The City Council convet~ed in regular session in the Council
Chambers at ?:Ol ?.M. with Mayor Norgard, Counci linen Scottc,
~rool(, Henderson and..~ Harlowe pr,esent.
APPROVAL OF MINUTES
On a motion 'oy Councilman Henderson, seconded by Councilman
Croob,.., it was unanimously carried the_. ~ai,,Jtes,,, of July 20,
approved as submitted by the Clark.
SPECIAL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Hender-
sone, it was unanimously carried special warrants in the amount
of $194.5J be approved and ordered paid.
RES. NO. 67-7 DECLARING PROCEEDINGS
INITIATED TO ANNEX "ANNEXATION NO.
66-1 (ALEX. THOMAS)" AND GIV lNG NOTICE
OF THE PROPOSED ANNEXATION

Council was informed that the proposed annexation of un-
bited territory known as "Annexation No. 66-1 (Alex Thomas)"
been approved by the Local Agency Formation Commission and
boundaries were found to be correct and adequate.
For the information of the Council, Mr. Irish also reported
that Mr. Thomas plans to simultaneously present a request to
the Planning Commission for establishing zoning on the property
within the proposed annexation.
On a motion by Councilman Scotto, seconded by Councilman Crook,
it was carried by the following roll call vote Resolution No.
67-7 be adopted and the Mayor and Clerk be authorized to sign
same, "Resolution Declaring That Proceedings Have Been Ini-
tiated By The Council Of The City of Ukiah To Annex To Said
City Certain Uninhabited Territory Described Herein And Desig-
nated 'Annexation No. 66-1 (Alex Thomas)' And Giving Notice Of
The Proposed Annexation."

SUMMARY REPORT OF RECENT WATER
PROBLEMS AND CORRECTIVE MEASURES USED
The City Manager summarized water problems which developed
during the past week and all of the corrective steps taken during
the emergency period. He stressed the cooperation received
from the public at large, Millview and Willow County Water
Districts, City employees, and Ranney Company employees, and
expressed appreciation for their contribution in correcting
the critical situation.
REJECTION OF APPLICATION FOR FUNDS
UNDER STATE PARK BOND ACT CONFIRMED
The City Manager reported that the City's application for funds
under the State Park Bond Act for development of a City-County
regional park had been returned accompanied by a letter stating
the reasons as previously reported to the COuncil and urging
the application be refiled as soon as the basic planning require-
ments are met. After discussion, it was agreed the entire

file should be returned to tl~e County in view of the original
authorization given by the Board of Supervisors to apply
for the funds on their behalf.
PROPOSED 1~),6,,6-67' BUDGET
Copies of the proposed 1966-67 Budget were distributed to the
Council and the City Manager's Budget Message read by Mr. Cash.
It was agreed the Council would begin review of the budget
following the next regular meeting on August 3, 1966.
INVITATION TO PARTICIPATE IN
CALIF. FIREMEN'S ASSN. PARADE
On behalf of the Volunteer Fire Department, Mr. Robert Hollander
extended an invitation to the Council to participate in the
parade to be held in connection with the California State Firemen's
Assn. convention in Ukiah on September 27, 1966. Mr. Hollander
was informed the Council would participate in the parade.
COUNCILMAN HENDERSON
Councilman Henderson suggested that arrangements be made
periodically to hold a "City Information Day" during which var-
ious projects of the City could be publicized and the public
invited to vi sit the project site. It was specifically sug-
gested that arrangements be made with personnel of the Ranney
Western Methods Corp. for their assistance and approval in
conducting a tour of the water col lector system currently
under construction. The Council concurred wi th this suggestion
and requested the City Manager to look into this possibility.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared
the meeting adjourned at 9:31 P.M.
