JANUARY 18, 1967
The City Council convened in regular session in the Council
Chambers at 8:03 P.M. with Mayor Norgard, Councilmen Crook,
and Harlowe present. Councilmen Scotto and Henderson were
absent.
APPROVAL OF MINUTES
On a motion by Councilman Harlowe, seconded by Councilman Crook,
it was unanimously carried the minutes of January 11, 1967 be
approved as submitted by the Clerk.
GENERAL WARRANTS
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried general warrants #2872 to #2992 in-
clusive, in the total amount of $89,989.31 be approved and ordered
paid.
PAYROLL WARRANTS
On a motion by Councilman Harlowe, seconded by Councilman crook,
it was unanimously carried Payroll Warrants #7116 to #7240 in-
clusive, for the period of January 1st through 15, 1967 be approved
in the amount of $34,798.04.
RES. NO. 67-31 DENYING
VARIANCE APPLICATION
(ZETTA AUSTIN)
On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried R~.solution No. 67-31 be adopted and
the Mayor and Clerk be authorized to sign same, "Resolution
Denying Variance Application No. 67-8 (Zetta Austin)".
DISCUSSION OF PROPOSED ORDINANCE REGULATING
UNATTENDED MOTOR VEHICLES
The City Attorney reviewed a model ordinance which was drafted by
the National Institute of Municipal Law Officers regulating un-
attended motor vehicles. This.ordinance, if adopted, would make
it a criminal violation to leave a car unattended without removing
the key from the vehicle. This sample ordinance has been reviewed
by the Chief of Police and a memo from him indicated his approval
of the proposed ordinance. Discussion followed, after which the
Council agreed to give this proposed ordinance further study and
directed the City Attorney to submit this for Council consideration
in two weeks.
DISCUSSION OF PLANS FOR REPLACEMENT
OF DRESSING ROOMS AT MUNICIPAL POOL AREA
The City Engineer reviewed in detail the plan for replacement of
the dressing rooms at the Municipal Pool area, showing what is
proposed in this facility. Discussion followed regarding the
advisability of building a concession stand and also providing a
storage area. It was agreed that this could be considered as an
alternate in the specifications and the City Engineer was directed
to prepare and submit the plans for the concession stand and storage
area to be considered for an alternate in the specifications.

AWARD OF BID FOR VERTICAL
TURBINE PUMP FOR WATER
COLLECTOR - WESTERN PUMP CO.
The City Manager reported that the technical comparisons have
been completed for the vert'ical turbine pump for the water
collector and the results of the comparisons were satisfactory.
The City Manager reviewed the following tabulation of bids and
recommended the bid of Western Pump Company be accepted.

On a motion by Councilman Crook, seconded by Councilman Harlowe,
it was unanimously carried the bid of Western Pump Company be
accepted for furnishing and installing a vertical turbine pump
for the water collector in the total amount of $8,218.00.
AWARD OF BID FOR LOAD CENTER
UNIT SUBSTATION FOR WATER COLLECTOR -
CONSOLIDATED ELECTRIC DISTRIBUTORS
The City Manager reported that the technical comparisons have been
completed for the load center unit substation for the water collector
and the results of the comp.arisons were satisfactory. The City
Manager reviewed the following tabulation of bids and recommended
the bid of Consolidated Electric Distributors be accepted~

On a motion by Councilman Harlowe, seconded by Councilman Crook,
it was unanimously carried the bid of Consolidated Electric Dis-
tributors be accepted for furnishing the load center unit sub-
station for the water collector in the total amount of $18,116.80
REQUEST FROM 12TH DISTRICT FAIR
TO WAIVE CARNIVAL LICENSE FEE
Mr. Tosher, of the 12th District Fair was present to request that
the City waive the annual carnival license fee of $100 per day as
set forth in the City ordinance. Discussion followed after which
the Council agreed to postpone action on this request and directed
the City Manager and City Attorney to study the ordinance further
to ascertain what action could be taken.
MEETING SCHEDULED REGARDING
COUNTY Wl DE COORDINATED WATER PLAN
The City Manager reported that a meeting is scheduled for February 7,
1967 at 7:30 P.M., in the Board of Supervisors Chambers to consider
recommendations made by the Board's Special Flood Control Committee
regarding a recommended County wide water advisory board.
DISCUSSION OF CAPITAL IMPROVEMENT
FINANCING SCHEDULED
The City Manager reported that the financial information to
enable the Council to discuss the capital improvement financing
should be ready for the next Counciil meeting.

COUNCILMAN CROOK
Councilman Crook asked if the work has been completed as set
forth in the Joint Participating Project Agreement with Joe
Foutz. The City Engineer advised that the pipe is in but the
figures for the entire job have-not been tabulated.
Councilman Crook requested that the amount of working capital
which is needed to operate from July to January be included in
the financial information which will be discussed at a later
date.
Councilman Crook asked what had been worked out in regard to
the Parking Lot which was formerly used by the Eversole Mortuary
and was advised that within two weeks the recommendation will be
prepared.
Councilman Crook inquired concerning the chain of command as set
up previously and stated that inasmuch as the City Attorney is
not a full time employee would it be advisable to change this.
The City Manager advised that this would be studied.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared
the meeting adjourned at 10:38 P.M. to meet again Wednesday,
January 25, 1967.
