THE MEETING OF THE COUNCIL OF THE

CITY OF UKIAH
The City Council convened in regular
at 8:01 P.H. with Vice-Mayor Scotto,
Henderson and Harlowe present. Hayor

APPROVAL OF MINUTES
On a motion by Councilman Harlowe, seconded by Councilman
Henderson it was unanimously carried the minutes of November 2,
1966 be approved as corrected.
REPORT ON PERFORMANCE TEST
RANNEY COLLECTOR WATER SUPPLY
The City Manager read a memorandum from the City Engineer which
accompanied the "Report on Performance Test, Ranney Collector
Water Supply, City of Ukiah, California" which pointed out that
the quantity and quality requirements contained in the City
specifications had been met by the Contractor and recommended
acceptance by the City.
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried the performance test of the Ranney
Collector be accepted as meetin9 the requirements of the contract.
The City Engineer reviewed the work program from completing the
entire project. In genera], additional work by the City and
additional equipment to be purchased will result in the collector
bein9 connected to the water system slnortly after the first of
the calendar year.
The advisability of providing suitable generator equipment to
be used in case of power failure was discussed and it was agreed
that the cost of such a unit should be added to the application
for federal funds which should be ready for submission within
approximately two weeks.
ABSCO PAVING, INC.
PROGRESS PAYMENT
The City Manager read a memorandum giving the details of the
progress payment due ABSCO Pavin9, inc. under their contract
for street improvements on Perkins Street in the amount
$6,747.75.
SPECIAL WARRANTS
On a motion by Councilman Crook, seconded by Councilman
Henderson, it was unanimously carried special warrants in
the amount of $79,207.88 be approved and ordered paid, in-
cludin9 the progress payments to Ranney Hethod Western Corpora-
tion and ABSCO Paving, inc.
PG&E PETITIOH FOR
RECONSIDERATION OF
P.U.C. DECISION
The City Attorney advised that Pacific Gas & Electric Company
had fi]ed a petition 'for reconsideration of the Public
Utilities Commission's decision regardinW their rate app]icatio~i
There will be no action unless it comes up at a further hearin9.
Tine Council will be advised of any Public Utilities Commission
decision.
ANTI-TRUST PIPE CASES:
CITY ATTORNEY REPORTS
The City Attorney reported that the Attorney General is proceeding
with depositions. It appears that the cases wi]] not go to trial
until next year and at that time only a 'few cases wi]] Do. It
is not l<nown at this time whether the City's case will be one of
this number, but the Council will be advised of the p~3ress.

The City Attorney reported that a memorandum to set 'For trial had

REPORT ON MUNICIPAL
SWIMMING POOL & BATH HOUSE
The City Manager reported that the deficiencies enumerated by the
Health Department concerning the Municipal Swimming Pool and Bath
House had been checked out by City personnel and found to be
justified. To make the necessary corrections, it will be necessary
to demolish the bath house and remove and replace the concrete deck
around the pool. The City Manager stated that the Health Depart-
ment will accept stage improvement to correct these deficiencies.
The estimated cost of the new bath house'is $25,000 and $10,000 to
remove and replace .the concrete deck around the pool. The City
Manager and the City Engineer were instructed to consult with the
citizens committee concerning the committee's plans for construc-
tion of a racing pool adjacent to the present pool and report to
the Council in two weeks in order to determine how the committee's
plan may effect the location of a replacement bath house.

MAYOR'S PROCLAMATION
UKIAH HIGH SCHOOL SPIRIT WEEK
After reading in full the proclamation submitted by the Ukiah
High School, it was reported that Vice-Mayor Scotto had proclaimed
the week of November 7th through 11, 1966 to be Ukiah High School
spiri't Week and requested all citizens to participate as much as
possible in High School activities for that week.
ITEMS FOR AIRPORT
COMMISSION CONSIDERATION

The Naval Reserve unit has requested consideration'of ~long term
lease for one acre of land for a naval reserve buildin9. A request
will be submitted directly to the Airport Commission for their con-
sideration at the next regularly scheduled meetin9.

The Sis-Q Flying Service request will also be considered at the
Airport Commission meeting and also a formal consideration of the
request from tlne Smith-Air, Inc. it was pointed out that the
overall effect of types of construction under consideration would
have to be anal,/zed accordingly in order to determine the effect
on the total airport development,
The beautification of airport property will also be discussed at
the next regularly scheduled Airport Commission meetin::j.
CORRESPONDENCE:
LEAGUE OF CALIF. CITIES
The City Manager reported that a letter has been received from
the League of California Cities requesting names of city officials
who would like to serve on League Committees during the next ,year.
CHANGE OF DATE OF
SPECIAL COUNCIL MEETING
The date of the special Council meeting scheduled to discuss ~
preliminary plans for proposed City Hall was changed to Tuesday,
November 22, 1966.
REPORT ON GOLF COURSE FEES
The City Manager reported that a detailed report on the proposed
increase of golf fees will be completed and ready for Council
consideration next week.
COUNCILMAN CROOK
Councilman Crook asked if there would be County cooperation on the
use of the City dump and was advised that a complete report will
be submitted for the consideration of the Council and Board of
Supervisors, possibly after the first of the year.
Councilman Crook asked what had been worked out wi th county and
school officials on the parking lot on the corner of School and
Henry. The City Manager reported that a meeting had been
schedule but had to be cancelled due to illness of one of the
members of the committee.
Councilman Crook asked if the City had obtained participation from
the Sanitation District as requested and was advised that the
meeting scheduled was postponed until November 14, 1966.
COUNCILMAN HENDERSON
Councilman Henderson asked if the bond election for the proposed
Library is scheduled for April, 1967 and was advised that no
official date has been set.
Councilman Henderson asked concerning the status of the plans for
the proposed Fire House. The City Manager reported that the
architects have completed the authorized part of their work and
after further consideration of the Council, the architects could
start on the construction drawings.
COUNCILMAN SCOTTO
Councilman Scotto inquired concerning the small signs donated
by the American Automobile Association which had been placed on
the parking meters. The City Manager reported that he had
similar inquiries and could see no violation in the use of them
and did not interpret this as a problem.

ADJOURNMENT
As there was no further regular business, Vice-Mayor Scotto
declared the meeting adjourned at 9:43 P.M. to meet again
Wednesday, November 16, 1966.
