Councilman Scotto was absent. Council Chambers Henderson, COUNCILMAN HARLOWE CITY CLERK PROTEMPORE On a motion by Councilman Crook, seconded by Councilman Henderson, it was unanimously carried Councilman Harlowe be elected City Clerk pro tempo re. RESOLUTION NO. 67-15 APPOINTING HATTIE M. TILLOTSON CITY CLERK FOR THE UNEXPIRED TERM OF PALOMA R. WEAVER On a motion by Councilman Crook, seconded by Councilman Henderson, it was unanimously carried Resolution No. 67-15 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Appointing Hattie M. Ti llotson City Clerk For The Balance Of The Unexpired Term Of Paloma R. Weaver." Councilman Harlowe then administered the oath of office to the newly appointed City Clerk. APPROVAL OF MINUTES On a motion by was unanimously corrected. Councilman Crook, seconded by Councilman Harlowe, it carried the minutes of October 5, 1966 be approved as GENERAL WARRANTS On a'motion by Councilman Henderson, seconded by Councilman Harlowe, was unanimously carried general warrants in the amount of $82,5t+8.86 be approved and ordered paid. it ORDINANCE NO. 586 I NTROOUCED APPROVING UNI NHABI TED TERRI TORY "66- 1 (ALEX THOMAS)." Ordinance No. 586, "An Ordinance Approving The Annexation Of Certain Uninhabited Territory Designated '66-1 (Alex Thomas' To The City of Ukiah" was read in full by the City Manager and introduced by Councilman Harlowe. ORDINANCE NO. 585 INTRODUCED AMENDING CITY CODE BY REZONING TERRITORY WITHIN PROPOSED ANNEXATION NO. 66-1 (ALEX THOMAS) Ordinance No. 585, "Amending Chapter 2, Of Division 9 Of The Ukiah City Code By Rezoning A Portion Of R-1 Zone To C-1 and C-2 Zones And Pre-Zoning As C-1 And C-2 Zones The Territory Wi thin Proposed Annexation No. 66-1 (Alex Thomas)I' was read in full by the City Manager and introduced by Councilman Henderson. CONSIDERATION OF A REQUEST FOR COUNCIL SUPPORT OF A PROGRAM INVOLVING SUB-STANDARD HOUSING Mr. Don Shannon of Fort Bragg stated that representatives from the Department of Housing and Community Development had completed a survey in Mendocino County to determine the general status of sub- standard housing in this area. Mr. Joseph P. Bryant Ill was present and gave the details of the survey which was conducted and Dr. Vi tali Rozynko presented the Council wi th graphs showing the results of the survey. The ultimate result of the survey is to construct a housing development in Ukiah for the low income families, which will require the cooperation of local agencies as well as the City in the final stages of the project. The Council generally agreed that they would be interested in the results of the validation effort of the survey which is now being conducted. MI NUTES OF OCTOBER 13 REPORT OF B METAL BUILD THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH 1966 ' PAGE 2 IDS ON DEMOLITION OF lNG AT SMITH & MASON STS. The City Manager reported that two bids had been received for the demolition of the metal building at Smith & Mason Streets. The Conract Agreement which each bidder signed was reviewed. The results of the bids were as follows: Bartlett Oil and Burner - $100.00 Ernest Olsen - $201 .00 On a motion by Councilman Henderson, seconded by Councilman Crook, it was unanimously carried the bid for demolition of the metal buildin9 at Smith and Mason Streets be awarded to Ernest Olsen in the amount of $201.00. CONSI AGREE LI BRA DERATION OF A PROPOSED MENT FOR SERVICES OF A RY CONSULTANT The City Manager reported that the Library Board has recommended to the Council consideration of a contract agreement for services of a Library Consultant to work with the architect in connection with the proposed Library Building Program. In reviewing the agreement, it was noted that the fee for the consultant's services are fixed at l% of the total construction cost, including furnish- ings. It was agreed that the City Manager will review the proposal further to ascertain what portion of the furnishings would be in- cluded in the total cost from which the consultant fee would be figured, and report to the Council at a later date. VARIANCE APPLICATION NO. 66-36 LARKIN D. YOUNCE Variance Application No. 66-36 by Larkin D. Younce to permit con- struction of additional multiple residential building on parcel zoned R-1 located at Southwest corner of McPeak Street and Calvert ' Court, plot plan, and minutes of the Planning Commission meetings dat~u August 18th, September 15th, and October 6, 1966 were reviewed by the City Manager. The petition signed by protestants in the area was also read and the Planning Commission Resolution No. 67-7 recommending denial of the proposed variance were also reviewed by the City Ma na ge r. Mr. C. A. Lindberg, James 'Williams, and John Wonder were present in opposition to the granting of the proposed variance. The spokesman, Mr. Lindberg, answered questions directed to him by the Council. RESOLUTION NO. 67-18 DENYING VARIANCE APPLICATION NO. 66-36 LARKIN D. YOUNCE On a motion by Councilman Crook, seconded by Councilman Henderson, was unanimously carried Resolution No. 67-18 be adopted and the Mayor and Clerk be authorized to sign same, 'lResol uti on Denying Variance Application No. 66-36 by Larkin D. Younce." it VARIANCE APPLICATION NO. 67-2 UKIAH UNIFIED SCHOOL DISTRICT Variance Application No. 67-2 by Ukiah Unified School District to permit construction of an open chain-link fence 6 feet in height on property lines of parcel zoned R-1 located at Southeast corner of Dora Avenue and North Spring Street, plot plan, and minutes of the Planning Commission dated September 15th and October 6, 1966 were reviewed by the City Manager. The Planning Commission Resolution No. 67-6 recommending the granting of the variance subject to the MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 13, ]96.6 - PAGE ..3 the following special conditions was reviewed by the City Manager: (a) Curb, gutter, and sidewalk to be installed and the parking area to be surfaced with 3 shop armor coat as a minimum; all to be completed within the next two years. (b) Access and egress on this property to be approved by City E ng i nee r. The Council reviewed and discussed the information forwarded by Planning Commission. There were no written or verbal protests to the granting of the proposed variance. There was no one present on behalf of the application. the RESOLUTION NO. 67-16 GRANTING VARIANCE TO UKIAH UNIFIED SCHOOL DIST. On a motion by Councilman Harlowe, seconded by Councilman Henderson, it was carried by a majority voice vote Resolution No. 67-16 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Granting Variance To Ukiah Unified School District." VARIANCE APPLICATION NO. 67-5 RAYMOND K. BLACKFORD Variance Application No. 67-5 by Raymond K. Blackford to permit construction of a 99 bed rest home on parcel zoned C-M located at 650 Leslie Street, plot plan, and minutes of the Planning Commission meeting dated October 6, 1966 were reviewed by the City Manager. Applicant and Mr. John J. Golden were present on application, and there were no written or verbal the proposed variance. behalf of the protests to granting DisCussion followed. Questions were directed to applicant regarding nuisances that might develop from the adjacent property owners who could move into this C-M zone. Applicant stated that these matters had been considered and he had no objection to these nuisances. It was the concensus of the Council that the Planning Commission further consider re-studying this area to determine if some other zone than C-M would be more suitable in the light of the present development. the RESOLUTION NO. 67-17 GRANTING VARIANCE TO RAYMOND K. BLACKFORD On a motion by Councilman Crook, seconded by Councilman Henderson, it was unanimously carried Resolution No. 67-17 be adopted and the Mayor and Clerk be authorized to sign same, 'lResol uti on Granting Variance To Raymond K. Blackford." CORRESPONDENCE: DIVISION OF HIGHWAYS The City Manager stated that the State had invited interested public officials to attend a public meeting on scenic highways and had received a telephone request from the Eureka office for names of those who would be attending. The meeting is scheduled for November l, 1966. The City Manager will remind the Council of this meeting in Eureka at the next Council meeting. ADJACENT COOPER LANE~ The City Manager outlined the drainage and access north end of Betty Street which has developed with Spurlock Subdivision. The subdivider and City staff have attempted to solve the problem of connectin9 Betty Street through Cooper Lane to ~augh Lane. This connection would require pipin9 of the drainage channel which now crosses at the north end of Betty Street as shown on the Spurlock Subdivision map. Since this drainage channel conducts drainage from a substantial portion of the City, the City Engineer recommends a joint project between the City and Mr. Foutz to pipe the portion of the channel crossing the extension of Betty. This would permit traffic to cross the creek and exit to YVaugh Lane over Cooper Lane. The City Manager pointed out that Cooper Lane is not a dedicated street but serves a number of homes in the area. Mr. Foutz addressed the Council and answered questions relating to the project. Mr. Foutz stated that his property had had original access from Cooper Lane over a wooden bridge which had been destroyed during a flood. Since his subdivision began his access has been from Lorraine Street and over a temporary dirt road from ¥~augh Lane. Mr. Foutz stated that the logical access to the property is from Cooper Lane and forsees no problem from traffic which may use the lane. The Council referred the matter to the City Attorney for his recommendation before any action is taken. problem at the the improvement of CORRESPONDENCE: LADIES AUXILIARY CALIF. STATE FIREMEN'S ASSOCIATION The City Manager read a letter from the Ladies Auxiliary of the California State Fi remen's Association thanking the Council for thei r cooperation at the recent State Fi remen's Convention. MAYOR'S PROCLAMATION- UNICEF DAY Mayor Norgard read a document proclaiming Monday, October 31, 1966 as UNICEF Day in Ukiah, urgin9 every citizen to participate in Trick or Treat for UNICEF on the specified day. COUNCILMAN CROOK Councilman Crook commented that the Perkins Street widening project is looking very good. Councilman Crook asked what progress is being made toward the construction of the Pedestrian Crossing to service Oak Manor School. The City Engineer reported that he is currently working with the State on finalizing the type structure in order to obtain the requi red easements from the land owners. Councilman Crook inquired if any action is being taken on the recommendations of the auditor contained in their letter of trans- mittal accompanying the audit report. The City Manager stated that corrective steps are being formalized and will be recommended to the Council in the near future. Councilman Crook asked for the Council's opinion as to the usefulness of distributing Ukiah publicity brochures in the League of California Cities General Conference in San Diego since this conference is almost entirely Councilmen and their City personnel. The concensus of the Council was that the brochure would have little effect. Councilman Crook requested that he be advised of the total cost of the Employee's Barbecue which was held in August. MINUTES OF THE: MEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 13, 1966- PAGE 5 COUNCILMAN HARLOWE Councilman Harlowe reported that he attended the last meeting of the Planning Commission and that he recommends that an appointment be made as soon as possible to fill the vacancy which exists on the Commi ssi on. Councilman Harlowe asked if the annexation of the newly purchased property south of the airport is in progress. The City Engineer stated that maps are being prepared and the necessary procedures wi1.1 be initiated as soon as possible. Councilman Harlowe also asked the status of a possible annexation of Lewis Lane. The City Manager informed him that the owners in favor of the annexation had dropped their efforts due to some opposition. The City staff is preparing data to initiate new annexation efforts. Councilman Harlowe recommended that we proceed with the cost analysis of the proposed City Hall. The City Manager was directed to schedule a meeting for this purpose as soon as possible after the League Conference.
