MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
SEPTEMBER 14, 1966
The City Council convened in regular session in the Council Chambers at ~:01 P.M.
with Mayor Norgard, Councilmen Scotto, Crook and Henderson present. Councilman
Harlowe was absent.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded by Councilman Scotto, it was unani-
mously carried the minutes of September 7, 1966 be approved as corrected to
include the followin9 roll call vote under adoption of Ordinance No.
AYES' Councilmen Scotto, Crook, Henderson, ltarlowe and Mayor Norgard.
NOES' None.
ABSENT: None.
RES. N0. 67-12 DENYING
VARIANCE APPLICATION NO. 66-35
RAYMOND L. OSBOURN AND DORA H. COFFEEN
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was
unanimously carried Resolution ['to. 67-12 be adopted and the Mayor and Clerk
be authorized to sign same, "Resolution Denying Variance Application No. 66-35
by Raymond L. Osbourn and Dora H. Colleen ."
PHILLIP W. PROFT AND ELSIE PROFT
VS. CITY OF UKIAH
The City Attorney reported that a Summons and Complaint have been received
in the matter of Phillip W. Proft and Elsie Proft vs. the City of Ukiah for
damages to a retainin9 wall alleged to have resulted from the washing of
Gibson Creek adjacent to their property. A claim previously submitted was
denied by tt~e Council.
GLEN BURGER REO~UEST FOR USE OF
HOUSE TRAILERS ON PROPERTY AT
WAUGH LANE AND GOBB! ST.
The City Attorney advised the Council that it had been brought to the atten-
tion of the Building Department that house trailers were bein9 maintained and
occupied on property owned by Glen Burger at E. Gobbi Street and We~ugh Lane. Mr.
Burger was notified of the violation of the city's ordinance relatin9 to house

trailers and requested to remove them from ~ne property. However, due to the
ill health and insufficient income of relatives occupyin9 the trailers, Mr.
8urger was appearin9 before 'the Council at this meetin9 to request consideration
be given to permitting continuation of their use at this location. One trailer
is to be moved within a week, accordin9 'co Mr. Burger, which will leave two
remaining on the property.
After discussion, the Council agreed to study the request for two weeks for
further consideration at the meeting of September 28th.
ANNEXATION NO. 66-1 (ALE)( THOMAS)
PUBLIC HEARING
Public hearing was declared open at 8:17 P.M. on the proposed annexation of
uninhabited territory designated "Annexation No. 66-1 (Alex Thomas)". A map
of the area proposed for annexation ,Nas reviewed by the City Attorney, and it '..vas
noted that affidavits of publication and of mailin9 all notices required by law
had been placed on file. Mr. John Golden was present representin9 Mr. Thomas,
and there were no other persons present requesting to be heard on th,~ matter.
Mr. Irish informed the Council that Mr. Thomas had fi led an application for
zone change for property presently within the City limits, and prezoning of
the area proposed for annexation. The application was considered by the Planning
Commission at its meeting of September 1st and by a 3 to 2 vote action was taken
authorizing preparation of a resolution recommending approval of the zoning as
proposed for consideration at its meeting of September 15th. Mr. Golden advised
the Council that it is the opinion of his client that from the standpoint of
development of the area the matters of zoning and annexation cannot be separated
and he requested that a decision regarding the annexation be postponed until the
matter of zoning comes before the Council.

On a motion by Councilman Crook, seconded by Councilman Scotto, it was
unanimously carried the public hearing on proposed Annexation No. 66-1
(Alex Thomas) be continued to the meeting of September 28th, 1966.
EXECUTIVE SESSION
At this point in the meeting, 8:37 P.M., the Council retired to adjoining
chambers for an executive session, after which the meeting continued in
open session at 9:20 P.M.
COUNCILMAN HARLOWE ARRIVED AT THIS POINT IN THE MEETING - 9: l0 P.M.
CONSIDERATION OF COUNTY PROPOSAL TO
RENT FORMER CHAMBER OF COMMERCE OFFICE
A letter from the County Administrator was read requesting consideration of
a proposal for temporary rental by the County of the former Chamber of
Commerce office on Main Street until such time as the property is cleared for
construction of the new City Hall. A nominal rent was p~oposed, with the
County to pay utility costs.
After discussion, it was agreed the City Manager be authorized to negotiate
rental of the subject office to the County at a rate of from $50 to $60 per
month, with th~ County to pay all utility costs.
AUTHORIZATION TO CALL FOR BIDS;
DEMOLITION OF METAL BLDG. AT
SMITH AND MASON STREETS
On a motion by Councilman Scotto, seconded by Councilman Henderson, it was
unanimously carried the Clerk be authorized to call for bids for demolition
of the metal building at Smith and Main Streets in accordance with specifi-
cations reviewed by the City Manager, bids to be received prior to 2:00 P.M.,

PURCHASE OF ELECTRIC DISTRIBUTION
FACILITIES IN WAUGH AND COOPER LANE
AREAS AUTIiORIZED
The City Manager reviewed appraisals of the electric distribution facilities
in the Waugh and Cooper Lane areas as prepared by Pacific Gas and Electric
Company placing a value of $.5,022.83 on the facilities, and advised the
Council that in checking the appraisals City personnel are in agreement with
the values placed on the different facilities involved.
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was
unanimously carried the Council authorize preparation of a sales agreement in
connection 'with the purchase of electric distribution facilities in the Waugh
and Cooper Lane area from Pacific Gas & Electric Company for approval by the
Council and presentation to the Public Utilities Commission when completed.
FIREMEH"S CONFERENCE
The Council was reminded that the Firemenls Conference will begin on Sunday,
September 25th, and the parade will be held on Tuesday, September 27th.
It was noted from the program distributed that one of the important events in
connec'Eion with the conference will be held Wednesday evening, September 2Otb,
and in view oF the invitation extended to the Council to attend, discussion
was held with respect to cancelling the regular meeting of the Council to be
held on that date.

On a motion by Councilman Crook, seconded by Councilman Scotto, it was unani-
mously carried the previous motion relative to continuation of ti~e public
hearing on proposed Annexation No, 66-1 (Alex Thomas) be rescinded, and said
public hearing be continued to the regular meeting of the Council on Cctober
'ith, 1966.

The proposed site for the main station on Airport property south of thC Standard
Station at the corner of Hastings Road and State Street has been approved by
the Pacific Fire Rating Bureau. A site for tl~e north sub-station has not been
selected as yet; ',-owever it has been recommended a site be selected as far.

COUNCILMAN CROOK
Councilman Crook complemented members of the committee whc worked on tre
Employees' barbecue including Ted Gofortta, Dick Davis and Jack Brose, for
the well planned and enjoyable results from their efforts, and asked that
a letter be sent to each expressing the Council's appreciation.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared the meeting
adjourned at 10:10 P.M., after which the Council reconvened for continuec!
study of 'the proposed 19o6-o7 Budget.
