Councilman Scotto, it was unanimously carried payroll warrants for the period of October 1st through 15, 1966 be approved in the amount of $35,115.5L~. GENERAL WARRANT On a mot ion by CoL:ncilman it was unanimously carried $35,220.68 be approved and Harlowe,: seconded by Councilman Crook, the general warrants in the amount o'F ordered paid. APPLICATION TO CONSTRUCT NATURAL GAS SYSTEM AND PROPOSED RATES The City Attorney reported that the Public Utilities Commission has given their decision resulting from the hearing regarding Pacific Gas and Electric Companyls proposed gas rate. The decision was in accordance with the City's request at the hearing which will assure that the rate of the small user will be no more than the rate presently paid for propane. This proceeding was initiated by the Public Utilities Commission and not at the request of the City of Ukiah. DISCUSSION OF REVISED SCHEDULE OF WATER RATES There were a number of people in the audience, the majority of whom lived outside the City, who were present to protest the increase in the water rates which will become effective November 1, 1966. Bartolomei, 17 Lorraine The protestants felt that the 100% premium payment to non-residents was not equitable and that further study should be given to other than minimum rates. The protestants were told that further rate analysis for rates that apply above the minimum is in process and at the time this is completed and presented to the Conncil, the total water rate schedule will be reviewed by the Council. REPORT OF BIDS RECEIVED ON lOO0 KVA REGULATOR The City Manager reported that identical bids had been received from three firms, all General Electric jobbers, and the delivery date indicated an earlier date than anticipated; therefore, it was the City Manager's recommendation that the awarding of bids be delayed one week. On a motion by Councilman Crook, seconded by Councilman Henderson, it was unanimously carried the awarding of bids for the 1000 KVA Regulator be delayed until the November 2, 1966 meeting. POSTPONEMENT OF BID OPENING FOR AERIAL LADDER TRUCK The City Manager requested that bid opening on the telescopic aerial platform be changed from November 8, 1966 at 2:o0 P.M. to November 9, 1966 at 2:00 P.M. due to the fact that the originally scheduled date is Election Day, a Legal State Holiday. 324 MI NUTES OF THE MEET i NG OF THE COUNC I L OF THE C I TY OF UKi AH OCTOBEF~ 26~ 1_966 - PAGE .3 On a motion by Councilman it was unanimously carried ~eria] platform be changed at 2:00 P.M. Scotto, seconded by Councilman Crook, the bid opening of the telescopic from November 8th to November 9, 1966 REPORT SIS-~ REPRES OF MEETING WITH FLYING SERVICE ENTATIVES The City Ifianager reported he had met with the Secretary-Treasurer of the Sis-Q Flyin9 Service to discuss what their needs would be in the event they move their operation to the Ul<iah Airport. Their requirements for a buildin9 were reviewed by the City Manager and the estimated cost will be forthcomin9. In the meantime, the 'firm will forward their current financial statement for Council consideration and the total information received wi]] be the basis for the negotiations. REPORT RE. PROPOSED RELI!i~UISHMENT OF STATE STREET The City Manager reported that the deficiencies submitted in the protests of relinquishment to the State Highway Commission could be corrected on State Street but not on Talmage Road. The City Manager stated that there is a possibility of a solution of both highways and that it appears at this time that the most desirable program would be to attempt to relate the City of Ukiah problems with other similar problems in northern California and it was recommended that the City d~iay 'further consideration until March or April of 1967 at wlnich time legislative action to eliminate the problems may be ta!<en. G7-L.'- ANNA WITHROW Variance Application iJo. 67-4 by Anna Withrow to permit operation of day care for children in the home located at 209 Arlington Drive, plot plan, and minutes of the Plannin9 Commission dated October 6th and 20, 1966 were reviewed by the City Nana9er.. On a motion by Councilman Crook, seconded by Councilman Scotto, it was unanimously carried the City Attorney be instructed to prepare a resolution granting Variance No. 67-/+ as recommended by the Planning Commission. REQLE3T FROM UKIAH VALLEY REHABILITATION WORKSHOP The City Hanager read a letter from the Rehabilitation Workshop requesting the City furnish the workshop with an occupancy list of the city which will be used as a mailing list to provide a service to local merchants and which will also result in a training program which would lead to competitive employment for the people at the workshop. After discussion, the City Manager stated that the City had a directory giving this information and would donate it for the workshopls use. 325 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH OCTOBER 26, 1966 - PAGE FURTHER D I SCUSS ION OF BETTY STREET DRAINAGE CROSS I NG (SPURLOCK SUBD I Vl S ION ADJACENT COOPER LANE) The City Manager reported that he and the City Attorney had looked at this area where there is a proposed installation of a culvert type pipe to connect the dedicated portion of Betty Street to a non-dedicated street (Cooper Lane) and could see no objections to the proposed "share the cost" project inasmuch as this is a vital drainage channel considered to be a part of the City's master drainage channel. It was pointed out that the subdivider would surface the street area from the northern boundary of his subdivision to the connection with the private roadway at his total expense. On a motion by Councilman Crook, seconded by Councilman Henderson, it was unanimously carried that the City participate in this project on a 50-50 basis, not to exceed $500 on the part of the City and the City Attorney be directed to prepare a contract for the signa- ture of the Subdivider to eliminate any liability on the part o'F the City and to clarify the terms of the joint agreement. PRELIMINARY PLANS FOR PROPOSED CITY HALL A special meeting will be held in the City Manager's office at 8:00 P.M. on November 15, 1966 to discuss the preliminary plans of the proposed City Hall. PERSONNEL SESSION A Personnel Session is scheduled at the November 16th Council meeting for the purpose of filling the vacancy on the Planning Commiss ion. COUNCILMAN CROOK Councilman Crook inquired as to what had been done regarding the letter received concerning the swimming pool and bath house and was advised that a meeting had been arranged to work out these prob 1 ems. Councilman Crook inquired of the status of the proposed golf course and was advised that no further information had been received. Councilman Crook asked about the progress of the Ranney Collector and was advised that the form is up and the slab is ready to be poured which is the last portion of the work on this portion of the project. Councilman Crook inquired about the electrical survey to be made. The City Manager advised that the plan is to obtain a second proposal in order to have a comparison before any recommendation regarding the -Firm to be used be made to the Council. Councilman Crook asked if several people could be served off a 3/~+'lline in the Munson Subdivision as one in the audience had mentioned. The City Manager advised that we are aware that the .private s.ystem in the Munson Subdivision has substantial deficiencies ~n comparison to the City of Ukiah requirements.
