APPROVAL OF MINUTES On a motion by Councilman Scotto, seconded by Councilman Crook, it was unanimously carried the minutes of August 17, 1966 be approved as submitted by the Clerk. The City Manager reported the following bids were received for furnishing 111 parking meters: UNIT PRICE TOTAL Traffic Appliance Corp. (Duncan Model "60" SM) $52.725 $5,852./+8 Rockwell Mfg. Co. (Park-O-Meter) 51.25 5,688.75 The Council discussed the features of each meter from an opera- tional standpoint, which discussion included an analysis of the time for City personnel in winding the automatic meter. NO. 67-10 APPROVING FINAL MAP NOKOMIS ACRES SUBDIVISION~ UNIT The following documents relative to Nokomis Acres Subdivision, Unit #/~ were reviewed by the City Manager: 1) Planning Commission minutes dated June 16, 1966 recommending approval of the final map. 2) Memorandum from the recommending that a as required by State City Engineer dated August 23, 1966 soil survey by a registered engineer law be waived. 3) Memorandum from the City Engineer dated August 2~, 1966 302 MINUTES OF THE MEETING OF THE AUGUST 24, 1966 - PAGE 2 COUNCIL OF THE CITY OF UKIAH transmitting the final map and recommending its approval subject to execution by subdividers of the standard A.greement For Subdivision Improvements and positng of suffi- cient security to guarantee construction of the remaining improvements. It was pointed out that the Subdividers have already executed the above mentioned Agreement. On a motion by Councilman Crool<, seconded by Councilman Scotto, it was unanimously carried that pursuant to the recommendation of the City Engineer, the City Council determines that due to the knowledge of the soil qualities of the soil of Nokomis Acres Subdivision, Unit #4, no preliminary analysis is necessary and the prelimi.nary soil report required by Section 17953 of the Health and Safety Code is hereby waived. WIDENING OF BID TO ABSCO PAVING The City Manager reviewed a tabulation of bids received for construction of street improvements on Perkins Street between Orchard Avenue and NWPRR Right of Way as follows: Joseph LaMalfa $57,002.75 Absco Paving $44,228.00 On a motion by Councilman Henderson, seconded by Councilman Harlowe, it was unanimously carried the bid for construction of street improvements on Perkins Street between Orchard Avenue and N.W.P.R.R. Right of Way be awarded to Absco Paving in the amount of $44,228.00 PROPOSAL BY TED FEI BUSH TO CONSTRUCT RACING SWIM POOL Mr. Ted Feibush advised the Council of his interest in a project to construct a regulation racing pool west of the existing swimming pool at the Municipal Park at no cost to the City, which upon completion would be dedicated to the City for operation and mainten- ance, with no restrictions imposed upon its use. The project would be constructed with volunteer labor and contributions of material at cost, and no work would begin until all commitments had been obtained to ensure its completion. Although the proposal does not include construction of dressing rooms, Mr. Feibush felt that any planning should include the location of such facilities in relation to the total project. Prior to engaging the services of an engineer for the layout and planning of the program, Mr. Feibush requested and was given general approval of the proposal by the Council. Mr. Feibush was complimented by the Council on the very fine pro- ject which he had proposed and invited to return for approval of final plans when they have been completed. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH AUGUST 24, 1966 - PAGE 3 MERCHANTS' DIV., CHAMBER OF COMMERCE PROPOSE ISSUANCE OE TOKENS FOR PARKING The City Manager reported having met with the Merchants' Division of the Chamber of Commerce to discuss their proposal to initiate a program of issuance of tal<ens to their customers for use on the off-street parking lots only. It was pointed out that if use of the tokens is adopted the new meters to be installed on the lot under construction will accommodate the tokens~ however, the meters on the old parking lot would require modification. In connection with this discussion, Councilman Scotto suggested that consideration be given to changing from angle parking to parallel parking along School Street in order to alleviate traffic congestion in the area, and that the meters removed to accomplish this be relocated to Oak Street. The establishmen, t of one-way traffic on Oak and School Streets was also suggested by Councilman Scotto as a means of correcting traffic problems in the downtown area. SALES TAX RECEIPTS The City Manager reported that sales tax receipts for the second quarters of the calendar year in the amount of $02,000 were received on August 18th. ORDINANCE NO. 583 ADOPTING CH. 1001, 1965 REGULAR SESSION RELATING TO SOIL REPORTS Ordinance No. 583, "Ordinance Adopting Chapter lO01, 1965 Regular Session, Relating To Soil Reports" was read in full by the City Attorney and introduced by Councilman Scotto. i ADJOURNMENT As there was no further regular business, Mayor Norgard declared the meeting adjourned at 9:42 P.M., after which the Council reconvened in further study of the proposed 1966-67 Budget.
