AUGUST 10, 1966
The City Council convened in regular session in the Council
Chambers at ,9:03 P.M. with Mayor Norgard, Councilmen $cotto,
Crook and Harlowe present. Councilman Henderson was absent.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman
it was unanimously carried the minutes of August 3, 1966
approved as corrected to include the name of Councilman
among those attending the meeting of the Redwood Empi re
League of California Cities at Eureka.

On a motion by Councilman Harlowe, seconded by Councilman Scotto,
it was unanimously carried Resolution No. 67-9 be adopted and the
Mayor and Clerk be authorized to sign same, "Resolution Granting
Variance to Jack C. Hamson."
RES. NO. 67-8 ESTABLISHING BOUNDARIES
OF DIFFERENT TAX AREAS
On a motion by Councilman Scotto, seconded by Councilman Crook,
it was unanimously carried Resolution No. 67-8 be adopted and the
Mayor and Clerk be authorized to sign same, "Resolution Estab-
lishing Boundaries of Different Tax Areas."
GREYHOUND LINES APPLICATION TO
t~.U.C. FOR FARE INCREASE
The City Attorney reviewed a copy of the application of Grey-
hound Lines, Inc. for an order authorizing a Statewide increase
in intrastate passenger fares including fares in the Peninsula,
Contra Costa and Matin services to offset increasedlabor costs
resulting from recent wage negotiations.
P.G. & E. NATURAL GAS SYSTEM
FURTHER REPORT RE. HEARINGS
BEFORE PUBLIC UTILITIES COMMISSION
In regard to the application of Pacific Gas & Electric Co. before
the Public Utilities Commission for an order authorizing the con-
struction of gas lines and exercise of the franchises granted to
serve the Hea]dsburg area, the City Attorney announced that he
and the City Manager would represent the City at hearings to be
held tomorrow at ]O:O0 A.M. in the Council Chambers, and
reported on further information obtained regarding the investi-
gation of the Commission into the rate schedule proposed by P.G.
REPORT ON PROPOSED AMENDMENT TO
AGREEMENT WITH P.G. & E, FOR RESALE
OF ELECTRICITY
&E.
The City Manager informed the Council that Pacific Gas & Electric
Co. has proposed an amendment to the existing agreement between
the City and P.G. & E. for resale of electric power extending
the original agreement for an additional five years. Before any
further consideration of the proposal, Mr. Cash indicated he
would like to check with member cities of the Northern Ca]ifornia
Municipal Electric Association to determine if any association
action should be considered.
LAKE COUNTY PROPOSAL TO FORM
ECONOMIC DEVELOPMENT DISTRICT
A letter was read from the Administrator of Lake County proposing
the formation of a four-county economic development district to
include the counties of Lake, Mendocino, Humboldt and Del Norte
for the purpose of planning and carrying out various projects
under the Economic Devemopment Act of 1965. After discussion,
it was determined the City Manager should send a letter of reply
indicating the Council's interest in the suggestion and request
the City be ke?t informed of further progress in its development.

REPORT RE. TREES - SO. HIGHWAY
The City Manager reported that in contacting the County regarding
the report that Oak trees in the right of way adjacent to the
new Montgomery Ward shopping center were scheduled to be
removed by the developer, he was informed that such trees could
not be touched without specific written authority from the
County. Only diseased trees, or those in conflict wi th driveways
will be authorized for removal.
RANNEY WATER COLLECTOR SYSTEM
PROGRESS REPORT
It was reported that work was currently in progress to relocate
the pump presently used in the Ranney collector system to
another arm to permit extension of the remaining arms of the
system, and that ditching for installation of pipeline neces-
sary to connect the collector to the existing water system is
expected to begin tomorrow.
COUNCILMAN HENDERSON ARRIVED AT THIS POINT IN THE MEETING - 8:37 P.M.
It was also reported that the water level in #2 Well had
inexplicably increased from 3' to 10' and that sufficient
water has been maintained in the reservoir to permit all normal
wa te r ing.

VAL OF AGREEMENT TO PROVIDE
SERVICES
On a motion by Councilman Scotto, seconded by Councilman Harlowe,
it was unanimously carried the agreement between the 12th
District Agricultural Association and the City to provide
police services during the 1966 Redwood Empire Fair be approved
and the Mayor and Clerk be authorized to sign same.
UKIAH DOLPHIN CLUB
CERTIFICATE OF APPRECIATION
Mayor Norgard announced that he had received a Certificate
of Appreciation from the Ukiah Dolphin Swim Club which he
felt applied to all members of the Council, and expressed
his thanks to the Club for the award.
COUNCILMAN SCOTTO
Councilman Scotto commented on the attractive type of fi re
hydrant which has been installed in the new parking lot.
Councilman Scotto questioned whether any further developments
had occurred in regard to the Pioneer Company property and
was informed that regrettably there has been no progress in
this matter.
Councilman Scotto enquired whether further progress had been
made by Sierra Pacific Airlines to serve Ukiah and was in-
formed that al though the company is successfully serving
several other communities including Redding, Sacramento,
Monterey and Fresno, insufficient aircraft has prevented it
from including Ukiah in its schedule. The Airlines never-
theless has continued to indicate interest in establishing
service here at such time as it is able to do so, and no
interest has been demonstrated by any other company in serving
Ukiah.

COUNCILMAN CROOK
In regard to the new parking lot, Councilman Crook asked
how the circular area surrounding the fi re hydrant was
planned to be developed and was informed that low shrubbery
will be planted in this space.
MAYOR NORGARD
Mayor Norgard reported that representatives of Willow County
Water District had suggested that a cooperative program be
developed between the City and the three water districts to
reduce the number of bad debts which must be written off by
each utility. I t was pointed out that any exchange of
personal information might conflict with indivi'dual rights
of the parties involved, but that the matter would be
checked to determine to what extent it might be put into
effect.
