MINUTES OF THE MEETING OF THE COUNCIL OF T''=n- CITY OF UKIAH
NOVEYiBER 2, 1966
The City Council convened in regular session in the Council
Chambers at 8:03 P.~. with Vice-Mayor Scotto, Councilmen
Crook, Henderson, and Harlowe present. Mayor Norgard was
absent.
APPROVAL OF MINUTES
On a motion by Councilman Crook, seconded
it was unanimously carried the minutes of
approved with the following correction:

SPECIAL WARRANTS
On a motion by Councilman Harlowe, seconded by Councilman Crook,
it was unanimously carried special warrants in the amount of
$705.65 be approved and ordered paid.
RESOLUTION NO. 67-19 GRANTING
VARIANCE TO ANNA WI THROW
On a motion by Councilman Crook, seconded by Councilman Henderson
it was unanimously carried Resolution No. 67-19 be adopted and the
Mayor and Clerk be authorized to sign same, "Resolution Granting
Variance To Anna Withrow."

On a motion by Councilman Henderson, seconded by Councilman Crook,
it was carried by the following roll call vote the reading of
Ordinance No. 581 be waived and adopted and the Mayor and Clerk
be authorized to sign same.
AYES: Councilmen Crook, Henderson, Harlowe and Vice-Mayor
NOES: None.
ABSENT: Mayor Norgard.

SALE OF UKIAH CITY CODE
1966 EDITION
The City Attorney recommended that a price be determined for the
Ukiah City Code, 1966 Edition, in order to recover some of the
cost of the outside typing required, printing and binding of the
book. Administrative personnel, the Council, the Courts, a~d the
City Library will be excluded from said charge.

On a motion by Councilman Harlowe, seconded by Councilman Crook,
it was unanimously carried that the Ukiah City Code, 1966 Edition,
be authorized to be sold to the public for the price of $20.00
per volume plus tax, and that the cost of the annual supplements
be determined at a future time.
JOINT AGREEMENT - (COOPER
LANE DRAINAGE STRUCTURE)
The City Attorney read the joint Participation Project
Agreement between the City and Mr. Joe L. Foutz regarding the
Cooper Lane drainage structure, and approval of same had been
secured from Mr. Foutz.
On a motion by Councilman Crook, seconded by Councilman Har lowe,
it was unanimously carried the "Joint Participating Project Agree-
ment (City-Foutz; Cooper Lane Draina9e Structure)" be approved.
PRESENTATION OF A.A.A.
PEDESTRIAN SAFETY AWARD
Presentation of the 1965 American
Pedestrian Safety award was made
accepted on behalf on the City by
Automobile Association
by Mr. William Fernandez and
Vice-Mayor Scotto.
AWARD OF BID FOR 1000 KVA
REGULATOR TO INDUSTRIAL
ELECTRIC SERVICE COHPANY
The City Manager reviewed the following tabulation of bids for
furnishing one 1OO0 KVA Regulator and recommended the bid of
Industrial Electric Service Company be accepted:

The alternate bids were not acceptable inasmuch as they were
below the requirements of the specifications. It was noted that
the additional amount over the amount budgeted for this item can
be absorbed and the delivery time will -fall at the pea!< revenue
period which will assure ability to make payment.
On a motion by Councilman Henderson, seconded by Councilman Crook,
it was unanimously carried the bid of Industrial Electric Service
Company be accepted for furnishing one 1000 KVA Regulator in the
total amount of $16,322.80, delivery to be from 12-1~'+· weeks.
HAYOR ' PROCLAMATION
FARH-CITY WEEK
After reading in full the recommendation of the League of
California Cities, Vice-Mayor Scotto proclaimed the wee!< of

REGULATION BANNING DOOR-TO-DOOR MAIL
DELI VERY RESCINDED BY POSTMASTER GENERAL
The City Manager reported that, as had been announced at the
League of California Cities Conference, there has been corres-
pondence from Representative Don H. Clausen advising that the
regulation banning door-to-door mail delivery service for new
residential areas has been rescinded by the Postmaster General.
Et4UEST FROM UKIAH JAYCEES
The City Manager read a letter -From the Chamber of Commerce
requesting City support and endorsement 'For the Ul<iah Jaycees
for the holdin~ of the California Jaycees State Meeting in Ukiah
in February 19 8. There will be further recommendations submitted
by the Ukiah Jaycees, so consideration of this request will be
made at a later date.
INVITATION TO DEDICATION
CEREMONY OF CITY HALL
CUPERTINO,. CALIFORNIA
The City Manager reported that an invitation had been received
attend the dedication ceremony and C. pen House of the new City
Hall in Cupertino on Saturday, November 19; 1966. The Council
was interested and the City Manager will bri.n9 this up at the
next meetin9 so the details can be worked out.

CORRESPONDENCE: SHITH-AIR, INC.
NUNICIPAL AIRPORT
The City Manager reported that he had received a letter from
Meta Jori, Smith-Air, Inc. expressing their urgent need for
a new hangar. The matter will be brought up at a later date
when more details have been worked out.
GENERAL REPORT ON
PARKING LOT
The City Manager, in his first general report on the parWing lot,
stated that the number of cars on the parking lot varies from 35
to 51 in the 81 spaces provided and that the cars in the parking
lot at the Police Department have not decreased in number. From
the projection originally set up and the amount of revenue already
realized, it appears that the revenue will be higher than originally
anticipated.
CITY LIBRARIAN
Mrs. Frieda Winter,

City Librarian, spoke concerning the proposed

The City Librarian announced that October 30th to November ~,
is National Book Week and issued an invitation to the Council

Mrs. Winter reported that the Library Board is urging the hiring
of the Consultant and arranging for design work to commence on
the Library Building.
COUNCILMAN CROOK
Councilman Crook inquired of the progress of the Ranney Collector
to determine when the claim to the Federal Government for reimburse-
ment will be filed. The City Manager explained that we will be
able to get stage reimbursement but we cannot get reimbursement on
an estimated amount, so now that the capacity determination has
been reached, the claim can be filed, possibly within the next two
to three weeks.

Councilman Crook asked if the parking lot was to be lighted and
the City Engineer explained that the lighting has been delayed
because of failure of the manufacturer to deliver the light
standards as ordered.
Councilman Crook aSKed if the report on the golf course -Fees had
been completed and was advised that the information will be
completed for the next meeting,
Councilman Crook inquired concerning the bath house at the
s~a~ing pool, The City Hanager reported that he had met with
the two representatives from tine Health Department to check out
the deficiencies, and a report will be forthcoming,
Council. man Crook asked if the meters on Perkins Street could be
eliminated and the curb painted red. The City Manager stated
that this had not been checked into, but this is a possibility.
COUNCILHAN FIENDERSON
Councilman Henderson asked if the revenue from the parking lots
were kept separately and was advised that the record of tlne
revenue is kept separately, but the projection of the revenue
v~'as made on the combined three lots.
Councilman Henderson asked what has been done toward the hiring
of an ~',dministrative Assistant. The City Hana,jc-~r advised -~hat
an advertisement will be published statewide as well as locally.
Councilman Henderson expressed a desire for the Council to work
more closely with the various Commissions to assure them of the
appreciation of their wori<, It was generally agreed that the
Council will individually attend the various Commission meetin3s
from time to time.
COUKC I LMAN SCOTTO
Vice-l',,'layor Scotto asked if any further word had been received
'from Sierra Pacific Airlines and was advised that there ha s
been no change, but that their monthly payments have continucd
'~o come in,
Vice-Hayor Scotto asked if any further consideration had been
given to parallel par!(ing on School Street. The City Manager
reported that work lnas been done on this project but what the
total effect would be, has not been determined.

As there was no further regular business, Vice-Hayor Scotto
