In the absence of City Manager Lyell Cash, A. S. Kruth served as Acting City Manager. APPROVAL OF MINUTES On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the minutes of the .regular meeting of August 24, 1966 and the adjourned meeting of August 29, 1966 be: approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Harlowe, seconded by Councilman £cotto, it was unanimously carried Payroll warrants for the period of August 16th through 31, 1966 be approved in the amount of $36,598.60. SPECIAL WAR2ANTS On a motion by Councilman Henderson, seconded by Councilman Crook, it was unanimously carried ~ecial warrants in the amount of $42,882.71 be approved and ordered paid. ADOPTION OF ORDINANCE NO. 583 RELAT I NG TO SOl L REPORTS On a motion by Councilman Scotto, seconded by Councilman Henderson, it was carried by the following roll call vote Ordinance No. 583 be adopted and the Mayor and Clerk be authorized to sign same, "Ordinance Adopting Chapter 1001, 1965 Regular Session, Relating To Soil Reports." AYES: Councilmen Scotto, Crook, Henderson, Harlowe and Mayor Nor gard. NOES: None. ABSENT: None. AIRPORT CLEAR ZONE - CECIL WINCH PROPERTY - CITY TO ASSUME PAYMENT OF U.V.S.D. SEWER ASSESSMENT The City Attorney reported that in checking the records pertaining to purchase of the Winch property it was found that in a letter to Mr. Winch dated May 24, 1960 the City had offered to purchase the property for the amount of $7,500.00 and pay any existing debt established by the Ukiah Valley Sanitation District for sewer system construction. It was the recommendation of the City Attorney the transaction be closed at this time on that basis, and the Council concurred with this recommendation. RESIGNATION OF CITY CLERK Acting City Manager Kruth advised the Council that a letter of resignation had been received from Paloma R. Weaver, Secretary to the City Manager and City Clerk, to become effective September 2O, 1966. VARIANCE APPLICATION NO. 66-35 RAYMOND L. OSBOURN AND DORA H. COFFEEN Variance Application No. 66-35 by Raymond L. Osbourn and Dora H. Coffeen to permit moving one single family dwelling onto parcel zoned M-1 north of and adjacent to 763 Apple Avenue, plot plan and minutes of the Planning Commission meetings dated July 7, and August 18, 1966 were reviewed by the Acting City Manager. The memorandum of the City Engineer to the Planning Commission dated July 7th, 1966 and Planning Commission Resolution No. 67-4, both of which recommended denial of the proposed variance, were also reviewed by Mr. Kruth. CITY EMPLOYEES' .BARBECUE The Council was reminded of the City Employees' Barbecue to be held at 1:OO P.M., Saturday, September lOth at the Municipal Park. CHAMBER OF COMMERCE On behalf of the Chamber of Commerce, Don they would like to have a representative the next meeting on September 23rd. Peterson announced that from the Council at INVITATION TO FIRST POP WARNER GAME Glen Erickson invited members of the Council to attend the first Pop Warner game of the season to be held Sunday, September l lth at the High School Football field. ADJOURNMENT As there was no further business, Mayor Norgard announced the acceptance of the Clerk's resignation and adjourned the meeting at 9:35 P.M., after which the Council reconvened in further study of the proposed budget for 1966-67. - MAY OR ~ ATTEST: CI'TY CLERK-
