAMAGES DENIED The City Attorney reviewed a claim filed June 16, 1966 by William Howard Hudspeth for personal injuries in the amount of $10,500.00 allegedly sustained at the Municipal Dump on June 12, 1966. It was pointed out that the Disposal Area is maintained under a contract agreement, and recommended the claim be denied and referred to the contractor for his attention. On a motion by Councilman Scotto, seconded by Councilman Henderson, it was unanimously carried the claim of William Howard Hudspeth in the amount of $10,500 be denied. ANTI-TRUST PIPE CASES; CITY ATTORNEY REPORTS The City Attorney reported that all plaintiffs involved in the Anti-trust pipe cases have been requested to submit payment in the amount of $200 by July 1st, 1966 to the State Attorney General for the purpose of carryin9 on the necessary depositions MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 22, 1966 - PAGE 2 and research work. It was recommended issuance of a warrant in such amount be placed on the agenda for the adjourned meeting of June 29th, 1966. On a motion by Councilman Crook, seconded by Councilman Harlowe, it was unanimously carried the matter of issuance of a warrant to the Attorney General in the amount of $200 be placed on the agenda for the adjourned meeting of June 29th, 1966. TOM W. POULOS PROPERTY PURCHASE; MAYOR AUTHORIZED TO SIGN NOTE On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried the Mayor be authorized to execute an Installment Note payable to Tom W. and Kal iopi Poulos in the total amount o'F $77,000.00 for purchase of property at the northeast corner of Perkins and Main Streets. DISCUSSION RE. PROPOSED DEDICATION OF CHERRY COURT The City Manager read a letter and petition signed by residents of Cherry Court requesting acceptance of dedication of that street and indicating willingness to assume any expense incurred from construction of standard curbs and gutters. A memorandum from the City Engineer was also read outlining various problems in connection with drainage, and water and sewer lines, and recommending further study and development of alternate solutions to such problems before a decision is made regarding acceptance. The Council concurred with this recommendation and the City Engineer indicated his report would be prepared for presentation sometime during the Fall months. STATE PERSONNEL BOARD - REVISED COST SERVICE CONTRACT AGREEMENT APPROVED A revised Cost Service Contract Agreement between the City and the Cooperative Personnel Services of the State Personnel Board was reviewed by the City Manager. The cost for examination services will be increased by approximately $75.00 per year, however, it was pointing out that preparation of examination material cannot be duplicated by the City as reasonably as it can be obtained by contract with the State. On a motion by Councilman Scotto, seconded by Councilman Henderson, i"t 'was unanimously carried the Cost Service Contract Agreement between the City and the State Personnel Board be approved. NOTIFICATION OF ANNUAL LEAGUE OF CALIFORNIA CITIES CONFERENCE i4otices were distributed regarding the Annual League of California Cities Conference to be held in San Diego during October, and the Council was requested to indicate their desire for reservations prior to the middle of July in order to secure hotel accomodations. WRITE-OFF OF BAD DEBTS APPROVED On a motion by Councilman Crook, seconded by Councilman Scotto, [t was unanimously carried bad debts in the amount of $LI-,361./+9 be written off. DELAYED D~ELIVERY OF DUMP TRUCK APPROVED The City Manager reviewed correspondence from Dunning Hotors, inc. and Ford ~totor Co. advising that delivery cannot be made of the lO~ ),~ Dump Truck within the time specified in their bid by reason oF a shortage of 15G" wheel base frames as specified in the bid call. It was their recommendation the City wait for production of 1967 models which should be available early in September, -for the same terms and price bid for the 19~ model. DISCUSSION RE. HIRIWG OF ARCHITECTS FOR BUILDING PROGRAH The retaining of an architectural firm for the approved portion of the capital improvement program was discussed and it was agreed that the 'Firm of Haines, Tatarian and Associates be employed: for this project. The contract agreement between the City and tine architects was discusseo i,, uucall regarding the extent to whhh building projects under consideration should be included in any present contract. The interest and desires of the Library Board were discussed extensively as well as the connection between preliminary Fire House drawings and the final construction design. After discussion it was determined that at the present time the agreement should include only the City Hall project and the preliminary Fire House drawings and that the balance of the program should be delayed until receipt of the financial feasibility study. On a motion by Councilman Crook, seconded by Councilman Scotto, it was carried by the following roll call vote The Council approve the signing of a contract with the firm of Haines, Tatarian and Associates for all required architectural services for a City Hall building, and preliminary sketches of the fire stations. HANAUER & CO. - FINANCIAL BILITY STUDY On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the City Manager be instructed to direct a letter to J. B. Hanauer & Co. giving notice that perform- ance is required under their contract with the City by July 12, 1966. PAINTING OF OLD GAS PLANT OFFERED FOR SALE TO CITY The Council was informed that a painting of the old gas plant has been offered by the wife of the artist for the price of Sb~O.O0, and i.t was determined the Council would examine the painting at Redwood Auto Parts where it is now on display before making a decision regarding possible purchase. PLANN ABAND lNG COHHISSION REPORTS ON PROPOSED ONMENT OF CUL-DE-SAC¢ W. END MILL ST. The report of the Planning Commission recommending the abandon- ment of the cul-de-sac at the West end of Hill Street was reviewed. Perkins Street ban9 very low over the sidewalk area. He was informed it is the City's responsibility to trim all trees overhan9in9 public property. COUNCILMAN HARLOWE Counci.lman Harlowe asked on what basis the selection of sites for the proposed fire houses had been made and was informed that it was the recommendation of the Fire Chief one be located as far north as possible, and one as far south as possible. In view of the selection of Airport property for the proposed South Fire Station, Councilman Harlowe asked if the proposal for operation of an airplane and car wash business had been dropped and was informed that it had in favor of municipal use of the property. MAYOR NORGARD Mayor Norgard reported that several people had asked him whether sufficient directional signs would be provided to the new parking lots. The City Engineer stated that adequate signing had been included in the development plans to clearly indicate the new parking facilities. ADJOURNMENT As there was no further regular business, Mayor Norgard adjourned the meeting to 1:00 P.M., June 29, 1966. ATTEST: CITY CLERK
