mously carried Councilman Harlowe be elected City Clerk pro tempore due to the
resignation of former City Clerk, Paloma R. v/eover.

On a motion by Councilman Scotto, seconded by Councilman Crook, it was unani-
mously carried the minutes of September 2], 19~6 be approved as submitted by
the Clerk.

GLEN BURGER REQUEST FOR USE OF
HOUSE TRAILERS OI,l PROPERTY AT
WAUGH LANE & GOBBI ST. GRANTED
Discussion of Mr. Glen Burger's request for use of house trailers on his
property was continued. Mr. Burger was present and after questioning by the
Council, stated he was not aware of the ordinance regulations pertaining to
trailers when they were placed on his property and hooked up to the City
sewer and power. Mr. Burger also stated that the trailers were placed there
because of ill health and insufficient income of relatives occupying the
trailers.
On a motion by Councilman Crook, seconded by Councilman Henderson, it was
unanimously carried Mr. Burger be granted use of only the large house trailer
on his property for a period of six months and that occupancy of tt~e small
house trailer cease immediately.
RESULTS OF BIDS FOR DEMOLITION
OF METAL BUILDING AT SMITH
AND MASON STREETS
The City Manager reported that no bids were received for the demolition of
the metal building located at Smith and Mason Streets. Interest has been
expressed and the City Manager stated he could make an effort to negotiate
a proposal for later consideration. Discussion followed as to the method of
advertising for the bids and the feasibility of the City undertaking tile
demolition by burning and disposing of the debris. It was agreed that the
building should be demolished, either by the City or an outside party. It
was agreed that the notice be again publicized and an effort made within the
next three weeks to contact persons who might be interested in the demolition
of the building and if there is no response, the City will proceed with the
immediate demolition.

SEVENTH DAY ADVENTIST CHURCH
REQUEST FOR WATER SERVICE
The City Manager reported that the involved property owner had been contacted
in an effort to obtain easements and also to discuss the possibility of obtain-
ing additional property as a potential park site. Neither of the proposals
could be concluded. It was agreed that the City Manager be instructed to
contact Willow Water District in an effort to buy water for resale from their
existing mains to service the church.
REPORT OF MENDOCINO WATER
COMMITTEE MEETING
The City Manager reported that he had attended a citizens committee on water
development for Mendocino County. The committee discussed at length, the need
for a County wide development plan and the need for the establishin9 of projects
to put into constructive use the maximum amount of water that the entire county
might be able to use. This development is essential to eliminate the possibility
of outside agencies gaining control over Mendocino County water. This position
was also urged by Senator Collier. After the discussion, it was unanimously
carried by the committee that the Board of Supervisors, acting as directors for
the Mendocino County Flood Control and Water Conservation District, make
immediate plans for development of such a plan uti lizin9 County and State money
presently available for this purpose.
REPORT OF REGIONAL WATER
O~.UALITY CONTROL BOARD
The City was notified by the board to appear in regard to changes which the
board proposed to make in the permit which the City has for discharging sewege
effluent to the river. The City Manager and City Engineer appeared before the
board to comment upon the proposed changes. The board has made two basic changes
in the permit. The first restricts the City from discharging any effluent to the
river between May l:::Sth and September 3Otb. The second requires that chlorina-
tion of the effluent will be made in order to disinfect the effluent to a
criteria established by the board. This chlorination can be made between the
trickling filter and the oxidation ponds. The City Manager and City Engineer
expressed the opinion to the board that tile requirements could be met without

unreasonable expense but would add costs to our treatment processes and that
the City would not object if these requirements were uniformly applied over
the entire Russian River Basin. The Council instructed the City Manager to
inform the board that they were in accord with the position as stated by the
City Manager and City Engineer.
REPORT OF STUDY GROUP RE.
UNIV. OF CALIF. CAMPUS
IN MENDOCINO COUNTY
The City Manager attended this meeting at which a University of California
planner presented the general plan of the University and pointed out that
the ~200 acres presently occupied by the University of California Field
Station at Hopland might have some value as a site even though it is outside the
area presently being considered. It was agreed that the County Administrator
and 'the County Chamber of Commerce would prepare a prospectus and draft formal
actions which would be recommended to interested groups and government agencies
within the County in the near future.

CONSULTING ACTUARIES FOR
SERVICES REQUIRED BY STATE
EMPLOYEES RETIREMENT LAW
The City Manager read a letter from the State Employees' Retirement System
dated S~ptember 6, 1966 stating the retirement Law requires an actuarial
investigation and revaluation of the assets and liabilities of the system to
be made at least every four years in order to determine whether any change
should be made in the contributions. The firm of Coates, Herfurth and England,
Consulting Actuaries will make the valuation at a cost of $2~,5.00 to the City.
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was
caFrie(,i by a majority voice vote approval of an agreement with Coates, Herfurth,
and England, Consulting Actuaries for services required by State Employees
Retirement Law in the amount of $255.00 be approved.
SIS-~ FLYING SERVICE INC.
REQUEST FOR FIXED BASE OPERATION
AT MUNICIPAL AIRPORT
The City Manager reported that a tentative date of October 25th, 1966 had
been set to discuss the proposal of the Sis-Q Flying Service establishing a
fixed base operation at the Municipal Airport.
DISCUSSION OF METHOD OF
TRAVEL TO LEAGUE MEETING
The Councilmen discussed their method of travel to the League meeting which will
be held in San Diego, October 16th throu9h 19th.
REVISED SCHEDULE OF WATER
RATES AND SERVICE CHARGES
The City Manager reported that the consumers of City water were being advised
of the increase in the water rates and presented to the Council a copy of the
notice that is being mailed to each consumer.
DEDICATION OF PARKING
LOT A~ PARKING DISTRICT #1
The City Manager stated that he had been advised by the Chamber of Commerce
that the dedication of the new parking lot had been set at :S'DO P.M. on
October 13, 1966. Inasmuch as there had been numerous inquiries as to 'when
the parking lot would be opened and there were only minor items needed to
complete the project, the parking lot will be made available to the public
immediately.

FINAL PAYMENT ON
STORM DAMAGES
The City Manager reported receipt of final payment from the Federal Government
'For storm damages. The amount consisted of tile final 10% and completes the
project.

12000 VOLT - 32 STEP VOLTAGE
REGULATOR
On a motion by Councilman Scotto, seconded by Councilman Harlowe, it was
unanimously carried the Clerk be authorized to call for bids for 1000 KVA,
12000 Volt 32 Step Voltage Regulator, bids to be received prior to October 2q,
1966 at 2:00 P.M.
COUNCILMAN CROOK
Councilman Crook noted that there is still a vacancy on the Planning Commission.
He also inquired as to the status of tile golf course and was advised by the
City Manager that work had begun to complete the two detailed layouts as well
as specifications for the proposed golf course.
COUNCILMAN HENDERSON
Councilman Henderson asked what progress had been made at the Ranney Col lector
site and was advised that test pumping is in progress and results will be
available soon.
COUNCILMAN HARLOWE
Councilman Harlowe asked if the Federal monies for the Ranney Collector had
been applied for. Ti',e City Manager reported that applications are being
prepared and should be submitted soon.
Councilman Harlowe asked what date had been set for the completion of the
second parkin9 lot. The City Mana9er advised that 9radin9 is in process now
and work will continue. No completion date has been estimated.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared the meeting
adjourned at 10:39 P.M. to meet again Thursday, October 13, 1966.
