AUGUST 3, 1966
The City Council convened in regular session in the Council
Chambers at 8:03 P.M. with Mayor Norgard, Counci 1men Scotto,
Crook, Henderson and Harlowe present.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded b Councilman Scotto

SPECIAL WARRANTS
On a motion by Councilman Henderson, seconded by Councilman
Harlowe, it was unanimously carried a special warrant in the
amount of $2,000 be approved and ordered paid.

of $8,503.87 be approved and ordered paid.
P.G. & E. NATURAL GAS SYSTEM
NOTICE OF HEARING BEFORE P.U.C.
The City Attorney reviewed Notices of Hearing before the Public
Utilities Commission relative to the application of Pacific Gas
and Electric Co. for an order authorizing the construction of
gas lines and exercise of the franchises granted to service
the Healdsburg to Ukiah area. The hearing is cheduled for
Thursday, August ll, 1966 at lO:O0 A.M., Ukiah City Council
Chambers. Notices of Hearing were also received regarding an
investigation on the Commission's own motion into rates pre-
viously authorized by the Commission and various aspects of the
development, and the City Attorney indicated he would obtain
further information pertaining to this matter for a report at
the next meeting.
WESTERN UNION APPLICATION TO P.U.C.
FOR RATE INCREASE APPROVED
The City Attorney reported receiving a copy of Public Utilities
Commission Opinion and Order authorizing Western Union Tele-
graph Co. to increase certain intrastate rates and charges
applicable to telegraph and other services within the State.

Mr. Hamson was present on behalf of the application, and there

On a motion by Councilman Scotto, seconded by Councilman Hender-

The City Manager reviewed plans and specifications for Con-

PARKING METERS - AUTHORIZATION
TO CALL FOR BI DS
The City Manager reviewed specifications for lll parking
meters for installation on the new parking lots and requested
authorization to call for bids.
On a motion by Councilman Crook, seconded by
Harlowe, it was unanimously carried the Clerk
to call for bids for lll parking meters, bids
prior to 2:00 P.M., August 23, 1966.

The Council was also advised that used meters of the type
suitable for installation on the streets surrounding the
parking lots are available for approximately $15.OO per
meter, and the Council concurred with the recommendation of
the City Manager that samples be obtained for inspection by
the Council. It was pointed out no used meters are available
which are adaptable to the change in ti ming necessary for
the parking lots.
PROPOSED GOLF COURSE EXPANSION
The City Manager reported that as yet the financial projection
on the proposed expansion of the golf course had not been
received.
MR. DEL KENNEDY RE. TREES
Mr. Del Kennedy reported that he understood the developer
of the Montgomery & Ward shopping area sou h of the city
limits along the old highway planned to cut down approximately
50 large Oak trees which are within the highway right of way
and requested Council support in any attempts which can be
made to save them. It was pointed out that the County Road
Commissioner would probably have the authority over the area
involved and the City Manager was requested to contact the
County to express the Council's concern for saving the trees.
COUNCILMAN CROOK
Councilman Crook enquired when the June 30, 1966 financial
report would be received and was informed it is nearly
complete and will be distributed by the next meeting.
Councilman Crook asked what is done by the City to control
the height of hedges along street frontages and the overhang
of limbs in sidewalk areas, and was informed that no organized
program of control exists but as problems are reported the
responsible owners are notified to correct the violation.
COUNCILMAN HENDERSON
Councilman Henderson broght up the apparent damage to the
grass at Anton Stadium and the Little League field from the
use of weed killers. It was the opinion of the City Engineer
the grass probably suffered from an improper application of
both weed killer and fertilizer.

MAYOR NORGARD
Mayor Norgard reported thatCouncilmen Henderson and Scotto,
the City Attorney and he had attended a very enjoyable and
interesting meeting of the Redwood Empire Division of the
League of C.~lifornia Cities at Eureka this past weekend.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared
the meeting adjourned at 9:15 P.M., after which the Council
reconvened in study of the proposed budget for 1966-67.
